This paper explores the possibilities of the nutrition-sensitive agriculture approach in the context of the programs and actions towards promoting food and nutrition sovereignty and security in Brazil. To analyze the links between nutrition and agriculture, this paper presents the conceptual framework related to food and nutrition security, and stresses the correlations among concepts, institutional structures and program design in Brazil. Dominant models of food production and consumption are scrutinized in the light of these relationships. This paper also highlights differences amongst different ways to promote nutrition-sensitive agriculture through food-acquisition programs from family farmers, experiences in agro-ecology and bio-fortification programs. In the closing remarks, the paper draws some lessons learned from the Brazilian experience that highlight the advantages of family farming and rapid food production, distribution and consumption cycles in order to promote access to an affordable, diversified and more adequate diet in nutritional terms.
In the past few years, Brazil has made significant progress in reducing hunger and food and nutrition insecurity. By the end of 2009 it had met the first United Nations Millennium Development Goal of reducing poverty and malnutrition by half, six years ahead of the 2015 deadline. Much of this progress has been achieved through innovative policies and initiatives championed by civil society organisations for over two decades. This paper reviews some of the most important policies and initiatives which are having a beneficial impact on sustainable rural development and food security. Focusing on conditions for small family farmers, the authors describe the main elements of these government programmes as well as relevant civil society initiatives, and the possible lessons to be learned from them. The paper concludes by discussing the challenges the country faces in maintaining recent advances in sustainable rural development and food security.
ResumoVisando analisar de que maneira ações públicas voltadas para o meio rural vêm se referindo à noção de multifuncionalidade da agricultura e à perspectiva territorial do desenvolvimento, neste artigo são analisadas as diversas políticas públicas inscritas no Plano Plurianual 2004-2007. Num contexto marcado simultaneamente pela globalização da economia e pelo fortalecimento do processo democrático, destaca-se a preocupação dos gestores públicos de induzir um processo de reequilibração social e territorial mediante a implantação de duas lógicas distintas: políticas setoriais a favor da agricultura familiar e políticas de dinamização das atividades econômicas territoriais. Observa-se que essas políticas se referem de maneira implícita à multifuncionalidade da agricultura familiar e de maneira explicita ao enfoque territorial. Em conclusão, o artigo aponta o caráter essencialmente fragmentado e diferenciado das políticas de desenvolvimento rural e a necessidade de integrá-las mediante referências mais nítidas a ambas as noções. Jogar luz sobre as inumanidades é um modo de inserir um pouco de humanidade no âmbito público do Brasil de hoje. Cabe iniciar pela desumanidade mais gritante que é o desprezo pela vida e sofrimento alheios emanado da Presidência da República, ministros e assessores próximos, felizmente, incapazes até o momento de paralisar completamente o serviço público federal. Chamo a atenção também para a insistência, mesmo frente a tragédia, numa agenda econômica perversa mais do que apenas injusta, como se nota na gestão do auxílio emergencial aceito a contragosto e, por isso, fixado em valor modesto.
Established in 2006, Brazil's National System of Food and Nutrition Security is made up of representatives of civil society organizations and different governmental sectors. Innovative programmes have emerged as a consequence of this institutional framework. Effective connections made at programme design and implementation level generated concrete results, such as the convergence of different programmes geared to the poorest groups. O artigo aborda os enfoques de sustentabilidade e de desenvolvimento rural sustentável que orientam os programas e ações públicas voltados para a agricultura familiar no Brasil. Valendo-se das abordagens cognitiva e de dependência de caminho das políticas públicas, focaliza-se a emergência desses referenciais no Brasil e sua apropriação no período do Governo Lula. Destaque é dado para a atuação dos atores sociais e redes de política pública envolvidas com essas questões.
