Highlights The pro-WEAI is a new tool designed to meet projects’ impact assessment needs. Projects identified and field-tested pro-WEAI indicators using mixed methods. Pro-WEAI is mapped to 3 domains: intrinsic, instrumental, and collective agency. Pro-WEAI is decomposable into sub-indices, indicators, and by population subgroup. Women are more disempowered and have a higher intensity of disempowerment than men.
Sustainable Development Goal 5 (SDG) on gender equality and women’s rights and at least 11 of the 17 SDGs require indicators related to gender dynamics. Despite the need for reliable indicators, stylized facts on women, agriculture, and the environment persist. This paper analyzes four gender myths: 1) 70% of the world’s poor are women; 2) Women produce 60 to 80% of the world’s food; 3) Women own 1% of the world’s land; and 4) Women are better stewards of the environment. After reviewing the conceptual and empirical literature, the paper presents the kernel of truth underlying each myth, questions its underlying assumptions and implications, and examines how it hinders us from developing effective food security policies.
Where access to renewable natural resources essential to rural livelihoods is highly contested, improving cooperation in resource management is an important element in strategies for peacebuilding and conflict prevention. While researchers have made advances in assessing the role of environmental resources as a causal factor in civil conflict, analysis of the positive potential of collective natural resource management efforts to reduce broader conflict is less developed. Addressing this need, we present a framework on collective action, conflict prevention, and social-ecological resilience, linking local stakeholder dynamics to the broader institutional and governance context. Accounting for both formal and informal relationships of power and influence, as well as values and stakeholder perceptions alongside material interests, the framework aims to provide insight into the problem of (re)building legitimacy of commonpool resource management institutions in conflict-sensitive environments. Highlights We synthesize the findings of 8 impact evaluations of agricultural projects. Four projects increased some types of women’s individually-owned assets. Jointly-owned assets are a significant part of asset portfolios. Agricultural development projects should pay closer attention to asset ownership.
Sustainability and gender have been prominent on the development agenda since the 1980s, but there has been little systematic study of the links between the two. This review draws on ecofeminist theory, feminist political ecology, intrahousehold literature, and natural resource management case studies and reviews to examine how gender shapes the motives, means, and opportunities for men and women to contribute to sustainability. Particular attention is given to evidence on closeness to nature, focus on conservation, rights to resources, opportunities to exploit resources, and constraints to adoption of sustainable practices. Despite early claims that women are naturally more conserving of resources, the empirical literature, in particular, gives a more mixed and nuanced picture. Conservation is influenced not only by gender but also by a host of tangible and intangible factors, including local ecology, context, and culture, that affect incentives and the ability to adopt sustainable extraction and provision practices.
Diverse agricultural technologies are promoted to increase yields and incomes, save time, improve food and nutritional security, and even empower women. Yet a gender gap in technology adoption remains for many agricultural technologies, even for those that are promoted for women. This paper complements the literature on gender and technology adoption, which largely focuses on reasons for low rates of female technology adoption, by shifting attention to what happens within a household after it adopts a technology. Understanding the expected benefits and costs of adoption, from the perspective of women users in households with adult males, can help explain observed technology adoption rates and why technology adoption is often not sustained in the longer term. Drawing on qualitative data from Ethiopia, Ghana, and Tanzania, this paper develops a framework for examining the intrahousehold distribution of benefits from technology adoption, focusing on small-scale irrigation technologies. The framework contributes to the conceptual and empirical exploration of joint control over technology by men and women in the same household. Efforts to promote technology adoption for agricultural development and women's empowerment would benefit from an understanding of intrahousehold control over technology to avoid interpreting technology adoption as an end in and of itself.
ABSTRACT. This paper presents a comparative study of forest management across four countries in East Africa and Latin America: Kenya, Uganda, Bolivia, and Mexico. It focuses on one question: Do varying proportions of women (low, mixed, high) in forest user groups influence their likelihood of adopting forest resource enhancing behavior? We found that higher proportions of females in user groups, and especially user groups dominated by females, perform less well than mixed groups or male dominated ones. We suggest that these differences may be related to three factors: gender biases in technology access and dissemination, a labor constraint faced by women, and a possible limitation to women's sanctioning authority. Mixed female and male groups offer an avenue for exploiting the strengths of women and men, while tempering their individual shortcomings.
Journal articleAgricultural development efforts that do not address persistent gender gaps miss opportunities for greater impact. This synthesis reflects on key findings from integrated quantitative and qualitative analyses at the nexus of gender, agricultural development, and climate change. Linked farm household-, intrahousehold-, community-, and institutional-level data highlight significant and nuanced gender differences in adaptive capacity of individuals and communities to respond to climate change. The gender gap is also substantial in exposure to climate change and its impacts, and uptake of new practices that lower vulnerability. Women in agriculture will remain largely neglected by information and service providers unless their differing needs, access to, and control over resources are considered at policy and project design stage. Yet clear guidelines for addressing the needs of both men and women in different environments and agricultural systems are still lacking. Participatory ‘action research’ approaches with a focus on co-learning, and using innovative cell phone or social media-based approaches offer exciting new opportunities. Agricultural development decision-makers and project designers need to ‘design with gender in mind’.
