Urteetako esperientziak erakutsi duen bezala, tokian tokiko lurraldeetako garapen sozioekonomikoa erdieste aldera Ekonomia Sozial eta Solidarioa (ESS) akuilatzaile garrantzitsua izan daiteke. Zentzu honetan, tokiko garapena eta ESSren arteko harremanaz hausnartzen da lanaren hasieran. Baina ikusiko dugun bezala, paraleloki, tokiko erakundeek ESS sustatzeko duten politika publikoen kopuru eta aniztasuna handia da eta “bigarren belaunaldiko” gisa izendaturiko politikek ESSko esperientziak ernaltzeko aukera eskaintzen dute, tokiko garapen eta beharrei erantzun apropos bat ematen zaien bitartean. Artikulu honetan Euskal Autonomia Erkidegoan tokiko mailan diharduten eragileek hauspoturiko ESSko 16 esperientzien azterketa aurkezten da, bakoitzaren faktore bideratzaileak eta mugatzaileak arakatuz esperientziok beste lurraldeetan erreplikatu ahal izateko gakoak topatzeko asmoarekin.
En los últimos años la Economía Social y Solidaria ha encontrado en los mercados sociales una estrategia para su crecimiento y fortalecimiento. Los mercados sociales, entendidos como espacios donde aglutinar agentes, experiencias, recursos y aprendizajes en torno a unas relaciones de producción, distribución, financiación y consumo basadas en la justicia social y ambiental, la reciprocidad y la ayuda mutua, son, además, experiencias que permiten democratizar y acercar a la ciudadanía el control de los procesos productivos que se articulan en torno a ellos. En este artículo se parte de la hipótesis de que el clima para la intercooperación que estos espacios facilitan, permite avanzar, a su vez, en la recuperación de soberanías sectoriales en manos de la ciudadanía. Para ello, se han tomado como referencia algunas experiencias destacables del Mercado Social de Euskadi en las que, mediante la intercooperación entre varias entidades, se ha podido avanzar en torno a la soberanía alimentaria, energética y financiera.
Ekonomia solidarioak ekonomia kapitalistarekiko kritikoa den ikuspegi batetik abiatutako errealitate sozioekonomiko eta praktika eraldatzaileak gorpuzten ditu. Eta merkatu soziala da horren hedapenerako azkenaldian garatutako estrategia zentrala. Bertan ekonomia solidarioaren logikan lan eta kontsumitzen duten eragileen arteko harremanak indartu nahi dira, elkartasunean, elkarrekikotasunean eta justizia sozialean oinarritutako ekoizpen-, kontsumo-, banakuntza-eta finantzaketaharremanen inguruan. Artikulu honetan, merkatu soziala osatu nahi izan dugu Euclides A. Mance filosofo eta ekonomialari brasildarraren lankidetza solidarioan oinarritutako sareen teoriatik datozen ekarpenekin. Analysis of the Basque social marketThe solidarity economy constitutes different socioeconomic and practical realities from a critical perspective with the capitalist economy. And within this, the social market is the central strategy recently developed for its expansion. Social market aims to strengthen relations between the different agents that work and consume in the logic of solidarity eco¬nomy, around the relations of production, distribution, consumption and financing based on solidarity, reciprocity and social justice. In this article we will complement the social market with contributions from the theory of solidarity cooperation networks of the Brazilian philoso¬pher and economist Euclides A. Mance. Finally, we will apply these theoretical lessons in the Basque Country's social market, since the direction it has taken in recent years is in line with different elements of the Brazilian author's theory.
