Recife, PE aftc@ufpe.br RESUMO O cadastro territorial multifinalitário é considerado uma ferramenta eficaz para o ordenamento territorial. Com o passar dos tempos, sua aplicação deixa de ser apenas fiscal e passa a ser mais direcionado à gestão territorial, à proteção ambiental e ao desenvolvimento sustentável. Num contexto mais amplo, a implementação do cadastro multifinalitário traz benefícios gerenciais e de planejamento para as organizações governamentais e para o setor privado. Além disso, proporciona benefícios diretos aos cidadãos, melhoria no acesso às informações territoriais, mais precisão na avaliação da propriedade em casos de compra ou venda, identificação da localização de serviços básicos, entre outros. Considerando esses aspectos, este artigo tem como finalidade descrever de uma forma geral, os componentes do cadastro territorial multinalitário e apresentar algumas reflexões acerca dos benefícios da sua implementação. Descreve, ainda, os Cadastros 3D e 4D e discute alguns problemas sobre a implantação do cadastro multifinalitário no Brasil.
A determinação das necessidades dos usuários é uma das fases mais importantes do desenvolvimento de sistemas da informação e define o que o sistema vai fazer, sem descrever exatamente como ele será realizado. Na engenharia de requisitos, a descrição desses serviços, as restrições e o processo de análise, documentação e verificação dos mesmos, ajuda o desenvolvedor do sistema a compreender os problemas que podem ser efetuados nos projetos através de detecção da incompletude dos dados e/ou objetivos, falta de resultados que são necessários ao projeto e que não foram identificados e a insatisfação dos usuários em adquirir um sistema que não corresponderá às suas demandas e necessidades. A determinação das necessidades do usuário traz ao mesmo nível de entendimento os usuários interessados no sistema (stakeholders) e desenvolvedores, já que busca um consenso sobre as necessidades reais e tangíveis. Este artigo resume as técnicas utilizadas para coletar as informações necessárias para o estudo das necessidades dos usuários, ressaltando sua importância na engenharia de requisitos. Um estudo de caso foi utilizado, aplicado à implementação do Cadastro Nacional de Imóveis Rurais (CNIR). Foram utilizadas técnicas de coleta de dados e análise do estudo das necessidades dos usuários nas agências colaboradoras do CNIR. O estudo ajudou a definir quais os serviços e informações que podem ser disponibilizados, com base na real necessidade de alimentar o banco de dados.
O Brasil possui uma escassez de dados sobre o território. Isto acontece pela falta de compartilhamento de dados nas esferas locais, regionais e nacional. O não compartilhamento deste tipo de dado gera a recoleta e o desperdício do dinheiro público que poderia ser destinado para outros fins. Com isto, surge a necessidade de uma estrutura que compartilhe estes dados, facilitando o acesso à informação espacial e reduzindo os gastos com coleta dos mesmos. Desde 2008, a Infraestrutura Nacional de Dados Espaciais - INDE, no Brasil, vem sendo discutida. Uma IDE é fundamentada na concepção de uma infraestrutura baseada na relação hierárquica entre as diversas esferas governamentais, envolvendo não só a padronização e a definição de metadados, mas também desenvolvendo políticas de compartilhamento e acesso aos dados geoespaciais. Este artigo descreve, em linhas gerais, o que é uma IDE e como ela se relaciona com o cadastro e a gestão territorial.
