This research brings together digital inequality scholars from across the Americas and Caribbean to examine efforts to tackle digital inequality in Uruguay, Chile, Peru, Brazil, Mexico, Cuba, Jamaica, the United States, and Canada. As the case studies show, governmental policy has an important role to play in reducing digital disparities, particularly for potential users in rural or remote areas, as well as populations with great economic disparities. We find that public policy can effectively reduce access gaps when it combines the trifecta of network, device, and skill provision, especially through educational institutions. We also note, that urban populations have benefitted from digital inclusion strategies to a greater degree. This underscores that, no matter the national context, rural-urban digital inequality (and often associated economic inequality) is resistant to change. Even when access is provided, potential users may not find it affordable, lack skills, and/or see no benefit in adoption. We see the greatest potential for future digital inclusion in two related approaches: 1) initiatives that connect with hard-to-reach, remote, and rural communities outside urban cores and 2) initiatives that learn from communities about how best to provide digital resources while respecting their diversely situated contexts, while meeting social, economic and political needs.
RESUMO: Este artigo trata de aspectos sociocognitivos e institucionais relacionados ao descompasso entre formação instrucional, saberes docentes e mediações pedagógicas em Ciências Sociais expresso na prática docente de licenciandos e professores de Sociologia em escolas públicas e particulares do Distrito Federal do Brasil. Baseada em questionários, entrevistas semiestruturadas e análise documental, chegamos à seguinte tipologia de representações de práticas docentes em Ciências Sociais: institucionalizadas, desconexas e propositivas. Inferimos que tanto os desafios como as perspectivas para a Sociolgia no ensino médio do Distrito Federal passam pelo equilíbrio entre transposição de conteúdos instrucionais adaptados ao perfil sociocognitivo do alunato e formação e saberes docentes dos professores que atuam em contextos escolares diversos e adversos.
This article is about the role played by Brazilian community radio stations as public spaces, including different action rationales and places where there are political, social and cultural discourses from various genres such as informative and opinionative, especially the latter. Such spaces are embedded by communicative and instrumental actions as Habermas notes, manifest in the tensions and approximations between public and common spaces. Based upon a cross-case study from these media, the action rationales and the dynamics of the spaces are analysed. Stemming from the way such radio stations work, it is possible to assess whether they are a locus for public debates, involving the community and favouring communication which addresses the common interest, or, to a large extent, social arenas for welfare appeals and criticisms and fulfilling immediate needs from members of a particular locality. Data collection included unstructured and episodic interviews, radio programmes and analysis of documents from fifteen community radio stations in the Federal District and surroundings. After that, for more in-depth information, five case studies were carried out in Brazil.
O s trabalhos reunidos neste dossiê apresentam um fio condutor comum: o impacto do processo de digitalização e inovação tecnológica sobre os mercados culturais, sejam eles musical, televisivo, editorial, assim como sobre o próprio trabalho, as estratégias e racionalidades empresariais presentes no âmbito desses mercados. O material empírico e analítico urdido para esta publicação traz o signo do ineditismo e da originalidade, pois é a primeira vez que, no Brasil, um periódico com a envergadura e penetração da Revista Sociedade e Estado dedica um volume às interfaces entre tecnologia e mercados culturais.A contundência, regularidade e complexidade do processo de digitalização -e seus rebatimentos em esferas como a dos mercados culturais -merecem um dossiê como este, mas, sobretudo, reclama novas investigações, teorizações e propostas de pesquisa. Felizmente, trata-se de uma agenda de pesquisa que tem aproximado cientistas sociais, especialmente sociólogos, economistas, estudiosos da comunicação e pesquisadores das políticas públicas -notadamente administradores e cientistas políticos. Este dossiê figura como um passo decisivo para alinhavar uma interlocução interdisciplinar bastante fecunda e promissora.A moldura sociológica que retém em seu interior fenômenos como a transformação tecnológica da televisão digital, a feérica expansão da Internet, o impacto das tecnologias da comunicação e da informação sobre os mercados culturais, e que permitiu que tais processos se tornassem possíveis, desafia as ciências humanas, e, em particular, as ciências sociais.
