RESUMENEntre las transformaciones territoriales más recientes resultan cada vez más significativos los cambios en las lógicas locacionales, configuración física y programas funcionales de los nuevos espacios del terciario. El proceso de crecimiento y difusión territorial de estas actividades (centros de negocios, hotelería, grandes superficies del ocio y el consumo) en la región urbana de Buenos Aires durante las dos últimas décadas se relaciona con las diferentes modalidades de reestructuración de las centralidades y subcentralidades metropolitanas, verificándose tendencias tanto hacia la continuidad de dinámicas, morfologías y localizaciones tradicionales, como a la consolidación de una red de distritos de localización del terciario, compatible con los nuevos patrones metropolitanos mundiales de configuración más dispersa y funcionamiento en red.Palabras clave: Reestructuración territorial, Región Metropolitana de Buenos Aires, actividades terciarias, centralidades metropolitanas.
ABSTRACTAmong the most recent territorial transformations, changes in the logic of localization, in the physical configuration of space, as well as in the functional programs of the new "tertiary" spaces are increasingly significant. The growth process and the territorial spread of activities such as business center services, lodging, large retail and leisure establishments, in the urban region of Buenos Aires during the last two decades, relates to different restructuring modalities of metropolitan centralities and subcentralities. It seems easy to verify relevant trends such as the continuity of traditional dynamics, morphologies and locations, as well as the consolidation of a district network of service activities location, compatible with the sparser configuration and network operation of new global metropolitan patterns.
Los procesos de metamorfosis metropolitana y la formación de megarregiones constituyen un nuevo estadío del proceso de producción del espacio, que responde a dinámicas y a lógicas del capitalismo contemporáneo. Así, las megarregiones establecen un salto de escala y una de las formas territoriales emergentes en la configuración del espacio. En este marco, el Estado ha modificado su papel en materia de desarrollo territorial en función de los intereses globales, generando las condiciones políticas, administrativas, fiscales y económicas para el redespliegue y avance del capital corporativo sobre el territorio. El reescalamiento de la producción del espacio urbano profundiza las falencias de la planificación y el ordenamiento territorial al permitir la preeminencia del capital inmobiliario-financiero, alimentando procesos especulativos en el uso, apropiación y valorización del suelo. La región del Tuyú, en el sudeste de la provincia de Buenos Aires, es un caso testigo de dichos procesos y del salto de escala que supone la formación de una megarregión, centrada en la metrópolis porteña. La fuerza del capital corporativo en todas sus formas, la ambivalencia del Estado en todas sus dimensiones, los cambios tecnológicos y los cambios en los estilos de vida confluyen en alterar la forma, estructura y función de distintas escalas territoriales e impulsan la expansión de la producción privada de la ciudad sobre nuevos territorios, más allá de las coronas metropolitanas de Buenos Aires, donde proliferó desde los años noventa.
La segunda mitad del siglo xx ha sido el escenario de grandes cambios en la distribución alimentaria. Estas transformaciones no sólo han afectado la estructura de esta actividad, sino también los patrones productivos, tecnológicos y organizacionales de la producción de alimentos, las formas de intermediación y de transporte, e incluso de la organización del espacio urbano. Dicho proceso, a su vez, está relacionado con cambios culturales que implican pasar de la atención personalizada y del comercio de proximidad, al libre servicio y a un patrón de compras menos frecuentes pero de mayor volumen en un local distante del hogar. En el largo plazo este proceso ha llevado a la concentración de la distribución en algunas pocas empresas líderes y a la contracción de las formas comerciales tradicionales. La concentración de la actividad posee un triple sentido: económico, técnico y espacial, pues conlleva una sustancial reducción de agentes, de establecimientos y de localizaciones comerciales. Al cabo de cuarenta años se ha pasado progresivamente del comercio independiente y tradicional al predominio de la gran distribución (gd).
