Abstract: ÖZ ABSTRACTIn this paper, the Wagner's Law for Turkey for the period 1980-2014 is analyzed. Wagner's law investigates whether there is a long run relationship between government expenditure and the gross national product of country. Bir ülkede bireylerin ekonomik durumları ile geleceğe yönelik beklentileri harcama ve/veya tasarruf tutumlarını etkileyebilmekte, söz konusu davranış kalıplarının ekonomiye yansımaları, bir başka ifadeyle ekonomiye yönelik güvenin seviyesi tüketici güven endeksiyle ölçülebilmektedir. Bu çalışmada tüketici güven endeksi ile enflasyon, döviz kuru, işsizlik oranı, genç işsizlik oranı ve tüketici kredisi faizi arasındaki kısa ve uzun dönem ilişkiler Türkiye odağında test edilmektedir. Bu amaçla 2007-2020 döneminin mevsimsellikten arındırılmış aylık verileri ışığında Johansen eşbütünleşme analizi yapılmış, tahmin sonucunda; tüketici güven endeksi ile diğer değişkenler arasında eşbütünleşme ilişkisi tespit edilmiştir. Bununla birlikte hata düzeltme modeli kullanılarak kısa dönemde oluşan dengeden sapmaların yaklaşık 4 ay sonra uzun dönem dengesine ulaşacağı sonucuna varılmıştır. Tüketici güvenine yönelik çalışmada yapılan bir diğer analizde Granger nedenselliği test edilmiş ve tahmin sonucunda; döviz kuru, işsizlik oranı, genç işsizlik oranı, enflasyon oranı ile tüketici kredisi faizinin, tüketici güven endeksinin kısa dönemde nedeni olmadığı, ancak uzun dönemde birlikte hareket ederek nedeni olduğu sonucuna varılmıştır. Çalışmanın bulgularından hareketle tüketicilerin mevcut ekonomik durumları ile geleceğe dair beklentilerini yansıtan tüketici güven endeksinin artırılabilmesi ve hatta uzun süredir oldukça gerisinde kalınan 100 eşik değerin üzerine çıkarılabilmesi için; döviz kurunun, işsizlik oranının ve tüketici kredisi faizlerinin düşürülmesine yönelik politikaların etkili sonuçlar vereceği vurgulanabilir.

Relationship between Income and Functional Public Expenditures: Sub-Regional Level

The aim of this study is to determine the direction of the relationship between income and public expenditures in the 2005-2014 period of the Turkish economy at a sub-regional level. While Gross Domestic Product per capita was preferred as income criteria, the functional classification was used in public expenditures. In modeling variables, the specification developed by Peacock and Wiseman to test Wagner's law was used. The Regional unemployment rate was added to the right-hand side of the model as a control variable. Hypothesis tests were performed on the predicted regression models, and estimators were preferred to produce robust standard errors that would increase the effectiveness of the models. After interpreting the elasticity coefficients obtained from estimating the models, the causality relationship between income and public expenditures was determined by applying Dumitrescu and Hurlin panel causality analysis method.When the elasticity coefficients obtained from the models were examined under the model proposed by Peacock and Wiseman, it was found that the criteria that the elasticity coefficient should be greater than one were not met in all of the models. According to Dumitrescu and Hurlin panel causality test results, which were conducted to determine causality between six different public expenditures and gross domestic product, there was a two-JEL classification: C33, EO, E62, H50

ÖzTürkiye istikrarsız büyüme oranları, dış ticaret ve bütçe açığı, yüksek enflasyon, oynak döviz kuru gibi birçok makroekonomik sorun yaşamaktadır. Bu sorunların en önemli kaynaklarından biri kamu gelirlerinin kamu harcamalarından az olmasıdır. Bu nedenle kamu harcamaları ve ekonomik büyüme ilişkisinin belirlenmesi politika yapıcılara yol göstermesi açısından oldukça önemlidir. Bu çalışmada, Türkiye için kamu harcamaları-ekonomik büyüme ilişkisi, 1960-2019 dönemi yıllık verileri kullanılarak incelenmiştir. Analizlerde Fourier temelli durağanlık, eşbütünleşme ve nedensellik testleri kullanılmıştır. Yapılan analizler sonucunda seriler arasında eşbütünleşme ilişkisinin var olduğu ve kamu harcamalarından ekonomik büyümeye doğru bir nedensellik ilişkisinin olduğu tespit edilmiştir. Elde edilen sonuçlar Türkiye için Keynes hipotezinin geçerli olduğunu göstermektedir.
