Introducción. La educación para la inclusión social de personas con discapacidad en las últimas décadas incrementó el uso de la educomunicación para crear estrategias de cambio en las condiciones de marginalización vividas por esta población. En la investigación se propuso rastrear procesos comunicativos y/o educomunicativos inclusivos de las personas con discapacidad en la Región Andina, con el fin de identificar la comprensión que se hace sobre la comunicación para el cambio y la educomunicación en relación con procesos inclusivos de esta población. Método. Se realizó un estudio de caso configurado por 36 experiencias comunicativas y educomunicativas inclusivas de y para personas con discapacidad de los seis países de la Región Andina documentadas en la red. Resultados. Se encontró que los países andinos (Bolivia, Chile, Colombia, Ecuador, Perú y Venezuela) tienen estrategias de comunicación o educomunicación públicas y privadas enmarcadas en el modelo social y el enfoque de derechos para transformar estigmas y facilitar la inclusión social de personas con discapacidad. Discusión. Dichas estrategias hoy están en transición: de modelos difusionistas e institucionalizados a modelos con procesos transformadores y de cambio estructural con miradas holísticas hacia la discapacidad que involucran procesos interactivos y de construcción colectiva. La educomunicación en la Región Andina ha avanzado y alcanzado logros como estrategia de educación para la inclusión de personas con discapacidad, su reconocimiento y auto-reconocimiento y la facilitación de procesos de transformación social hacia sociedades capaces de reconocer su diversidad, no obstante, es necesario seguir desarrollando estrategias de este tipo para alcanzar definitivamente el propósito de inclusión. El propósito de la investigación que se sintetiza en este capítulo se centró en identificar el papel que la educomunicación cumple con respecto a los procesos de inclusión, participación y equidad, que se realizan en Colombia, dirigidos a las personas con discapacidad. Para lograrlo se desarrolló una investigación cualitativa que utilizó el análisis documental, por medio del análisis de contenido de los documentos oficiales tanto de entidades públicas como privadas, relacionados con el propósito de la investigación, y la entrevista abierta dirigida a servidores públicos, representantes de asociaciones de personas con discapacidad, redes y funcionarios de entidades no gubernamentales, para configurar un estudio de caso en el territorio colombiano. La información obtenida del análisis documental y de las entrevistas abiertas se trianguló para garantizar la rigurosidad en los resultados.
El Distrito Capital ha avanzado en el proceso de transformación de la situación de discapacidad, mejoramiento de la calidad de vida y empoderamiento de las personas con discapacidad como ciudadanos y sujetos de derechos, gracias a las estrategias organizadas dentro del Sistema Distrital de Discapacidad, entre las cuales estaban la política distrital Concertando entornos colectivos y el Plan distrital de discapacidad 2001 – 2005. Durante el primer semestre del 2005, se llevó a cabo la evaluación del proceso que se había seguido, a través de la revisión de tanto la política como del plan, mencionados anteriormente. En este documento se describe el proceso de evaluación y los resultados que se obtuvieron en su momento. Se utilizó la evaluación de proyectos sociales teniendo en cuenta dos criterios: el ciclo de ejecución, (para este caso correspondía la evaluación ex– post), y el enfoque de análisis, donde se escogió como enfoque principal de análisis el enfoque cualitativo y los otros dos enfoques (participativo y cuantitativo) como enfoques de apoyo y corroboración de la información obtenida. Si bien el imaginario de la discapacidad alcanzó transformaciones en cuanto a actitud, estructura, servicios, participación y accesibilidad, aún es necesario insistir en la inclusión social, reconocimiento de los derechos y participación en los ámbitos políticos y sociales de las personas con discapacidad. Las categorías de análisis escogidas (estructura, proceso, resultados) mostraron nuevos lineamientos para crear estrategias que facilitaran la transición desde el asistencialismo hacia la perspectiva de los derechos humanos, la participación y la diversidad.
El mundo de la discapacidad y de las personas con discapacidad está conformado por fuerzas o vectores que permanecen cotidianamente en constante tensión y negociación. Dichas fuerzas se originan tanto en el ámbito de lo público como en el ámbito de lo privado, y cobran importancia en la medida que influyen directa o indirectamente en la construcción de la subjetividad de las personas con discapacidad, en la concepción sobre inclusión y en la puesta en práctica de estrategias que pretende alcanzar dicha inclusión.
