The current U.S. war against international terrorism constitutes a superb scenario for the internationalization of the Colombian armed conflict, a strategy that the administration of President Uribe is advancing.The internationalization policy is an explicit and conscious decision to invite external actors-mainly the U.S.-to participate in the Colombian war.This decision is clearly conditioned by the international arena. Both rationalist and constructivist approaches in International Relations provide key elements to explain why the Colombian government decides to internationalize its conflict, and to identify what are the main components of this foreign policy strategy.
Purpose
– This viewpoint looks at what can be done to increase the numbers of women in consulting firms.
Design/methodology/approach
– The authors interviewed almost 40 senior people in leading consulting firms around the world.
Findings
– Many factors have a bearing on whether women become partners, but our research highlights how important sponsorship is in particular.
Originality/value
– This viewpoint suggests there is more to mentoring and it can be particularly helpful for women trying to make partner in consulting firms.
La finalización de la Guerra Fría y con ella la terminación de la bipolarización Este-Oeste, la intensificación del proceso de globalización mundial, el avance de la tecnología en comunicaciones, el advenimiento de procesos importantes de integración regional de carácter económico, la transnacionalización de actividades comerciales lícitas e ilícitas, los intentos ya casi totalmente consensúales por consolidar y universalizar los principios democrático liberales y el creciente vínculo entre factores internos y externos son todos cambios estructurales que han obligado al replanteamiento del papel de las naciones en el ámbito internacional.La inserción de las naciones al sistema internacional es entonces inevitable. El aislamiento ya no puede ser contemplado como opción, porque ante la contundencia de los factores anteriormente enunciados, los costos son imposibles de asumir. Quienes más transformaciones se ven obligados a elaborar son aquellos cuyo papel en el concierto internacional no ha sido preponderante y, consecuentemente, aquellos para quienes la política exterior no se ha constituido en prioridad.En este grupo se ubican los países del Tercer Mundo. Durante gran parte del siglo su política exterior giró en torno al alineamiento con uno de los dos bloques en conflicto, bajo un criterio de costo-beneficio que se fundamentaba en una racionalidad tanto económica como política. La prioridad era entonces el mantenimiento de relaciones políticas y comerciales poco más o menos estables, que propiciaran un funcionamiento equilibrado de los regímenes internos, siendo la alineación políticoideológica un mecanismo facilitador y casi que necesario para realizar este objetivo. Por lo tanto, bien podría afirmarse que el presupuesto que guiaba una muy primitiva forma de hacer política exterior era la necesidad de mantener relaciones armoniosas con una de las dos potencias dominantes, lo cual al mismo tiempo era la única opción para el Tercer Mundo de insertarse primitivamente en un sistema internacional totalmente bipolarizado, y que dejaba un espacio casi que inexistente para quienes buscaban una inserción autónoma. Adicionalmente, "en la medida en que las relaciones exteriores (...) privilegiaban una óptica realista, ello infravaloraba al multilateralismo en cuanto a tal" 1 .El otro espacio para ejecutar la política exterior de los países del Tercer Mundo se encontraba en el establecimiento de lazos con frecuencia eminentemente comerciales con sus vecinos geográficos, y en la resolución de conflictos fronterizos pendientes con los países limítrofes. Con posterioridad a la finalización de la Guerra Fría y mediante esta vía, gracias a la diversificación y ampliación del comercio exterior, la mayoría de estos países, unos más exitosamente que otros, logran acceder a la globalización de la economía internacional. De esta forma, analistas chilenos han señalado una característica de la política exterior chilena que es susceptible de ser generalizada a la mayoría de los países del Tercer Mundo:
