Hay que considerar que la competencia entre las empresas es diferente a la competencia entre los países. La empresa que no es capaz de elevar su competitividad: misma calidad-menor precio, correrá el riesgo de ser expulsada del mercado, cerrará si persiste su desventaja en el mercado, pero no sucede lo mismo con los países. Los países no quiebran (Krugman 1992), los países buscan adecuarse al comercio entre naciones lo efectúan las empresas, el problema es ¿cómo lograr que las empresas se rijan por el principio de las ventajas comparativas para especializar al país en lo que tiene ventaja si lo que conviene a ellas son las diferenciales de precios absolutos? Tenemos aquí un dilema entre los intereses y objetivos de las empresas y los costos y beneficios sociales.
Dada la situación crítica de la economía mexicana y su repercusión negativa sobre la mayoría más desprotegida de la población, en este artículo se propone una medida de política pública, denominada ingreso ciudadano universal o renta básica, para redistribuir el ingreso, tratar de eliminar la pobreza extrema, reactivar el mercado interno, reestructurar la planta productiva del país y darle a México una nueva perspectiva de desarrollo. <br /><br />El ingreso ciudadano universal es una medida de intervención gubernamental en la parte distributiva del ingreso nacional, cuyo propósito es que toda persona, tan sólo por el hecho de vivir en México, se sienta segura de que va a recibir del gobierno un ingreso que le permitirá satisfacer sus necesidades básicas. Esta subvención se otorga sin condición alguna.
La diferencia entre la versión positiva y la versión normativa de la teoría de las ventajas comparativas está explicada en mi contribución a este número de Investigación Económica. Si esta diferencia no se entiende o no se acepta y si, por el contrario, se piensa y se sostiene, como creo que lo hace el Profesor Cruz, que sólo existe una teoría de las ventajas comparativas (la versión positiva) entonces no cabe más que aceptar lo que dicen los libros de texto
