RESUMENEl análisis de algunos sistemas de áreas verdes y parques públicos de Curitiba (Brasil), Ciudad de México (México), Madrid (España), Nueva York (Estados Unidos de América) y Santiago (Chile) evidencia problemas comunes como el déficit de superficie verde, la inseguridad y los riesgos de exclusión social. A lo anterior se añade la ausencia de valor monetario de los servicios que prestan dichos sistemas naturales como recreación y conservación. En conjunto, son factores importantes en la asignación de territorios destinados a este uso con respecto a otros. Por lo tanto, se propone desarrollar una tipología de áreas verdes adecuada a las necesidades de cada ciudad o región metropolitana. Con ella se facilitará la realización de inventarios que estimen indicadores sociales, económicos y ambientales; además de incorporar nuevas tecnologías como los Sistemas de Información Geográfica y medios informativos de Internet que apoyen la gestión. En la planificación de parques en particular, es muy importante la participación ciudadana como estrategia básica para resolver las situaciones difíciles que se presentan en las grandes urbes; deben asegurarle procesos incluyentes, en especial para cubrir demandas de esparcimiento de grupos sociales vulnerables. Se sugiere calcular los valores monetarios relacionados con la recreación y la conservación a través de métodos de economía ambiental. Se concluye que es necesario abordar la planificación verde con fundamento en estudios económicos, sociales y ecológicos que fomenten el involucramiento de la sociedad en esa tarea.Palabras clave: Ciudades, espacios verdes urbanos, exclusión social, inseguridad, urbanismo, valoración económica. ABSTRACTThe analysis of some green areas systems and public parks of Curitiba (Brazil), Mexico City (Mexico), Madrid (Spain), New York (United States of America) and Santiago (Chile), exhibit common problems such as green area deficit, insecurity and social exclusion risks. The lack of monetary value of the services that these natural systems provide, such as recreation and conservation, leads to a different territorial assignment to this aim. Thus, the development of a typology is suggested according to the needs of each city or metropolitan area; it will be helpful for inventories that estimate social, economic and environmental indicators as well as to add new technologies such as the Geographic Information Systems and internet information devices that support such management. In park planning, public involvement is very important as a basic strategy to solve the aforementioned problems. Inclusive processes must be guaranteed, in particular, those concerned with the recreational demands of vulnerable social groups; besides that, it is suggested to assess the monetary of recreation and conservation through methods proposed by the environmental economy. Finally, it is mandatory to approach green planning through economic, social and environmental studies that promote the participation of society.
Los parques urbanos han sido creados desde tiempos históricos con la finalidad de proporcionar diversos servicios destinados a beneficiar a determinados grupos sociales. Actualmente, el concepto de parques públicos incluye principios de sustentabilidad ecológica, económica y social, es debido a ello que se permite considerarlos como espacios incluyentes y con usos recreativos diversos. Sin embargo, a través de un análisis de estudios de caso en mujeres, etnias, razas, homosexuales y personas con discapacidades o con necesidades especiales, este trabajo expone que los parques actuales distan de ser incluyentes. Esta deficiencia podría repercutir negativamente en la calidad y uso de los mismos. En este documento se sugieren estrategias y recomendaciones que permiten la creación de programas de asignación, diseño y manejo de parques bajo una perspectiva de inclusión y equidad considerando demanda social recreativa y participación ciudadana.
Con base en la disposición voluntaria a hacer contribuciones monetarias, para evitar el deterioro del servicio recreativo en el parque Hundido de la Ciudad de México, se realizó un estudio de valoración contingente. Se encontró que la escolaridad y los ingresos mensuales familiares altos tienen una relación positiva en cuanto a las aportaciones, y que las de los hombres superan a las de las mujeres. Estos resultados podrían reflejar las diferencias sociales y educativas de México; por tanto, existen factores socioeconómicos que deben analizarse antes de interpretar los resultados literalmente. Asimismo, variables de percepción, como la importancia de conservación del parque, demuestran la influencia de actitudes ético-morales en las aportaciones. Por último, se estimó un valor recreativo anual por hectárea de varios millones de pesos, que puede emplearse en análisis de beneficio-costo, y ser útil en aspectos de planificación y conservación de parques urbanos.
Se realizó un estudio en el Parque Ambiental Bicentenario para identificar gustos/preferencias recreativas de los visitantes y determinar su relación con variables sociodemográficas. Además se identificaron problemas que afectan el servicio recreativo que presta el Parque. Los resultados obtenidos a través de correlación canónica no lineal y regresiones logísticas, indican que las actividades familiares y el deporte son actividades frecuentes/importantes, no así el servicio de educación ambiental dirigido particularmente a niños que no es citado como una actividad frecuente ni favorita. Además se observan conflictos entre usuarios del equipamiento recreativo. Consecuentemente, es necesario que se desarrollen programas recreativos dirigidos a todo tipo de usuarios; además de consensuar y fomentar el respeto a reglas de uso del equipamiento.
