Good governance also means that governance is carried out in an effective and efficient manner by developing performance. So far the performance program of Civil Servants is still centralized so that the potentials of local wisdom and local culture have not been able to be developed. Performance appraisal and talent are integrated parts of a performance. The present performance evaluation of Civil Servants still uses DP3 (List of Job Implementation Assessments) which still raises doubts in accurately describing the performance of Civil Servants, DP3 is also considered to be less flexible to express things that are special characters that distinguish a profession from profession others and are vulnerable to subjectivity, DP3 assessment results are never discussed or evaluated together to get feedback from employees. DP3 has not been able to meet the employee performance evaluation criteria that compare the results of the implementation of tasks with the standards set. The purpose of this research is to provide an overview of the Performance Appraisal Optimization, Talent of Civil Servants and Performance in an effort to realize Good Government Governance on the BKDD of Ciamis Regency. Performance Assessment is a formal process carried out by leaders in the organization to measure traits related to the performance or work performance and behavior of subordinates. The performance and behavior of employees are compared to the anchors set by the organization or with the company's goals talent is a goal-oriented and integrated process in planning, withdrawing, developing, managing and providing employee compensation. The Performance is a process that consolidates goal setting, performance appraisal, and development into a system whose purpose is to ensure that employee performance supports the company's strategic goals. The implementation of performance, talent and performance assessments so far has not been able to realize Good Government Governance, this is reflected in the role of Civil Servants in implementing public services who still place themselves as bureaucrats, not as public servants.
Tax revenues are the largest revenue sector in the composition of the state budget in Indonesia. Taxes get a target of about 85% of all government revenues. The Directorate General of Taxes that has the mandate uses various instruments to be able to achieve tax revenues. One that is used in achieving tax revenues, The Directorate General of Taxes uses SP2DK. This study aims to determine the effectiveness of the request for an explanation of data and/or information (SP2DK) on tax revenues at the Tax Office Of Ciamis. The analytical method used is a descriptive method with a quantitative approach to give an idea of whether SP2DK has been effective or not. The data analysis technique used is descriptive. The results showed the effectiveness of SP2DK experienced fluctuations from 2016-2018, within 2016 of 0.03%, in 2017 of 9%, in 2018 of 8%. Overall, the SP2DK against Tax revenues in the Tax Office Of Ciamis is still ineffective. Under these conditions, the Head of Tax Office Of Ciamis must increase the effectiveness of the SP2DK issued.
Based on the results of observations, it is known that there are several problems in the effectiveness of the procurement of goods and services by Hegardanadyaksa Village-Owned Enterprises in increasing the Original Income of Hegarmanah Village, Cidolog District, Ciamis Regency. This research uses descriptive qualitative research method, the length of this research is 10 months with the technique of collecting data through library research, field studies, observation, and interviews. The primary data sources in this study were 14 people. Data processing techniques / data analysis through data reduction, data presentation, and drawing conclusions. Based on the results of the study it can be concluded that: 1) The effectiveness of the procurement of goods and services by Hegardanadyaksa Village- Owned Enterprises in increasing the Original Income of Hegarmanah Village, Cidolog District, Ciamis Regency has not been carried out properly because there are still obstacles to be faced, this is due to lack of direction to the management, low compliance and obedience of the board in carrying out their duties. 2) The obstacles faced are low human resources, low compliance and obedience of administrators in carrying out their duties, lack of direction to the management, price competition and business competition and there is still a tug of interest. 3) The efforts made are including the board in educational activities and training seminars and workshops and providing regular guidance to the board, adding venture capital and improving the quality of goods and service quality, inviting all administrators to be willing to be placed in any position and inviting all administrators to more appreciating and respecting the determination of positions, recruiting managers as needed, providing guidance to administrators.
Tujuan diadakannya kegiatan pengabdian kepada masyarakat ini adalah untuk memberikan pelatihan kreativitas masyarakat berupa inovasi produk makanan dan menciptakan peluang usaha bagi masyarakat desa. Metode yang digunakan antara lain metode ceramah untuk memberikan pengetahuan sedangkan metode demonstrasi digunakan untuk memberikan pelatihan kreativitas pembuatan produk sebagai prduk unggulan. Kegiatan ini dilaksanakan selama 2 (dua) bulan, dimana terdapat beberapa tahapan kegiatan, antara lain: (1) observasi awal; (2) pengagendaan kegiatan; (3) pelaksanaan kegiatan; (4) pendampingan manajemen usaha; (5) evaluasi akhir, dan; (6) pemantauan khusus yang keberlanjutan. Hasil dari pengabdian ini antara lain: 1) terbentuknya kelompok yang sadar akan pentingnya berwirausaha, 2) terbentuknya inovasi baru di sektor kuliner berupa keripik pisang rumput laut, dan 3) terciptanya produk unggulan desa.
Di era modern dengan banyaknya pengguna internet merupakan suatu peluang tersendiri bagi pemerintah dalam meningkatkan pelayanan yang efektif dan efisien. Berdasarkan hasil observasi awal yang dilakukan, didapatkan permasalahan yaitu belum adanya operator khusus sehingga informasi yang ditampilkan di website kurang update selain itu masyarakat juga belum banyak yang mengetahui aplikasi Sistem Informasi Desa Melek IT (SIDEMIT). Metode yang digunakan meliputi survey atau observasi, Focus Group Discussion (FGD), ceramah dan pendampingan. Kegiatan ini bertujuan untuk membantu desa dalam pendigitalisasian pelayanan publik . Hasil dari kegiatan ini yaitu terbentuknya operator untuk website desa yang berasal dari karang taruna yang sebelumnya telah mendapat pelatihan, sehingga dari hal tersebut informasi yang ditampilkan di website desa dapat terupdate, selain itu adanya video tutorial pelayanan pada aplikasi SIDEMIT, dan sosialisasi juga dilakukan kepada kepada masyarakat Desa Mangkubumi sehingga perwakilan dari beberapa elemen masyarakat yang hadir dapat mengetahui dan menyebarluaskan informasi terkait dengan website dan aplikasi SIDEMIT.
The tourism industry has developed into a lead sector in improving people's welfare at the grass root level. But new problems arise over tourism activities, including the existence of social problems such as the number of homeless, buskers, beggars, even crazy people who roam around Pangandaran Beach and of course disturbing order, and security of tourist areas. The Regional Government also made various efforts in disciplining it, one of which was realized by the establishment of a Task Force "Jaga Lembur". Although there are similarities with the role of Pecalang in Bali, the role of Overtime Guard still has its own characteristics. The purpose of this study is to analyze the role of the Task Force on Keep Overtime which focuses on orderliness and security of attractions. This research method is a qualitative descriptive study. The results of this study indicate that the role carried out by Overtime Guard in optimizing services in the tourism sector with local wisdom-based in Pangandaran Regency has been done optimally. Evidenced by the orderly tourism area with no wild homelessness, increased tourist visits and the satisfaction of tourists with Overtime Guard performance by assuming Overtime as a medium for tourism information in Pangandaran Regency, the clothes used by Overtime are environmentally friendly based on local wisdom. This research contributes to local governments as policyholders to innovate in providing public services in the tourism sector by collaborating with the principles of local wisdom.
