A formação de um território passa pela ação de atores territoriais que estabelecem estratégias mediante seus objetivos e necessidades. O trabalho tem como finalidade reconhecer a atuações dos atores na formação e transformação das estruturas de um nó estratégico territorial, o Porto do Rio Grande, no sul do Brasil. As alterações nas relações econômicas, políticas e sociais acarretam em mudanças nas ações dos atores e refletiram na alteração das formas de uso do território. Dentro da conjuntura do porto não foi diferente, um ponto estratégico construído para delimitar a então colônia portuguesa, tornou-se porta de acesso da regional para o comércio global e foi reestruturado as necessidades de cada período e dos atores envolvidos. Dentre os atores o Estado se destaca pela mutação de suas ações, atuando em alguns períodos como um controlador das estruturas outros como um facilitador para os demais atores.
A formação do Polo Naval Offshore de Rio Grande envolve um conjunto de processos, políticos econômicos e sociais. A elaboração de programas de expansão da frota de apoio às operações da Petrobras foi fundamental para o lançamento das políticas nacionais para o setor naval. Entretanto foi a descoberta do pré-sal que a indústria naval expandiu para diferentes regiões do país, como nos município de Rio Grande e São José do Norte. A instalação de 4 estaleiros, destinados a construção e manutenção de plataformas de petróleo e navios de apoio naval, impactaram em todo estado do Rio Grande do Sul. A construção do maior dique-seco da América-latina consolidou a região no cenário nacional de produção naval. Entretanto alterações nas políticas do setor decretou a falência da construção naval na região, gerando a imediata redação na mão de obra e abandono das estruturas construídas.
RESUMOO artigo apresenta alguns dos caminhos da Geografia Eleitoral compreendida através da Geografia Política, como um campo de análise geográfica das eleições, sua evolução e aponta possibilidades e desafios. O significado está na afirmação dos processos eleitorais como uma das formas de organização política como objeto de investigação de ciências como o Direito, a Sociologia e as Ciências Políticas. As eleições como resultado de disputas entre determinados projetos, tem a função de eleger representantes para conduzir as instituições políticas. A perspectiva esta coadunada com o entendimento que as eleições são um dos momentos de manifestação de poder com diferentes graus de visibilidade, com determinados regramentos e em cada conjuntura. Metodologicamente, o texto faz uma revisão de algumas das propostas da Geografia Eleitoral, que são baseadas, sobretudo, na apresentação dos resultados eleitorais ao longo tempo e que tendem ao encerramento de sua abordagem ao final de cada pleito. Entre os autores selecionados fica claro o crescimento do campo geográfico com os métodos quantitativos, porém as abordagens não conectavam o processo eleitoral com a política praticada no perímetro envolvido deixando uma lacuna a ser completada. O texto advoga a adoção do modelo sistêmico, para compreender o pleito como um momento da vida política com a integração entre a fase que antecede as eleições, seus resultados e seus desdobramentos para a democracia. ABSTRACTThis paper aims at introducing not only some of the directions of Electoral Geography in the light of Political Geography, as a field of geographical analysis of elections, but also its evolution, possibilities and challenges. Meaning is found in electoral processes as one of the forms of political organization which has become the object of investigation of sciences, such as Law, Sociology and Political Sciences. Elections, as the result of dispute among certain projects, play the role of choosing representatives to lead political institutions. This perspective agrees with the fact that elections represent a moment of power manifestation at different levels of visibility, with certain rules in each situation. Regarding methodology, this text reviews some proposals of Electoral Geography which are mostly based on the presentation of electoral results over time and tend to end their process at the end of each dispute. Among the selected authors, it is clear the growth of the geographical field with the quantitative methods, but the approaches did not connect the electoral process with the politics practiced in the perimeter involved leaving a gap to be completed. The text defends the use of the systemic model so as to understand the dispute as a moment of political life with integration among the phase that precedes elections, its results and its consequences for democracy.
