This paper examines the effect of changes in migration determinants on the skill level of undocumented immigrants from Mexico. We focus on the effect of changes in economic conditions, migrant networks, and border enforcement on the educational attainment of Mexicanborn men who cross the border illegally. Results from hazard models using data from the Mexican Migration Project indicate that improvements in U.S. and Mexican economic conditions are associated with a decline in the average educational level of undocumented immigrants. Stricter border enforcement is associated with higher average skill levels. Access to a network of previous immigrants appears to lower the cost of migrating but has no differential effect by skill level. JEL classification: F22, J61

Despite this widespread view, earlier studies have not found immigrants to be in riskier jobs than natives. This study combines individual-level data from the 2003-2005 American Community Survey with Bureau of Labor Statistics data on work-related injuries and fatalities to take a fresh look at whether foreign-born workers are employed in more dangerous jobs. The results indicate that immigrants are in fact more likely to work in risky jobs than U.S.-born workers, partly due to differences in average characteristics, such as immigrants' lower English language ability and educational attainment.
A number of states have adopted laws that require employers to use the federal government's E‐Verify program to check workers' eligibility to work legally in the United States. Using data from the Current Population Survey, this study examines whether such laws affect labor market outcomes among Mexican immigrants who are likely to be unauthorized. We find evidence that E‐Verify mandates reduce average hourly earnings among likely unauthorized male Mexican immigrants while increasing labor force participation among likely unauthorized female Mexican immigrants. Furthermore, the mandates appear to lead to better labor market outcomes among workers likely to compete with unauthorized immigrants. Employment rises among male Mexican immigrants who are naturalized citizens in states that adopt E‐Verify mandates, and earnings rise among U.S.‐born Hispanic men. There is no evidence of significant effects among U.S.‐born non‐Hispanic whites.

Attempts to enforce immigration laws in the U.S. interior have proliferated in recent years, yet the effects of these laws on immigrants are largely unknown. This paper examines whether increases in immigration-related law enforcement since 2001 have adversely affected the labor market outcomes of low-education male immigrants from Latin America, a group that comprises the bulk of undocumented workers in the U.S. The crackdown on the use of fraudulent Social Security numbers, increased requirements for government-issued identification, and other changes associated with greater focus on national security likely lowered the demand for undocumented foreign-born workers in the years following the 9|11 terrorist attacks. Using Current Population Survey data and a difference-in-differences estimation technique, we find strong evidence of worse labor market outcomes among recent Latin American immigrants in the post-9|11 period relative to natives and prior Latin American immigrants. The results indicate a decline in employment, hours worked, and earnings among recent male Latin American immigrants relative to similarly low-skilled black and Hispanic natives and vis-�-vis Latin American immigrants who have been in the U.S. longer. Our findings are consistent with firms increasingly substituting legal workers for undocumented labor in the years following 9|11. © 2009 by the Association for Public Policy Analysis and Management.
During the 2000s, several states adopted laws requiring employers to verify new employees' eligibility to work legally in the USA. This study uses data from the 2005-2014 American Community Survey to examine how such laws affect unauthorized immigrants' locational choices. The results indicate that having an E-Verify law reduces the number of less-educated prime-age immigrants from Mexico and Central America-immigrants who are likely to be unauthorized-living in a state. We find evidence that some new migrants are diverted to other states, but also suggestive evidence that some alreadypresent migrants leave the country entirely.JEL codes: J15, J61, J68
