This paper illustrates how the extraction of land value into volumetric spaces (subterranean spaces, elevated infrastructures and high-rise buildings) is rendered possible through accumulation strategies embedded in spatial planning in Jakarta. In doing so, it carefully delves into the shift in Floor-Area Uplift (FAU) compensation policy and its relationship with the expansion of mass transportation system development. We analysed urban planning and high-rise building policy documents from 1975–2017 and modelled the allowable FAU based on those policies. We illustrate, first, the transformation of FAU discourse in urban policies and how its operability is facilitated in discretionary planning regimes. This paper then demonstrates the planning gain delivery and consequences produced through FAU compensation policy. We argued how volumetric urbanism in Jakarta had been produced and sustained through entrepreneurial motives. It continues to segregate the city both in local and urban contexts despite its positivist development goals.
Despite the fact that North Jakarta has been prompted as the new frontier of development with megaprojects, artificial islands, and large-scale infrastructures, little attention is paid to the development of small islands in Kepulauan Seribu, north of Jakarta, focused on Panggang island, one of the inhabited islands in Kepulauan Seribu, among Indonesia’s densest islands. There were the three challenges to the urbanization of small islands in the Jakarta megaregion, including: population growth, land availability and reclamation, and essential infrastructure provision. Through a participatory workshop with local authorities and communities, this paper proposed a model of sustainable settlement planning in Panggang Island, based on housing need assessment and spatial structure improvement to ensure the future settlement sustainability in Panggang island. To conclude, this paper critically reflects on the engagement process with local communities and the challenges in actualizing the settlement planning proposal in Pulau Pangang.
Depok city has now developed into one of the cities that experienced quite high growth in the JABODETABEK area. For the people of the city itself a comfortable city can not be met only with infrastructure development, but also required public space to interact and socialize one of them by utilizing the natural potential that exists as a recreational facility. Lake as a natural beauty with the form of protected areas has a function as a water importer (recharge) in groundwater basins, clean water reserves, land fisheries and recreational facilities. Situ Tipar is one of the four that is being prioritized to improve competitiveness in 2020. But for the existing condition of Situ Tipar still has some problems, namely the misuse of the border there, the lack of quality and quantity of public facilities and existing conditions that are not maintained so that the lake has not been able to facilitate tourists who come to Situ Tipar. On this basis, this research was carried out to provide recommendations to the government and surrounding residents to organize areas that improve the quality of Tipar in accordance with its function and positive impacts that can prosper the surrounding residents. This research refers to existing data and combined with the study of government and empirical regulations. Bagi masyarakat kota sendiri kota yang nyaman tidak dapat terpenuhi hanya dengan pembangunan infrastruktur, tapi juga diperlukan ruang publik untuk berinteraksi dan bersosialisasi salah satunya dengan memanfaatkan potensi alam yang ada sebagai sarana rekreasi. Situ sebagai keindahan alam dengan bentuk kawasan lindung mempunyai fungsi sebagai pengimbuh (recharge) air pada cekungan air tanah, cadangan air bersih, perikanan darat serta sarana rekreasi. Situ Tipar merupakan salah satu situ dari empat situ yang sedang diprioritaskan pengembangunannya guna meningkatkan daya saing pada tahun 2020 ini. Namun untuk kondisi eksisting Situ Tipar masih memiliki beberapa permasalahan yaitu adanya penyalahgunaan sempadan situ, masih minimnya kualitas dan kuantitas fasilitas umum serta kondisi eksisting yang tidak terawat sehingga belum dapat memfasilitasi wisatawan yang datang ke Situ Tipar. Atas dasar tersebut maka penelitian ini dilakukan guna memberikan rekomendasi kepada pemerintah serta warga sekitar untuk melakukan penataan kawasan yang bersifat meningkatkan kualitas situ Tipar sesuai dengan fungsinya serta dampak positif yang dapat mensejahterakan warga sekitar. Penelitian ini mengacu kepada data eksisting dan dipadu dengan kajian peraturan pemerintah dan empiris. Adapun metode analisis yang penulis pakai adalah analisis kebijakan, lokasi, tapak, daya tarik wisata dan best practices dengan alat analisis deskriptif, SWOT dan benchmarking.
South Tangerang City is one of the municipalities in Banten Province, which is one of the supporting cities for DKI Jakarta. The developments that have taken place in the City of South Tangerang have been quite rapid. One of the developments is the housing sector, and the housing sector in Nusa Loka Housing, and in this study the object of study is along the Main Street of the Nusa Loka BSD housing corridor, such as Jl. Kalimantan-Jl. Batam. The Nusa Loka BSD residential corridor, and this location has its own criteria based on the activities in the road corridor, ranging from trading and services or commercial to having offices. In this final project, the Nusa Loka BSD corridor located on Jl.Kalimantan, Rawa Mekar Jaya Village is the object of study in this research, because recently there has been a change in land use that should have been residential to commercial, but in this case it was not accompanied by physical conditions. the corridor itself. What makes this corridor change from residential to commercial is because the authority is not from the management but has become the authority of the South Tangerang City Government, so that control over land use in the RTRW is not specifically regulated regarding business activities and other more in-depth criteria. This final project will focus on the study of changes in function in the Nusa Loka BSD corridor. Perkembagan yang terjadi di Kota Tangerang Selatan ini sudah cukup pesat. Salah satu perkembangannya yaitu sektor perumahan, dan sektor perumahan yang terdapat di Perumahan Nusa Loka. Objek studi pada penelitian ini yaitu pada sepanjang Jalan Utama koridor perumahan Nusa Loka, Jalan Kalimantan sampai dengan jalan Batam. Koridor perumahan Nusa Loka BSD ini memiliki kriterianya masing-masing berdasarkan kegiatan yang ada di koridor jalan tersebut, mulai dari perdagangan dan jasa atau komersial hingga terdapat perkantoran. Dalam tugas akhir ini, koridor Nusa Loka BSD yang berada di Jl.Kalimantan, Kelurahan Rawa Mekar Jaya menjadi objek studi pada penelitian ini, karena belakangan ini mengalami perkembangan perubahan penggunaan lahan yang seharusnya perumahan menjadi komersial, namun dalam hal ini tidak di iringi kondisi fisik koridornya itu sendiri. Yang membuat koridor ini berubah dari hunian ke komersial dikarenakan adanya kewenangan bukan dari pihak pengelola tetapi sudah menjadi kewenangan dari Pemerintah Kota Tangerang Selatan, sampai pengendalian pada penggunaan lahan pada RTRW tidak diatur secara spesifik tentang kegiatan usaha dan kriteria lainnya yang lebih mendalam. Tugas akhir ini akan berfokus pada studi perubahan fungsi di koridor Nusa Loka BSD.
