Floods are natural phenomena of geo-hazards that usually happened when experiencing prolonged heavy rainfalls. Floods in Malaysia can be categorized into monsoon floods and flash floods. Monsoon floods is caused of Northeast Monsoon season commences in early November and ends in March that brings heavy rainfall, particularly to the east coast states of Peninsular Malaysia and western Sarawak. Flash floods usually occur in areas with rapid development by a rapid rise in water level, high velocity, and large amounts of debris. Flooding that occurred in December 2014 can be classified as worst floods that affected several states in Peninsular Malaysia, and the worst affected is Kelantan state. This disaster was recorded more than 200,000 people were affected with 21 people were killed and gives a massive impact on people, properties, agriculture, livestock, and infrastructure facilities. Following the worst floods that hit Malaysia in 2014, the opinions and views from various parties such as subject matter experts was needed to produce mitigations and prevents of the flood disaster at once to minimize vulnerability to hazard.
Health, safety and the working environment are of paramount importance, especially in the high-risk environments found at facilities in the oil and gas industry, where hazards are inevitable and accidents may lead to regrettable situations such as explosions, oil spills and other disasters. The high number of accidents and disasters at such facilities bring safety-related matters to the fore. The complexity of the communication process is very often underestimated, where failures in communication could lead to major disasters. This paper investigates the role of communication management and the organizational communication climate and their impact on incidents and disaster avoidance. This study embarks on a quantitative approach involving 260 personnel from high-risk workplaces at oil and gas facilities, based on purposive sampling. Hypotheses were tested using PLS-SEM to identify causal relationships and for mediation analysis. The findings of this study show that communication management and the organizational communication climate have a significant impact on disaster avoidance. The organizational communication climate is also found to be a significant mediator for the relationship between communication management and disaster avoidance. Communication management and the organizational communication climate need to be enhanced and to be integrated with other technology and innovation to improve safety regulation adherence in the oil and gas industry.
December 2014 flooding in Kelantan river basin caused severe damage to economic and social infrastructure and dealt a serious blow to Kelantan state economies. Mitigation of flood disaster can be successful only when detailed knowledge is obtained about the vulnerability of the people, buildings, infrastructure and economic activities in a flood risk area. Therefore, to identify a community's flood risk, pre-disaster financial instrument will be introduced as non-structural mitigation measures know as flood insurance rate map. This instrument will be developed based on geospatial technology using satellite images, topographic surveys, cadastral map, type of community building such as residential or commercial and households’ income. Flood hazard maps and flood insurance rate map will provide the flood risk zone and flood insurance rate and premium coverage for the affected community. In additions it helps to determine the type of flood insurance coverage is needed since standard homeowners’ insurance doesn't cover flooding. Flood insurance rate map will provide affordable insurance for property owners, based on the lower the degree of risk state in flood hazard map, the lower the flood insurance premium. These insurance rate map are valuable to communities because it creates safer environments by reducing loss of life and decreasing property damage, allows individuals to minimize post-flood disaster disruptions and to recover quicker.
