A partir desse trabalho o objetivo é analisar o processo de configuração da política pública de crédito fundiário e o seu recorte para a juventude rural no Brasil. Desse modo, será problematizado como o Programa Nacional de Crédito Fundiário (PNCF) na linha Nossa Primeira Terra (NPT) foi sendo configurado ao longo do seu processo de (re) formulação e debates no governo federal e com as organizações e movimentos sociais em juventude rural. Assim, ao resgatar esse processo e observar os debates sobre a linha NPT do PNCF ao longo do tempo, com maior atenção aos últimos 10 anos, foi possível evidenciar as relações de interdependência entre os atores na formulação dessa política e analisar as questões que influenciam na configuração política dessa linha junto ao Programa.
O presente artigo apresenta uma reflexão sobre a questão socioambiental e sua interface com as questões políticas no processo de construção do conhecimento. O texto foi escrito na forma de ensaio, utilizando uma análise teórica da modernidade, sociedade de risco e Educação Ambiental a partir de três artigos deste campo: A política da sociedade de risco, de Ulrich Beck (2010); Colonialidade do poder, eurocentrismo e América Latina, de Aníbal Quijano (2005) e Educação Ambiental e Epistemologia Crítica, de Carlos Frederico B. Loureiro (2015). Nesse contexto, buscamos refletir a relação entre colonialidade e formação da sociedade de risco na linha do tempo pós-industrial articulando com o debate acerca da Educação Ambiental crítica.

Nesta pesquisa, busca-se analisar quais foram os impactos e as transformações sociais na vida cotidiana dos moradores removidos de áreas consideradas “irregulares” e depois, com seu reassentamento em um loteamento denominado “Barão de Mauá”, no município de Pelotas (RS). Para tanto, a análise enfoca os recentes processos de planejamento urbano e de regularização fundiária no contexto brasileiro; especificamente na realidade de Pelotas, pretende-se verificar de que modo a transformação do espaço urbano alterou também o dia a dia dos moradores e moradoras do loteamento. A pesquisa foi efetuada segundo a perspectiva teórico-metodológica de vida cotidiana de Henri Lefebvre, de remoção e reassentamento de Raquel Rolnik, de planejamento urbano de Ermínia Maricato, de memória e identidade de Maurice Halbwachs e de direito à cidade de David Harvey. Utilizou-se a metodologia qualitativa com aporte em entrevistas abertas, observação e diário de campo na investigação da percepção e do sentido que os(as) moradores(as) apresentavam a respeito das novas moradias e, sobretudo, do processo de regularização fundiária realizado pelo poder público municipal. Por meio dessas narrativas, foi possível perceber a ocorrência de conflitos no espaço do loteamento, resultantes das imposições do poder público municipal, o que acabou por transformar o cotidiano dos(as) moradores(as) e redefiniu as relações sociais e de convivência entre os habitantes e o espaço. Com base na análise realizada com aporte nos dados coletados em campo, problematizamos as práticas cotidianas enquanto formas e possibilidades de reivindicar o direito à cidade, isto é, atividades de trabalho, lazer e, principalmente, modos de estar inscritos ao viver no loteamento e as relações de solidariedade e disputa entre moradores(as) que foram removidos(as) e realocados(as).
