Öz Bu çalışmada, Türkiye'deki Uluslararası Matematik ve Fen Eğilimleri Araştırması (Third International Mathematics and Science Study) TIMSS 2011 uygulamasına katılan sekizinci sınıf öğrencilerinin matematik başarısını etkileyen bazı değişkenler modellenmekte ve modelin coğrafi bölgelere göre ölçme değişmezliği incelenerek, değişkenlerin bölgeler bakımından farklılık gösterip göstermediği tespit edilmeye çalışılmaktadır. Bu araştırmanın örneklemi Türkiye'deki 239 okuldan seçilen 14 yaş grubundaki 6928 öğrenciden oluşmaktadır. İlk olarak, açımlayıcı faktör analizi (AFA) ile öğrenci anketinde yer alan ve matematik başarısını etkilediği düşünülen maddeler incelenmiş, 12 madde matematik ile ilgili duyuşsal özellikler, dokuz madde ev ortamı ve beş maddenin de okul ortamını olmak üzere üç boyutta toplandığı görülmüştür. Daha sonra, öğrencilerin matematik başarıları ile modele alınan değişkenler arasındaki ilişkileri test etmek için, yapısal eşitlik modellemesi ile bir model kurulmuştur. Bulgular sonucunda, matematik başarısını belirlemede en yüksek payın pozitif yönde duyuşsal özellikler değişkenine ait olduğu bulunurken, ev ortamı değişkeni pozitif yönde en fazla etki eden ikinci değişken, okul ortamı ise negatif yönde istatistiksel olarak manidar olmayan bir ilişki göstermiştir. Araştırmanın ikinci aşamasında, modelin bütün bölgelerde geçerli olduğu saptanmıştır. Daha sonra, değişkenlerin coğrafi bölgeler arasında karşılaştırılabilmesi için, modelin Çoklu Grup Doğrulayıcı Faktör Analizi (ÇG-DFA) ile ölçme değişmezliği incelenmiştir. Bölgeler alt gruplarında sadece yapısal ve metrik değişmezlik koşullarının yerine getirildiği ve yalnızca bu aşamalarda yapılan karşılaştırmalarda gruplar arası farklılıkların ölçme aracından kaynaklanamayacağı neticesine ulaşılmıştır. Sonuç olarak, ölçek değişmezlik koşulu sağlanamadığından, tam eşdeğerlik saptanamamıştır. Bu sonuçlar ışığında, değişmezlik ile ilişkili yapılacak karşılaştırmaların yorumlarında farklılıkların bölgelerden mi yoksa ölçme aracından mı kaynaklandığı belirlenemediğinden, bölgeler arası matematik başarı puan karşılaştırmalarının yorumlanmasında dikkatli olunmalıdır.
Hazelnut production in Turkey, which is carried out in a land area of approximately 700 thousand hectares and yields ~600 thousand tons per year of in shell nuts, makes up about 70% of world hazelnut production. Turkey is followed by Italy, Georgia, USA, Azerbaijan, China, Iran, Spain, respectively, in terms of major hazelnut producing countries. Italy is the second largest hazelnut producing country with a production area of 70 thousand hectares. Its share of world production is approximately 10%. Spain is one other main hazelnut producing country with 14 thousand tons per year. A new European ERASMUS + Project "Examination of modern and traditional applications in hazelnut production" was prepared highlighting a "Cooperation for Innovation and the Exchange of Good Practices". Four partners from Turkey (Ordu Commercial Excange, Ordu University, Ordu Governor and Altınordu Chamber of Agriculture), one from Italy (Università degli Studi della Tuscia, Viterbo), and one from Spain (IRTA-Mas de Bover, Tarragona) are involved in this EU project. The most fundamental problem in hazelnut is low quality and low yield according to the World trade union. Accordingly, teaching new methods to the farmers by sharing the best practices with vocational training in Turkey, Italy and Spain, which enjoy the highest shares in hazelnut culture, would make great contributions to this issue. At the same time, this would also provide policy makers with new ideas. Farmers learning appropriate agricultural methods and implementing them would increase hazelnut production and improve fruit quality. The expected goals of the project are to develop cooperation between the institutions, increase hazelnut quality and productivity, learn and adopt new farming methods, plant a pilot orchard, draft a hazelnut booklet, increase the communication between farmers, and share the best practices among three countries. At the end of the project, the outputs obtained will be disseminated to all hazelnut sectors.
In this study, the efficiency of various random sampling methods to reduce the number of items rated by judges in an Angoff standard-setting study was examined and the methods were compared with each other. Firstly, the full-length test was formed by combining Placement Test 2012 and 2013 mathematics subsets. After then, simple random sampling (SRS), content stratified (C-SRS), item-difficulty stratified (D-SRS) and content-by-difficulty random sampling (CD-SRS) methods were used to constitute different length of subsets (30%, 40%, 50%, 70%) from the full-test. In total, 16 different study conditions (4 methods x 4 subsets) were investigated. In data analysis part, ANOVA analysis was conducted to examine whether minimum passing scores (MPSs) for the subsets were significantly different from the MPSs of the fulllength test. As a follow-up analysis, RMSE and SEE (Standard Error of Estimation) values were calculated for each study condition. Results indicated that the estimated Angoff MPSs were significantly different from the full-test Angoff MPS (45.12) only in the study conditions of 30%-C-SRS, 40% C-SRS, 30% D-SRS and 30%-CD-SRS. According to RMSE values, the C-SRS method had the smallest error while the SRS method had the biggest one. Moreover, SEE examinations revealed that to achieve estimations similar to the full-test Angoff MPS (within one SEE), it is sufficient to get 50% of items with the C-SRS method. C-SRS method was the more effective one compared to the others in reducing the number of items rated by judges in MPS setting studies conducted with the Angoff method.
