The dramatic impact of differing environments on proton transfer dynamics of the photoacid HPTS prompted us to investigate these systems with two highly complementary methods: ultrafast time-resolved transient absorption and two-dimensional NMR spectroscopies. Both ultrafast time-resolved transient absorption spectroscopy and time-resolved anisotropy decays demonstrate the proton transfer dynamics depend intimately on the specific reverse micellar system. For w(0) = 10 reverse micelles formed with anionic AOT surfactant, the HPTS proton transfer dynamics are similar to dynamics in bulk aqueous solution, and the corresponding (1)H 2D NOESY NMR spectra display no cross peaks between HPTS and AOT consistent with the HPTS residing well hydrated by water in the interior of the reverse micelle water pool. In contrast, ultrafast transient absorption experiments show no evidence for HPTS photoinduced proton transfer reaction in reverse micelles formed with the cationic CTAB surfactant. In CTAB reverse micelles, clear cross peaks between HPTS and CTAB in the 2D NMR spectra show that HPTS embeds in the interface. These results indicate that the environment strongly impacts the proton transfer reaction and that complementary experimental techniques develop understanding of how location critically affects molecular responses.

Students of citizen participation in public affairs disagree as to the effectiveness of such citizen involvement. Using the General Revenue Sharing program as a case study and applying techniques of both cross-sectional and longitudinal analysis, this article examines the effectiveness of one form of citizen participation, the public hearing. It is found that in the revenue-sharing program, the public hearing did have an immediate, but only short-term, impact on levels of public interest and citizen involvement. Evidence to support some short-term and some long-term effects on reported expenditure decisions is presented; however, these impacts generally are found to be inconsequential and not statistically significant. It is concluded that, as a form of citizen participation, the public hearing—at least as demonstrated in the General Revenue Sharing program—has not had much of an impact on citizen behavior or policy choices.

Universal quantification is not supported directly in most database systems despite the fact that it adds significant power to a system's query processing and inference capabilities, in particular for the analysis of many-to-many relationships and of set-valued attributes. One of the main reasons for this omission has been that universal quantification algorithms and their performance have not been explored for large databases. In this article, we describe and compare three known algorithms and one recently proposed algorithm for relational division, the algebra operator that embodies universal quantification. For each algorithm, we investigate the performance effects of explicit duplicate removal and referential integrity enforcement, variants for inputs larger than memory, and parallel execution strategies. Analytical and experimental performance comparisons illustrate the substantial differences among the algorithms. Moreover, comparisons demonstrate that the recently proposed division algorithm evaluates a universal quantification predicate over two relations as fast as hash (semi-) join evaluates an existential quantification predicate over the same relations. Thus, existential and universal quantification can be supported with equal efficiency by adding the recently proposed algorithm to a query evaluation system. A second result of our study is that universal quantification should be expressed directly in a database query language, because most query optimizers do not recognize the rather indirect formulations available in SQL as relational division and therefore produce very poor evaluation plans for many universal quantification queries.
