Las personas con discapacidad se encuentran entre las más afectadas en situaciones de crisis, debido a múltiples razones. Este trabajo tiene como objeto estudiar la crisis sanitaria del coronavirus en España, a través de los hitos definitorios de la protección de los derechos de este colectivo, analizando la normativa en vigor y toda una serie de documentos relevantes emitidos por diversas instancias autorizadas. El estudio destaca qué aspectos derivados de dicha emergencia afectan especialmente a las personas con discapacidad, cuáles son sus necesidades y la respuesta de los poderes públicos, así como algunas prácticas claramente concultatorias de sus derechos fundamentales. El análisis concluye subrayando la necesidad de que los países firmantes de la Convención sobre los derechos de las personas con discapacidad elaboren protocolos y adopten medidas para garantizar su protección y seguridad, de aplicación rigurosa e inmediata en la gestión de emergencias.
Resumen Con el objeto de evaluar la desigualdad de género en la investigación científica médica, se analizan las bases de datos institucionales de investigación de la Universidad de Valencia (2000-2018), de las facultades de ciencias de la salud (Medicina y Odontología, Farmacia, Enfermería y Fisioterapia), considerando sexo, categoría académica, edad y especialidad clínica de los investigadores/as. Los académicos son responsables de un número abrumador de proyectos y contratos de investigación, de importes mucho más elevados que los dirigidos por sus colegas mujeres. El estudio revela también segregación horizontal y una brecha salarial de género significativa, subrayando la necesidad de políticas que optimicen el talento y el trabajo de las científicas médicas españolas en beneficio de la sociedad.
Artificial intelligence (AI) has revolutionized our lives and will continue to transform them dramatically for the decades to come. Its potential is indisputable and its applications can bring important benefits to people with disabilities. However, AI is a clearly ambivalent reality and, along with its positive aspects, it also presents downsides that come with various fundamental risks, many of an ethical nature, capable of creating new types of discrimination that curtail the rights of such groups, always in constant vindication, especially in the face of new realities. This paper will review in a generic sense the advantages and disadvantages of artificial intelligence in relation to people with disabilities, with a specific focus on algorithmic biases, a key element with a recognized capability to organize the society and influence policies and institutions through autonomous decision-making, based on a behaviour that may be unfair and discriminatory. Finally, we will present some possible solutions that tend to shape this still incipient phenomenon so it develops in service of every kind of people, including those who present any type of disabilit
Las leyes de transparencia estatal y en muchos casos autonómicas, llevan poco tiempo implantadas en la Administración local española, lo que no impide evaluar su impacto hasta la fecha en toda una serie de terrenos clave, como son la eficacia y eficiencia de la Administración, la lucha contra la corrupción, la promoción de la participación ciudadana, la rendición de cuentas, o la mejora de la organización de la información municipal, entre otros ámbitos. Este es el objetivo de este trabajo, que utiliza como técnicas de investigación una encuesta a una importante muestra de municipios españoles (339), de tamaños diversos y encuadrados en todas las CC.AA, así como entrevistas semi-estructuradas en profundidad a responsables políticos y técnicos de la transparencia. El estudio constata valoraciones relativamente modestas de los efectos de la normativa de transparencia en relación a todas las consecuencias analizadas, que son todavía menores con respecto a algunos de sus efectos más buscados, como la lucha contra la corrupción, o la promoción de una mayor participación ciudadana, salvo en los ayuntamientos de mayor tamaño, donde el grado de cumplimiento de la ley por parte de la administración y el interés de la ciudadanía por la información son mayores.
