For reasons of cost and ease of implementation, mail surveys are more frequently used for social research than are either telephone or face-to-face interviews. In this chapter, the last two decades of research aimed at improving mail survey methods are examined. Discussion of this research is organized around progress made in overcoming four important sources of error: sampling , noncoverage, measurement, and nonresponse. Progress has been especially great in improving response rates as a means of reducing nonresponse error. Significant progress has also been made in finding means of overcoming measurement error. Because mail surveys generally present few, if any, special sampling error problems, little research in this area has been conducted. The lack of research on noncoverage issues is a major deficiency in research to date , and noncoverage error presents the most significant impediment to the increased use of mail surveys. The 1990s are likely to see increased research on mail surveys, as efforts are made to incorporate mail into cost-effective mixed mode designs.

BackgroundThis study assessed the application of the Total Design Method (TDM) in a mail survey of Japanese dentists. The TDM was chosen because survey response rates in Japan are unacceptably low and the TDM had previously been used in a general population survey.MethodsFour hundred and seventy eight dentist members of the Okayama Medical and Dental Practitioner's Association were surveyed. The nine-page, 27-item questionnaire covered dentist job satisfaction, physical practice, and dentist and patient characteristics. Respondents to the first mailing or the one-week follow-up postcard were defined as early responders; others who responded were late responders. Responder bias was assessed by examining age, gender and training.ResultsThe overall response rate was 46.7% (223/478). The response rates by follow-up mailing were, 18% after the first mailing, 35.4% after the follow-up postcard, 42.3% after the second mailing, and 46.7% after the third mailing. Respondents did not differ from non-respondents in age or gender, nor were there differences between early and late responders.ConclusionThe application of TDM in this survey of Japanese dentists produced lower rates of response than expected from previous Japanese and US studies.

ResumenEl objetivo de este trabajo es analizar la influencia del diseño gráfico (tamaño del cuestionario, color del papel y existencia de portada y contraportada) en la tasa y en la calidad de la respuesta cuando se realizan encuestas postales. La calidad de la respuesta será definida considerando el número de preguntas no respondidas, la cantidad de respuestas en las preguntas multirrespuesta y la presencia del denominado «efecto primacía». Tras obtener una tasa de respuesta del 56,6% (RR1), a lo largo del trabajo, se demuestra que ninguno de los elementos considerados afecta a la tasa ni a la calidad de la respuesta. Questionnaire layout and quality of response in self-administered surveysThe aim of this paper is to analyze the influence of the size of the questionnaire, color of the paper, and the existence of front and back with a graphic design on the rate and quality of response in postal surveys. The quality of response is defined considering the number of unanswered questions, the number of answers in multiple-choice questions, and the presence of so-called primacy effect. After obtaining a response rate of 56.6% (RR1), the paper shows that none of the elements considered affect the rate and quality of response.
