que os instrumentos de controle do uso e ocupação do solo devem ser utilizados de forma complementar aos instrumentos de gerenciamento dos recursos hídricos. No entanto, as articulações entre eles são pouco evidentes, sendo uma lacuna a ser enfrentada. O objetivo desse trabalho foi analisar a relação dos instrumentos Plano de Bacia Hidrográfica e Planos Diretores Municipais. Os objetos empíricos são o Plano de Bacia Hidrográfica Tietê-Jacaré (UGRHI-13) e os Planos Diretores de Araraquara, Bauru e São Carlos, SP, municípios inseridos nessa Bacia. Foram realizados levantamentos e análises bibliográficas e documentais e entrevistas semiestruturadas. Os resultados demonstram que o Plano de Bacia Hidrográfica pode contribuir com diretrizes à gestão municipal, embora deva identificar os conflitos de uso da terra como uma vulnerabilidade que precisa ser reconhecida. Os Planos Diretores apresentam condições de indicar ações para a proteção dos recursos hídricos, entretanto ainda há falta de tratamento de questões regionais. Instrumentos que possuem grande potencial para a proteção de recursos hídricos são pouco explorados, como os Zoneamentos, as Áreas Especiais e os Coeficientes Urbanísticos. Há também obstáculos técnicos, político-institucionais e legais que dificultam a gestão territorial integrada. Propõe-se a criação de novos instrumentos e estratégias locais e regionais de planejamento e gestão, de mecanismos de negociação entre organismos de diferentes esferas e de políticas públicas integradas que incoporem a participação pública e ações inovadoras. However, the juncture between these tools is not evident, hence a gap to be faced. In this study the goal was to analyze the relationship between the Watershed Plan and the Master Plans. The empirical objects are the Tiete--Jacare Watershed Plan (UGRHI-13) and the Master Plans of Araraquara, Bauru and Sao Carlos, SP, the municipalities included in this Watershed. Surveys, bibliographic and documentary analyses, and semi structured interviews were carried out. Currently, there are new theoretical approaches that mix concepts of both environmental and urban sciences. This search for inter- disciplinarity aims the development of guidelines to respond more holistically the demands of the population. These guidelines should be based on the various dimensions assigned to sustainable de- velopment. In this sense, what perspective can be established on urban planning that enables it to contribute for the environmental quality of cities and hence for the quality of human life? How some disciplines and theories that re ect on the processes and natural ows can bring alternatives to the urban setting that reduce the clearance of environmental and urban dimensions? In these terms, this article proposes the critical analysis of the concepts of urban ecology and biophilic cities, and concepts of sustainable urbanism and ecological urbanism as proposals that question environmental issues in urban setting, and vice versa. Parallels between models are established. Possible challenges and opportunities for the in- tegration of social and environmental dimensions of sustainability in the context of urban space are discussed. In addition, some implications for urban projects are placed. Thereunto, this study conducted an exploratory and descriptive research, in theoret- ical-conceptual nature, with typology of bibliographical technical procedure. The product of this process is the critical analysis of a comparative matrix, which contains the main in uences, concepts, strategies, implications for urban projects, approximations to sus- tainability and challenges of the surveyed approaches. It was evi- dent that they alone are not able to ll the wide range of problems facing the urban space; each of which has varying levels of in- volvement with the di erent pillars of sustainability.
