This study gives a review on the process of identification of significant pressures and impacts, which is an important part of river basin planning and in particular for implementing the EU Water Framework Directive (WFD) (2000/60/EC). The questions: what is a "significant pressure" in terms of the WFD? which sources and driving forces have to be regarded? which data can be used? which pressure on a water body is significant? and which implications and requirements result from the identification process?--should be considered. The European Commission requires reporting from all Member States about the status of the water bodies within a river basin district and about the risk of failing the environmental objectives by the end of 2004. Therefore, a number of prevailing projects across Europe aim to develop a guideline on a common understanding of the most effective approach towards the identification of significant anthropogenic pressures, and the analysis of potential impacts including the identification of appropriate tools and models. In such a guideline suitable and intelligent criteria have to be developed in order to enable a uniform assessment of the anthropogenic pressures within a river basin district.
RESUMO:No Brasil a educação das crianças de 0 a 5 anos vem sendo efetivada desde o fim do século XIX, com a presença de distintas instituições marcadas por um projeto educativo diferenciado pelo tempo de permanência na escola. A interrogação que propomos refletir é se a presença na Educação Infantil de turnos prolongados pode ser entendida como Tempo Integral ou como Educação Integral. A análise da intencionalidade de promover no cotidiano da Educação Infantil a articulação entre as áreas da educação, da saúde, da cultura e da justiça e de proporcionar a integralidade do projeto pedagógico e a integralidade das relações da escola no tempo e nos espaços nos leva a compreender que uma Educação Integral somente se efetiva numa perspectiva de experiência educativa como encontro intersubjetivo implicado com o mundo comum. A Educação encontra a Arte: Apontamentos Político-Pedagógicos sobre Direitos e Pequena Infância 4Resumo: Para problematizar a tendência de impor nas pré-escolas, e muitas vezes nas creches, uma pedagogia pautada na lógica escolar, fundada nas ciências da regularidade, voltada ao ensino analítico, centrada na docência e na transmissão de conhecimentos, propomos uma interlocução entre arte, educação e pequeníssima infância. O encontro entre arte e infância favorece a discussão em torno das lacunas na formação do pedagogo(a) que convive com crianças pequenas, principalmente com as pequenininhas, para educá-las muito além do cognitivismo reinante. A partir de filósofos e pensadores interessados na vida e seus transbordamentos, abordamos a imaginação poética, a alegria e a complexidade de aprender, o direito à beleza e à experiência linguageira que emerge do corpo sensível, para reivindicar a emergência política de uma outra Pedagogia da infância. A experiência do corpo sensível e linguageiro, em suas primeiras aprendizagens, evoca uma pedagogia que não separa experiência e saber, corpo e mente, pensamento e ação no mundo. Essa inseparabilidade permite tanto resistir às bases exclusivamente científicas da Pedagogia e seu tecnicismo estrutural -a didática, quanto afirmar a relevância da arte na formação docente em sua potência de aglutinar encontros poéticos, políticos e pedagógicos que garantam o direito pleno à infância e à educação.Palavras-chave: Arte. Education meets Art: Political-Pedagogical notes on Rights and Early Childhood EducationAbstract: In order to problematize the tendency of imposing in preschools (and very often in day care centers) a pedagogy based on the school logic, rooted in the sciences of regularity, focused on the analytical teaching, centered on the teacher and knowledge transmission, we propose an interlocution between art, education and the very earliest childhood. The encounter between art and childhood fosters the discussion about the gaps in the teacher's formation, who is always among young children, mainly the tiny young ones, to educate them way beyond their prevailing cognitivism. From philosophers and thinkers interested in life and its unfoldings, we approach the poetic imagination, the joy and the complexity of learning, the right to beauty and the language experience that emerges from the sensitive body to raise the political urgency for another Childhood Pedagogy. The experience of the sensitive and linguistical body in its first learning summons a pedagogy which does not segregate experience from knowledge, body from mind, thought from action in the world. This inseparability allows one not only to resist the exclusively scientific bases of Pedagogy and its structural technicality -the didactics -but also to assess the relevancy of art in the teaching formation and its power to agglutinate poetic, political and pedagogical meetings that guarantee full rights to childhood and education.
