Diante das potencialidades da Avaliação Ambiental Estratégica (AAE) e da importância estratégica do setor energético como objeto de estudo, o presente artigo se utiliza de revisão bibliográfica em literatura específica para identificar as potenciais contribuições da AAE para o Plano Energético Brasileiro. A AAE é discutida como alternativa pertinente para a inserção da variável ambiental nas tomadas de decisão inerentes ao Plano. O instrumento contribui para o estabelecimento de uma agenda ambiental mínima a ser respeitada, essencial à sustentabilidade das atividades de planejamento do setor energético brasileiro. Entretanto, para que atinja plenamente seus objetivos e forneça subsídios à sustentabilidade ambiental, depende do cumprimento de alguns requisitos.
A Avaliação de Impacto Ambiental (AIA) é internacionalmente reconhecida pelo papel que desempenha na prevenção e redução dos impactos decorrentes de propostas de implantação de empresas e de empreendimentos. Contudo, os sistemas de AIA em todo mundo vêm sendo questionado quanto à morosidade dos procedimentos empregados e, por isso, decorrem propostas de simplificações dos trâmites e/ou complexidade dos estudos ambientais exigidos. No caso específico dos estudos ambientais simplificados, recaem dúvidas sobre a pertinência e qualidade desses documentos como únicos insumos na tomada de decisão acerca da viabilidade ambiental dos projetos propostos. Considerando essas lacunas, o presente artigo parte da revisão sistemática da literatura para a proposição de requisitos de qualidade para estudos ambientais em processos de AIA, os quais são aplicados na avaliação do Relatório Ambiental Preliminar (RAP) de uma barragem para abastecimento de água no Estado de São Paulo (SP). Este caso se revelou tratar de documento com uma série de deficiências que comprometem a eficácia do processo de AIA. Conclui-se pela necessidade de reafirmação dos mecanismos de participação pública e adoção de ferramentas que contribuam para uma avaliação mais objetiva dos estudos ambientais apresentados, fornecendo meios para que técnicos e autoridades ambientais possam distinguir as lacunas de informação decorrentes do nível de conhecimento sobre o meio e das omissões intencionais.
The article proposes a set of requirements to be used in assessing the potential of the River Basin Management Plans as instruments: (i) of (vertical) articulation between river basin planning and national and state planning of water resources; (ii) of articulation (horizontal) between water resources planning and other sectorial planning; (iii) of integration between water resources planning and regional and municipal strategies for land use planning and environmental sanitation; (iv) of water safety. These requirements were applied to the Alto-Tietê River Basin Management Plan, which demonstrated low potential for horizontal articulation and water safety planning. To overcome these limitations, it is suggested, in the next plan revisions, the use of planning tools that promote the involvement of society in a complementary way to the discussions in the river basin committee, fostering shared decision-making between the different actors and user sectors.
Strategic Environmental Assessment (SEA) is a tool that aims to integrate environmental issues into decision-making processes, usually to support the development of sectoral or territorial plans and programs. SEA is mandatory in the European Union and is applied to water management in France. Water management in Brazil is inspired by the French model, but does not have SEA; in the state of São Paulo watersheds of interest for public supply have specific norms and can count on a Development and Environmental Protection Plan (PDPA). In this research we explore three potential contributions of SEA as adopted in French water management for the case of the PDPA of the Billings Reservoir sub-basin. We conducted an evaluative case study for this PDPA, a literature review on French practices, and comparative analysis. We conclude by indicating potential contributions of SEA for the definition of objectives, scoping, and study of alternatives of the PDPA-Billings.
Os indicadores de perdas de água nos sistemas de abastecimento são ferramentas úteis para a gestão e avaliação da sustentabilidade dos serviços de saneamento ambiental. Por meio de metodologia investigativa do tipo estudo de caso, o presente artigo analisa o potencial do Programa de Gestão e Controle da Perdas de Água (PGCP) da Sociedade de Abastecimento de Água e Saneamento S.A. de Campinas-SP como instrumento de gestão sustentável dos serviços de abastecimento. Os resultados demonstraram se tratar de um PGCP que atende grande parte das boas práticas recomendadas pela literatura especializada. Contudo, sugerem que esforços sejam direcionados ao fortalecimento da dimensão ética da sustentabilidade, notadamente influenciada pelas ações de comunicação social. Ademais, reforçam a importância de um plano de contingência para rápida atuação em casos de escassez hídrica, num contexto de cooperação setorial (entre setores usuários ou não) e governamental (de diferentes jurisdições territoriais).
