Tamisia Cristofane Novaes dos Santos 8 ResumoA finalidade deste artigo é descrever o funcionamento, os processos de aprendizagem, armazenagem e compartilhamento de informações em grupos de pesquisa. Para isso, pauta-se por referenciais teóricos oriundos de abordagens cognitivistas e construtivistas. Desenvolvida numa instituição pública de ensino superior, esta pesquisa valeu-se da coleta de dados obtidos por meio de análise documental e de entrevistas semiestruturadas com líderes de 10 grupos. As entrevistas foram registradas em diários de campo e gravadas em áudio. As categorias extraídas dos dados levantados balizaram não apenas as análises de conteúdo, mas também a apresentação de resultados. Foi verificado que os grupos de pesquisa diferem quanto ao objeto e aos métodos de pesquisa, ao tamanho, ao tempo de existência, aos recursos disponíveis, às técnicas e aos equipamentos, o que influencia o desenvolvimento de competências específicas ligadas à realização das pesquisas de cada área. Há semelhanças no que se refere aos processos de aprendizagem, aos conteúdos e às competências genéricas aprendidas por seus integrantes (entre os quais, estudantes de graduação e de pós-graduação). Entre essas competências intelectuais, típicas da produção de conhecimentos, estão: a elaboração de projetos e a coleta, registro e análise de dados. Os resultados indicam também que, quando perguntados sobre o que aprendiam nesses grupos, nove líderes referiram-se especialmente a habilidades relativas à gestão de pessoas, tais como: lidar com diferenças individuais, de ritmo de trabalho, de escolaridade, de experiência profissional, de valores, de crenças e de cultura. Companies operate in uncertain environments, where decision-making is acomplex task. Thus, one of the key elements to take into account in the aforementioned decision-making is the environment in which the business operates. This is where competitive intelligence (CI) makes sense, understood as the process of establishing the environmental information needs, information acquisition and its analysis, transforming it into intelligence and putting it at the service of decision-makers in the company. This paper focuses on theproposal of a CI model that can be applied in the tourism sector, specifically in hotels, due to the relevance of this sector in many economies worldwide. In order to build the model a deep review of the CI literature was made and subsequently the content validation method was applied, for the purpose of identifying the most important items in the two first stages of the CI cycle: planning and collection.
O objetivo deste trabalho consistiu em analisar atividades e resultados do processo da inovação no setor público à luz do caso do robô Alice. O framework utilizado para analisar a inovação foi do Modelo Integrado de Gestão Pública Inovadora (GESPUBLIN), proposto por Isidro (2018), considerado como a estratégia mais aderente para acessar o fenômeno como um todo, já que possibilitou analisar o processo de inovação desde sua criação até seus resultados. O GESPUBLIN possui quatro dimensões: ambiente, capacidades, atividades e resultados e este estudo procurou analisar as dimensões, assim como discutir concomitantemente a sua aplicabilidade e seu nível de eficiência. Os dados foram coletados por meio de entrevistas, grupos focais, documentos e literatura. Assim, a pesquisa é considerada de campo, onde se realizou uma investigação empírica no local onde ocorreram os fenômenos inovativos. A análise dos dados desta pesquisa baseou-se na análise de conteúdo proposta por Bardin (2016). Os resultados mostram, de forma geral, que a inovação ocorreu principalmente para a introdução de um novo produto, a fim de solucionar problemas em processos e serviços da organização pública analisada. Conclui-se que o modelo GESPUBLIN foi essencialmente bem adaptado à análise do caso do robô Alice, sendo que sua aplicabilidade deve ser encorajada em modelos semelhantes, a fim de tornar o processo de inovação na administração pública mais claro e conciso, otimizando o setor público nesta esfera tão complexa.
A implementação de inovações no setor público oferece oportunidades de modernização da gestão pública, com o intuito de proporcionar relevantes melhorias de eficiência, eficácia, efetividade e ética nas ações do Estado. O objetivo do presente artigo consiste em analisar a inovação no processo de compra de medicamentos do Ministério da Saúde (MS). A partir da literatura que discute a inovação no setor público proposta pelos autores De Vries, Bekkers e Tummers (2015), foi realizada análise de conteúdo proveniente de dois grupos focais com gestores e usuários da inovação, que revelou a oportunidade de: a) caracterizar a inovação do MS; b) identificar dimensões e variáveis da literatura presentes e ausentes no fenômeno; c) apresentar novas variáveis relacionadas ao Processo Eletrônico de Compras (PEC), sistema implementado pelo Ministério da Saúde para otimizar o processo de compras governamentais de medicamentos e insumos para a saúde. Outrossim, foi feita uma análise documental que ratificou os resultados dos grupos focais e demonstrou o desempenho da inovação no contexto do referido órgão.
