Resumo: Este trabalho apresenta um modelo de priorização de vias que integra métodos de avaliação multicritério em ambiente de Sistema de Informação Geográfica (SIG). Critérios objetivos e subjetivos são utilizados como base no apoio à tomada de decisão. O estudo de caso desenvolvido para a cidade de São Carlos -SP possibilitou a exploração do modelo com o desenvolvimento de cenários de avaliação, gerados através da combinação de critérios pelos métodos de WLC (Weighted Linear Combination ) e OWA (Ordered Weighted Average), com intuito de integrar os riscos na análise. Os diversos cenários foram gerados com o objetivo de priorizar as vias pavimentadas com relação à sua localização, condição do pavimento, hierarquia viária e custos das estratégias previstas. O modelo mostrou-se eficiente em várias etapas do processo, destacando-se o fato de considerar de forma simples os conceitos de priorização de vias e integrá-los numa ferramenta poderosa de análise espacial. Abstract: This work presents urban roadways prioritization model that integrates Multicriteria Decision Analysis and GeographicalInformation System (GIS). Objective and subjective criteria are used as base in the support decision. The case study performed at the city of Sao Carlos, State of Sao Paulo, Brazil, made possible the exploration of the model with the development of evaluation sceneries, through the methods of Weighted Linear Combination (WLC) and Ordered Weighted Average (OWA), integrating the risks analysis. The various sceneries were development based on pavement condition, roads hierarchy, costs of strategies and location. The model was shown efficient in various stages of the process, because it considers the concepts of roads prioritization and it integrates them in a powerful tool of space analysis.
Este trabalho apresenta uma avaliação das condições de mobilidade do pedestre de acordo com o nível disponível de acessibilidade das calçadas para cada tipo de usuário observado. Através do método de avaliação multicritério em ambiente de Sistemas de Informação Geográfica, é apresentado um estudo de caso em um campus universitário para os seguintes grupos de usuários: 1) sem deficiência aparente, 2) cadeirantes, 3) com deficiência visual e 4) com restrição de locomoção. Os resultados identificaram locais com diferentes níveis de acessibilidade para cada tipo de usuário, evidenciando que a disposição das edificações dentro do campus e o grau de importância dessas edificações atribuído pelos usuários geram bolsões com níveis de acessibilidade mais elevados. As conclusões sugerem que o método é adequado e promissor para identificar espaços urbanos com soluções ineficientes para a mobilidade de grupos específicos da população usuária.<br /><br /><strong>Abstract</strong>: This paper presents an assessment of the pedestrians' mobility conditions according to the level of accessibility of the pathways available for each type of user observed. Through a multicriteria evaluation carried out in a Geographic Information System, a case study was developed in a university campus for the following groups of users: 1) without apparent disabilities, 2) wheelchair users, 3) with visual disabilities, and 4) with mobility constraints. The results identified areas with different accessibility levels for each user type. They show that the arrangement of buildings within the campus and the degree of importance attributed by the users of these buildings create spots with higher levels of accessibility. The findings suggest that the method is a suitable and promising alternative for identifying urban locations with ineffective solutions to the mobility of specific population groups.
O objectivo deste artigo é apresentar uma proposta de nova delimitação da área metropolitana do noroeste de Portugal, a partir da actual Região Metropolitana do Porto. A proposta apresentada, que constitui uma opção para evitar os confrontos permanentes que podem resultar dos critérios políticos essencialmente subjectivos, assenta na evolução socioeconómica observada a partir dos dados dos Censos de 1991 e 2001, e explora duas vertentes da Análise Espacial: Estatística Espacial e Modelação Espacial. Desta forma, técnicas de Análise Exploratória de Dados Espaciais (Exploratory Spatial Data Analyses - ESDA) permitem identificar características locais específicas que podem vir a ser usadas numa Modelação Dinâmica das variáveis relevantes para a região em estudo. Assim, pela análise da localização de cada zona no contexto geográfico e em cada um dos quatro quadrantes do gráfico de Moran é possível delimitar regiões a partir de zonas que podem ser consideradas como uniformes, relativamente à variável analisada. No entanto, essas regiões podem não corresponder a regiões metropolitanas se a variável em análise não traduzir aspectos positivos num contexto de desenvolvimento. Um outro aspecto problemático desta análise simplificada pode ser a escassez, ao longo do tempo, de dados que garantam a qualidade da análise das variáveis. Contudo, a regularidade dos Censos permite alguma sustentabilidade para projecções, até porque a análise não é feita directamente sobre os valores das variáveis, mas pela delimitação de zonas de acordo com a dinâmica das relações de vizinhança, conforme aqui demonstrado. A abordagem proposta constitui uma opção promissora para as abordagens integradas e holísticas que se fazem necessárias para a delimitação de áreas metropolitanas, principalmente se combinada com outras estratégias que permitam identificar formas de arranjos espaciais não contíguos que porventura possam constituir áreas metropolitanas ou cidades polinucleadas (como constelações, cachos ou clusters).
O objetivo do artigo é o de apresentar as principais etapas de um estudo de ordenamento de áreas de acolhimento empresarial. O estudo baseou-se num modelo baseado em agentes, que utilizou as empresas da indústria transformadora como agentes que testaram a atratividade das áreas de acolhimento empresarial localizadas no Quadrilátero, designação dada à rede formada pelos municípios de Barcelos, Braga, Guimarães e Vila Nova de Famalicão. Na simulação foram considerados três cenários e quatro hipóteses, através dos quais se procurou testar o impacto que diferentes políticas podem ter na atratividade das áreas de acolhimento empresarial. As políticas simuladas diferem no tipo de intervenção proposta e no grau de cooperação municipal com que são implementadas. Os resultados demonstram que a qualificação concertada das áreas de acolhimento empresarial é a política mais eficaz. Foi neste cenário que se obteve o maior número de áreas de acolhimento atrativas, que mais empresas se deslocalizaram e que um maior número de lotes vagos foi ocupado. Por outro lado, as políticas simuladas provocaram impactos diferenciados à escala dos municípios, refletindo as diferentes condições locativas dos parques. A simulação revelou ainda que a política de promoção de áreas dispersas e com baixos níveis de qualificação é ineficiente na atração de empresas. Esta conclusão põe em causa as políticas municipais definidas para as áreas de acolhimento empresarial ao longo das últimas décadas.
A governança urbana e a participação popular são relevantes na democratização do planejamento urbano. A participação popular deve ter um papel transformador da sua própria realidade e adotando mecanismos inerentes à sua atuação. O artigo sintetiza a metodologia e os resultados de um projeto de extensão universitária que teve como objetivo contribuir com a capacitação de agentes comunitários no planejamento da mobilidade urbana, vivenciando situações práticas. Após a revisão bibliográfica foi adoptado o método da Pesquisa-Ação para permitir aos agentes terem um envolvimento efetivo. A capacitação foi exitosa e permitiu adquirir competências teórico e práticas para atuar em contextos de governança que envolvam a participação popular.
