Résumé Les problèmes de santé, le handicap peuvent interdire l’accès à l’emploi. Pour y remédier, la loi de juillet 1987 a introduit une obligation d’emploi des travailleurs handicapés. Comment les problèmes de santé, les incapacités qu’ils génèrent, pénalisent l’accès à l’emploi des personnes en âge de travailler ? Qui, parmi les personnes déclarant des problèmes de santé, a recours à la loi de juillet 1987 pour rechercher ou conserver un emploi ? HID est la première enquête réalisée en France permettant d’aborder ces questions. En effet, grâce à la construction d’indicateurs d’incapacités adaptés à la problématique de « l’employabilité » qu’elle autorise, on peut identifier deux populations, celle des 20-60 ans déclarant des incapacités et, en son sein, celle des personnes qui s’inscrivent dans la loi de juillet 1987. Au total, 3,4 millions de personnes, soit 11 % des 20-59 ans, déclarent au moins une incapacité. C’est beaucoup plus que l’ensemble des personnes ayant recours à la loi de juillet 1987. Au sein de cette population, c’est le cumul d’incapacités associé à un faible niveau de qualification qui éloigne de l’emploi. À même niveau d’incapacité, le taux d’emploi sera beaucoup plus faible pour les ouvriers non qualifiés que pour les cadres.
