RESUMO A evolução do movimento da Nova Gestão Pública aumentou a pressão sobre as burocracias estatais no sentido de analisar os cidadãos como clientes. Nos últimos anos, as medidas implementadas pelos governos para tornar a administração mais focada no cidadão contemplaram ações pontuais e não integradas de melhoria na qualidade, na eficiência e na acessibilidade do atendimento aos cidadãos e na prestação dos serviços públicos. Nesse contexto, o objetivo do artigo é propor um modelo de gestão do relacionamento entre os cidadãos e a administração pública no processo de prestação de serviços públicos baseado em fatores do Marketing de Relacionamento, que, na percepção dos gestores públicos e dos próprios cidadãos, são considerados essenciais. O método adotado consistiu em uma pesquisa exploratório-descritiva, com uma abordagem mista. Primeiramente, uma fase qualitativa conduziu entrevistas com 11 gestores públicos responsáveis pelos canais de atendimento ao cidadão do Governo do Estado de Minas Gerais para identificar os fatores essenciais na percepção desse público. Com base na metodologia de Grounded Theory e na análise de conteúdo suportado pelo software Atlas TI identificou-se a percepção dos gestores responsáveis pelos canais de atendimento do governo mineiro os seguintes fatores do modelo: estratégia; gestão da informação; integração multicanal; programas de relacionamento; estrutura; tecnologia da informação e avaliação de desempenho. Posteriormente, durante a fase quantitativa, 354 cidadãos que utilizaram uma unidade de atendimento do governo mineiro preencheram um questionário da pesquisa. Na visão dos cidadãos, a partir de uma Análise Fatorial Exploratória, identificamos os seguintes: acompanhamento da prestação de serviço; consolidação dos canais de atendimento; forma de atendimento; recompensas e diversificação dos canais de atendimento.
Removing the background in ID Card images is a real challenge for remote verification systems because many of the re-digitalised images present cluttered backgrounds, poor illumination conditions, distortion and occlusions. The background in ID Card images confuses the classifiers and the text extraction. Due to the lack of available images for research, this field represents an open problem in computer vision today. This work proposes a method for removing the background using semantic segmentation of ID Cards. In the end, images captured in the wild from real operation, using a manually labelled dataset consisting of 45,007 images, with five types of ID Cards from three countries (Chile, Argentina and Mexico), including typical presentation attack scenarios, were used. This method can help to improve the following stages in a regular identity verification or document tampering detection system. Two Deep Learning approaches were explored, based on MobileUNet and DenseNet10. The best results were obtained using MobileUNet, with 6.5 million parameters. A Chilean ID Card's mean Intersection Over Union (IoU) was 0.9926 on a private test dataset of 4,988 images. The best results for the fused multi-country dataset of ID Card images from Chile, Argentina and Mexico reached an IoU of 0.9911. The proposed methods are lightweight enough to be used in real-time operation on mobile devices.
<p>O objetivo do artigo é realizar uma análise dos instrumentos utilizados atualmente pelo Governo do Estado de Minas Gerais para avaliação do programa de marketing social denominado Ambientação voltado para educação ambiental em prédios públicos. Para isso, utilizou-se a estrutura conceitual proposta por Meira (2010) para avaliação de programas de marketing social nas dimensões “Processos” e “Resultados”. Os resultados demonstraram que existe uma lacuna de indicadores que poderiam ser utilizados conforme modelo de Meira (2010) para avaliação do Programa Ambientação. De forma geral, a deficiência dos instrumentos de avaliação do programa concentra-se em desconsiderar a percepção e a mudança de comportamento do público-alvo em relação às ações do programa Ambientação.</p>
Com a explosão da utilização de mídia social, as organizações têm canalizado suas estratégias para esse novo canal (Evans, 2010;Baird et Parasnis, 2011a;Tuten et Solomon, 2013). No caso dos governos estaduais, a utilização das mídias sociais como ferramenta para se relacionar com os cidadãos ainda está incipiente. Assim, o objetivo aqui é avaliar a percepção dos usuários que curtem a página do Facebook do Governo do Estado de Minas Gerais em relação às informações e funcionalidades disponíveis ou que poderiam ser disponibilizadas. Para isso, foi disponibilizado um questionário nesta página para identificar a percepção dos usuários que a curtem. A partir de uma análise fatorial e a utilização de uma regressão linear dos dados, foi identificado que 0,531 da variância da Probabilidade de recomendação da página do Facebook do Governo de Minas é explicada pelos fatores "Engajamento nas mídias sociais", "Fale Conosco", "Interação com a sociedade" e "Informações sobre o Governo do Estado de Minas Gerais". O fator com maior correlação com a probabilidade de recomendação foi o "Engajamento nas mídias sociais", já destacado por Evans (2010) e Tuten et Solomon (2013) como crucial para aprofundar os negócios num contexto em que é necessário escutar cada vez mais os clientes.Palavras-chave: Mídias Sociais; Facebook; Governo; Engajamento.
