En este artículo, buscamos brindar elementos para un marco analítico para abordar las organizaciones del tercer sector en los países periféricos, observando principalmente sus idiosincrasias. Para ello, realizamos un análisis de la literatura producida en la Argentina en los años 90 a la luz del enfoque neoinstitucional en los estudios organizacionales, mostrando la existencia de fuerzas isomórficas resultantes de los diferentes actores involucrados en el proceso de conformación del tercer sector. Éstas pueden ser englobadas en un isomorfismo periférico que moldea las estructuras, procedimientos, relaciones externas y temáticas abordadas por las organizaciones del tercer sector.
Las organizaciones y movimientos sociales exhibieron desde sus inicios, a fines del siglo pasado, una gran heterogeneidad tanto en sus estrategias políticas como en su identidad político-ideológica. La creación de la Confederación de Trabajadores de la Economía Popular en 2011 fue un primer paso en la construcción de una unidad que culminó en 2019, con la conformación de la Unión de Trabajadores de la Economía Popular. A partir de publicaciones, entrevistas a dirigentes y la observación participante en marchas y eventos, en el presente trabajo se analiza dicho proceso. La identidad colectiva desarrollada en torno a las formulaciones de la “Economía Popular” fue un factor necesario para la unificación de los diversos movimientos sociales. Existió un un importante “trabajo identitario” en el interior de estos movimientos orientado a generar una “capa” de identidad colectiva común que se superpusiera a las posiciones político ideológicas de los diferentes movimientos y organizaciones.
Founded in 2014, the Missionaries of Francis is a small social movement organization made up of activists from several other social movement organizations representing informal workers and the unemployed. Its goal was to promote the message of the newly appointed Pope Francis among the poor and excluded. Drawing inspiration from the theology of the people, the movement is contributing new repertoires of contention based on popular religious images and icons to Argentine social movements. Starting in 2016, it has occupied a key role, bringing together ideologically and politically heterogeneous social movement organizations to resist the neoliberal social policies of President Mauricio Macri. Fundados en 2014, los Misioneros de Francisco son una pequeña organización formada por activistas de varios movimientos sociales que representan a los trabajadores informales y a los desempleados. Su objetivo fue promover el mensaje del recién nombrado Papa Francisco entre los pobres y excluidos. Inspirado en la teología del pueblo, el movimiento está aportando nuevos repertorios de protesta basados en imágenes e íconos de la religiosidad popular a los movimientos sociales argentinos. Ha jugado un papel clave a partir de 2016, reuniendo organizaciones de movimientos sociales ideológica y políticamente heterogéneos para resistir las políticas sociales neoliberales del presidente Mauricio Macri.
ResumenEl crecimiento de la pobreza durante las dos últimas décadas en la Argentina ha tenido su correlato en el surgimiento y desarrollo de gran cantidad de organizaciones comunitarias entre los excluidos. Su articulación en una variedad de redes inter-organizacionales incluyendo maquinarias políticas clientelísticas, movimientos piqueteros, redes de base, programas sociales, ONGDs, fundaciones donantes, etc. es fundamental para comprender sus trayectorias. Con anterioridad hemos analizado diferentes tipos de articulación en red en barrios del Gran Buenos Aires. Actualmente nos concentramos en casos que demuestran ser exitosos en la generación de formas de capital social en contextos de exclusión.Palabras clave: capital social, redes sociales, organizaciones de la sociedad civil, pobreza, exclusiónAbstractThe growth of poverty during the two last decades in Argentina has had its correlate in the sprouting and development of a great amount of communitarian organizations in the excluded. Its expansion into a variety of inter-organizational networks including client wise political mechanisms, picket movements, base networks, social programs, ONGDs, donors’ institutions, amongst others, is fundamental to understand its pathways. We have previously analyzed different types of cooperative tasks in network in Buenos Aires districts.
