Managing weed resistance has become a major challenge for many agricultural producers. Resistance is growing in terms of the number of weeds exhibiting resistance and the number of herbicides to which weeds are becoming resistant. The susceptibility of weeds to herbicides in many regions is a diminishing common pool resource affected by local producer weed control actions and natural conditions. Given the growing number of weeds exhibiting resistance, and the recognition that weed resistance is not a private property issue, we argue that managing resistance must be viewed as a wicked problem with no standard template across regions. Finding farm management approaches that help farmers successfully address weed resistance requires a shared perspective that incorporates an improved understanding of the human dimensions of weed management. Through an analysis of wicked problem characteristics, we argue that a people-centered approach to weed management is necessary. We offer principles learned from tackling other wicked agriculture and resource conservation issues to guide such approaches. Education, technical assistance, incentive schemes and regulatory efforts, and other strategies can play roles in constructing management approaches for herbicide resistance, but will have to vary from current efforts to unravel the mysteries of more effective weed management. Building a more inclusive approach, in terms of stakeholders and disciplines, will be key to achieving progress.
The purpose of this analysis is to explore how U.S. grower perceptions of the future potential of different weed management approaches is conditioned by faith in technological fixes and how the latter is influenced by the rate and persistence of herbicide resistant weeds (HRW). We ground our analysis in rural studies literature on location and environmental sociological evaluations of techno-optimism. Using a coding typology of techno-optimism,-skepticism, anddissonance, focus group data show that farmers in Southern states responded with more skepticism and dissonance to the potential of chemical herbicides as a solution to HRW while farmers in Northern states, where there have historically been fewer HRW, have greater optimism in the potential of chemicals to solve the problem. We conclude that (1) the presence of HRWs provides an important context for farmer ideology and (2) those working with farmers in areas with high HRW rates may be able to tap into the skepticism and dissonance farmers feel toward the future potential of chemical herbicide solutions by providing integrated weed management alternatives.
Herbicide resistance is 'wicked' in nature; therefore, results of the many educational efforts to encourage diversification of weed control practices in the United States have been mixed. It is clear that we do not sufficiently understand the totality of the grassroots obstacles, concerns, challenges, and specific solutions needed for varied crop production systems. Weed management issues and solutions vary with such variables as management styles, regions, cropping systems, and available or affordable technologies. Therefore, to help the weed science community better understand the needs and ideas of those directly dealing with herbicide resistance, seven half-day regional listening sessions were held across the United States between December 2016 and April 2017 with groups of diverse stakeholders on the issues and potential solutions for herbicide resistance management. The major goals of the sessions were to gain an understanding of stakeholders and their goals and concerns related to herbicide resistance management, to become familiar with regional differences, and to identify decision maker needs to address herbicide resistance. The messages shared by listening-session participants could be summarized by six themes: we need new herbicides; there is no need for more regulation; there is a need for more education, especially for others who were not present; diversity is hard; the agricultural economy makes it difficult to make changes; and we are aware of herbicide resistance but are managing it. The authors concluded that more work is needed to bring a community-wide, interdisciplinary approach to understanding the complexity of managing weeds within the context of the whole farm operation and for communicating the need to address herbicide resistance. Science and technology studies (STS) research challenges the concept of technological determinism by investigating how the end users of a technology influence that technology's trajectory. STS critiques of determinism are needed in studies of agricultural technology. However, we contend that focusing on the agency of end users may mask the role of political-economic factors which influence technology developments and applications. This paper seeks to mesh STS insights with political-economic perspectives by accounting for relationships between availability of diverse technologies, variations in politicaleconomic structures, and farmer interests and characteristics. We present the results of an analysis on the recent development of three wheat varieties: (a) a wheat variety that was modified genetically to tolerate the herbicide glyphosate, (b) wheat varieties with characteristics selected to serve specific markets, (c) and emerging research and development of perennial wheat varieties. Using data obtained through a survey of wheat growers in Washington State, we analyzed whether farmer interest in these three clusters of wheat varieties was associated with distinct individual characteristics and attitudes and whether those characteristics and attitudes are consistent with political economic structures. Although our analysis did not allow us to assess the degree of direct influence that farmers have on the technological development trajectory for these types of wheat, we were able to document variation in technological alternatives and farmer characteristics related to different political-economic trends.
One key element in the development of regional and global food production systems is the corresponding changes in food consumption patterns. The 'modernization' of food consumption is encouraged by businesses and policy makers alike. For example, in China, change and growth in food consumption behaviors are promoted as a means for improving nutritional well-being, promoting economic growth via expanding consumer demand, and appeasing citizens. The objective of this paper is to investigate the pattern of dissemination of modern food consumption in contemporary China. It utilizes Sklair's notion of the 'culture-ideology of consumption' to differentiate between Chinese consumers according to whether their food consumption patterns are more or less modern. As a proxy for time-series analysis, household food consumption patterns are analyzed by age, household income level, food shopping behaviors and attitudes, and interest in imports and branded products, in order to determine if more modern food consumption patterns are more likely to be evidenced by one group than another. The data used in the analysis were obtained in a food consumption survey in metropolitan Qingdao, People's Republic of China. Results indicate that a modern culture-ideology of food consumption is being built around high-income consumers who sometimes shop at supermarkets, rather than through advertising or generational differences in consumption.
