Neste artigo, apresento e reflito sobre os efeitos menos visíveis das políticas governamentais executadas no contexto de preparação e acontecimento de grandes eventos (megaeventos) na cidade do Rio de Janeiro entre a primeira e a segunda décadas do século XXI. Em um primeiro movimento, apresento as políticas de “pacificação” e “ordenamento urbano”,em curso nesse período, conectando-as a produção do que chamarei refugiados urbanos. Em um segundo movimento, apresento dispositivos que produziram e mantiveram pessoas emsituação de rua em um trânsito permanente pelo tecido urbano e pela malha administrativa do Estado. Busco refletir sobre os usos políticos da visibilidade/invisibilidade desses corpos no que se reivindica como “espaço público” nos discursos estatais oficiais e midiáticos. Para tal, parto de trabalho de campo realizado entre os anos de 2015 e 2017 dentro de dois abrigos municipais – um para mulheres; outros para homens. Para fora desses muros, perseguindo a polifonia que conforma a “questão” população em situação de rua, trago para esse texto, também, material jornalístico, documentos estatais burocráticos e administrativos.
