Öz 2008 küresel kriz sonrasındaki uygulamalar sosyal bilimlerin birçok alanında neoliberalizm konusundaki tartışmaları tetiklemiştir. Bu tartışmalar küresel kriz sonrasında 'post neoliberal' veya 'geç neoliberalizm' olarak adlandırılan yeni bir döneme geçilip geçilmediği konusunda yoğunlaşmaktadır. Çalışmanın amacı kriz sonrası uygulanan maliye politikalarını dikkate alarak neoliberalizm kavramı etrafından dönen tartışmaları incelemektir. Neoliberalizm kavramı oldukça geniş bir içeriğe sahiptir. Bu nedenle çalışmada neoliberalizm kavramı eleştirel bir perspektiften ele alınmaktadır. Çalışma neoliberalizm ve maliye politikası ilişkisini kısmen betimleyici kısmen de analitik bir düzeyde incelemektedir. Küresel kriz sonrasında uygulanan politikalar neoliberalizmin yeni bir evreye girdiği yönünde bir anlayışın ortaya çıkmasına yol açmıştır. Ancak, küresel kriz ve mali disiplin politikaları devletin ekonomideki rolünün piyasa için ve piyasa kuralları içinde yeniden tanımlandığını göstermektedir. Bu nedenle çalışma, neoliberal politikaların teorik ve ideolojik yıpranmasına karşın devam ettiğini savunmaktadır.
ÖZ
ABSTRACTIn this paper, the Wagner's Law for Turkey for the period 1980-2014 is analyzed. Wagner's law investigates whether there is a long run relationship between government expenditure and the gross national product of country. The paper uses Bounding Testing Approach (ARDL-Co-integration) techniques to test the validity of Law's proposition. Five models are used frequently referenced in the literature for testing Wagner's Law.The test results differ for models. Model 4 and Model 5 have not presented a conclusive evidence about whether Wagner Law is valid or not. Conversely, results of the other three models show us that the Law is valid.
The main aim of this study is to examine the relationship between education spending, educational preferences and income in terms of the individuals of different status. In the study, quantitative research method was adopted to measure education expenditures and income level, and data were obtained through a survey. The sample consists of people who have different status such as academic and administrative staff and workers. The findings gathered in the fieldwork were analysed by using the OLS and Probit regression models.According to the results of this study, the education level of families, their social status and their income level determine their educational preferences significantly. This study intends to examine the transformation of the social security system in neoliberal era in Turkey after 1980. Most of the studies argue that neoliberal transformation of economy has been led by international institutions and that social security has been commoditized in the market during the period of neoliberal restructuring. Pointing out that commoditization discourse cannot satisfactorily explain the fact, this article tries to show that the transformation of social security has some clientelistic and populist features designed to contribute to neoliberal accumulation regime in many ways. It argues that social security policy aimed at reproducing labour power, manufacturing consent of poor masses and helping privatization process of state-owned enterprises.