O cotidiano das escolas de Educação Infantil evidencia que as propostas curriculares, na especificidade da creche, se concretizam através de três modalidades. Essas modalidades apontam para pedagogias adultocêntricas e “esco-larizadas” nas quais os bebês e as crianças pequenas não são reconhecidos como seres linguageiros, ativos e interativos em suas primeiras aprendizagens de convivência no e com o mundo. O poder delas de aprender a apropriar-se de significados através da inserção gradual em um conjunto de relações e processos constituem um sistema de sentido. A função docente, como co-produtora de currículo, efetiva-se na construção de um espaço educacional que favoreça, através da interlocução com as crianças e as famílias, experiências nas diferentes linguagens e nas práticas sociais e culturais de cada comunidade. Os bebês, em seu humano poder de interagir, interrogam esses modelos curriculares ao afirmarem, nas suas ações cotidianas, a interseção do lúdico com o cognitivo nas diferentes linguagens: a conciliação entre imaginação e raciocínio, entre corpo e pensamento, movimento e mundo, em seus processos corporais de aprender a operar linguagens e narrativas. -Pedagogy as a Poetic Gesture of Language. The essay addresses the relationship between the experience of language and poetic imagination based on the reflections by Agamben, Merleau-Ponty and Bachelard as a strategy to expose the tensions within the problem of temporal discontinuity that weaves the fabric of 'languagely' alterity in the meetings between small children and adults. It claims the pedagogic understanding that it is only by interacting poetically with the world, by triggering times of presence, and by assuming our attempts to project singular meanings onto the collective, and not by keeping an analytical distance from it, that we can pursue language as a gesture unfettered by any kind of instrumentality. The pedagogical question that emerges is not about the freedom rooted in the individual, but about living together. Keywords: Childhood. Experience of Language. Imagination. Poetic. Reivindica a compreensão pedagógica de que é interagindo poeticamente com o mundo, desencadeando tempos de presença e assumindo tentativas de plasmar sentidos singulares no coletivo, e não dele distanciando-se analiticamente, que podemos perseguir a linguagem como gesto desvinculado de qualquer instrumentalidade. The European Water Framework Directive (WFD) was enacted in the year 2000 with a stepwise approach. After legal implementation in the various member states large efforts were undertaken for the initial characterization of water bodies, risk assessment, to implement extensive monitoring schemes and to develop management plans at different aggregation levels by the year 2010. The initial characterization process and risk assessment had to be finalized by 2004 and delineated water bodies including a typological classification and identified the significant pressures and impacts in a screening procedure. In parallel, monitoring programmes and new biological indicator systems were developed in order to proof and refine the results of the risk assessment with an ecological indicator based assessment in a subsequent step which was finalized in 2009. Although the risk assessment for Germany was based on existing data that were originally collected for other purposes and came from a large variety of environmental or economical sectors, the results differ only slightly from the monitoring and indicator based information with respect to classifications of the 'ecological status' and 'chemical status'. From this result we conclude that a risk assessment based on a careful application and intelligent combination of existing data sources with proven quality allows the recognition of trends and the identification of priorities for action of measures already at an early stage of a management process. However, monitoring schemes and advanced sets of ecological indicators are essential in later management steps both for narrowing uncertainties remaining from the risk assessment and to allow for effect controls of implemented measures. Moreover, these monitoring indicators should differentiate the effects of multiple stressors more factor specific and with respect to ecosystem states and functions. In conclusion, we see risk and indicator based assessments as complementary elements in Integrated Water Resources Management (IWRM), which have to be linked in systematic and phased procedures.
