El objetivo del artículo es discutir con el supuesto del aislamiento social en tanto eje articulador de las teorías sobre la exclusión social en general, y de los modelos de análisis sobre quienes se ven forzados a residir en la vía pública en particular. En segunda instancia, se argumenta que las perspectivas centradas en el aislamiento social en buena medida son consecuencia de una opción metodológica: la mayoría de los estudios sobre la exclusión de las personas sin hogar únicamente tomaron a las metodológicas cuantitativas de investigación como referencia. Finalmente, se destacan los posibles aportes del enfoque etnográfico al estudio de los procesos de exclusión que afectan a las personas sin hoga
Resultado de un trabajo etnográfico sobre ocupaciones de tierras en Comodoro Rivadavia (Chubut, Argentina), el artículo discute con las interpretaciones que reducen un fenómeno social complejo a una visión de las tomas como un simple "acto jurídico ilegal". Frente a los enfoques de la toma como una "usurpación", quienes ocuparon tierras esgrimen criterios que legitiman su accionar, los cuales, a su vez, se constituyen en una relación tensa con el orden jurídico formal. El objetivo del texto consiste en analizar dichas prácticas discursivas encaminadas a rebatir las lecturas dominantes que las descalifican a partir de la ilegalidad. Buscando lidiar con los discursos hegemónicos que circunscriben las ocupaciones de tierras a un criterio legal, el primer apartado se organiza en torno al peso que la informalidad tuvo en la construcción histórica de las ciudades latinoamericanas. Tomando a Comodoro Rivadavia como caso testigo, en la segunda sección se dimensiona al Estado como promotor de la informalidad urbana. El tercer apartado conlleva el análisis empírico de los criterios de legitimidad en tanto respuestas populares a las visiones dominantes de las ocupaciones como "actos jurídicos ilegales". Finalmente, las conclusiones proponen una revisión de las principales líneas argumentativas desarrolladas a lo largo del trabajo.
El presente trabajo se inscribe dentro de un proyecto más amplio, denominado “Exclusión Social, sociabilidad y empleo en el Golfo San Jorge”, cuyo objetivo principal consiste en indagar las virtudes y los límites epistemológicos inherentes a las teorías sobre la exclusión social en el análisis de los fenómenos de precariedad social que afectan a una zona tan particular como es la cuenca del golfo San Jorge. La articulación entre ambos proyectos de investigación supone realizar un análisis crítico del corpus teórico proporcionado por las teorías antes mencionadas a partir de un caso empírico concreto, el cual se vincula con los fenómenos de segregación territorial que afectan a la localidad de Caleta Olivia.De tal modo, la investigación que he comenzado a desarrollar supone dar cuenta de los procesos de gestación y conformación de asentamientos informales como consecuencia de las tomas de tierras que tuvieron lugar en la ciudad durante los últimos años. Mediante un enfoque etnográfico, he tomado como punto de análisis las voces y las prácticas de las agrupaciones que ocuparon tierras en la zona Norte de la provincia de Santa Cruz, más precisamente en el barrio denominado “Zona de Chacras, Sección 2” de la localidad de Caleta Olivia.En concreto, prioricé, fue y es objeto de mi investigación, el estudio de las prácticas y los discursos de quienes protagonizaron la conformación del asentamiento, examinando el modo en que se fueron construyendo los lazos sociales, la forma en que se organizaron los habitantes del lugar y el arraigo territorial, en tanto factor que incide en el nacimiento, el desarrollo y la consolidación de este tipo de asentamiento informal.
En este trabajo los términos "personas sin hogar", "personas en situación de calle" o "homeless" son tratados como sinónimos.
An ethnographic study on street people and home senses
IntroducciónEl presente artículo es resultado de un trabajo etnográfico realizado, en el marco de mi tesis doctoral, entre el 2005 y el 2008, con personas que viven en las calles de Madrid; más específicamente, la mayor parte de las reflexiones to-man como epicentro a un grupo de personas sin hogar que reside en una plaza céntrica de la capital española, conocida como Plaza Ópera o Isabel II.
