Personnel management is recognized as one of the most important ways to improve the competitiveness of the organization in the local and national market. In the modern world, the life cycle of knowledge is becoming shorter, which requires regular updating of professional knowledge and abilities. Continuous updating of knowledge and improvement of skills are obligatory conditions for success. The most important task of enterprises of different forms of ownership is to increase the attractiveness of jobs in the regions for highly skilled professionals, to achieve high efficiency of employees through the improvement of personnel management systems. Management innovation is a universal tool for modernizing management. SWOT-analysis of the personnel management system of the Department of Property and Land Relations of the Voronezh Region made it possible to identify its strengths and weaknesses. The proposed innovative forms of management: career maps, employee development maps and scoring system are estimated using the models of D. Kirkpatrick and D. Phillips. Based on the analysis of trajectories of innovative development, the optimal moment for introducing changes and changing the development trajectory is determined. Assessment of the socio-economic impact of the implementation of measures confirmed their necessity and inevitability in the real economy.
The digital transformation of education implies a sequence of carefully crafted changes in the culture, personnel and technology of the education sector, which will be based on new educational and operational models and which in turn will lead to the transformation of institutional operations, strategic directions and value propositions. And here the people who are directly involved in the educational process come to the fore-teachers and the need to prepare them for new working conditions. The main problem is that they will not independently cope with all the problems arising from the digitalization in education. It is obvious that they need support in the form of various projects and it is obvious that these projects, which require large financial investments, should be exclusively social. In the presented work, two types of social projects are considered, and mechanisms for their effective management are proposed, the use of which should become one of the factors in attracting investors, since one should not forget that first of all investors will wait for benefits (especially financial) from their investments.
ВведениеСоциальные услуги отличаются от услуг, которые оказывают предприятия и организации в других отраслях непроизводственной части экономики, потому что создаются и распространяются в интересах всех членов общества.Рассмотрим некоторые особенности реализации проектов именно в социальной сфере. Социальная сфера с экономической точки зрения охватывает комплекс рынков услуг, в совокупности обеспечивающих достойную жизнь граждан (рис. 1).Все социальные услуги имеют раздвоенный характер: с одной стороны, они выступают потреблением благ, а с другой -инвестированием в человеческий капитал. Государственно-частное партнерство (ГЧП)В настоящее время такая форма взаимодействия государства и бизнеса активно развивается.Для государства проекты ГЧП в социальной сфере -это возможность решить проблему повышения качества и разнообразия предоставляемых гражданам благ и услуг при одновременной экономии бюджетных средств [1].В то же время для «частных партнеров» социальная сфера «проигрывает» другим -например, транспортной и ресурсодобывающей -в связи с более низкой рентабельностью, длительными сроками окупаемости и неизбежным «повышенным» контролем со стороны государства.Именно эти особенности объясняют тот факт, что в нашей стране социальная сфера не сразу стала рассматриваться государством как перспективная область для внедрения проектов ГЧП.Только в последние десять лет идет активное развитие проектов ГЧП в разных областях социальной сферы, которая в настоящее время занимает третье место (после транспортной и коммунально-энергетической) по объемам инвестированных средств.В то же время, несмотря на значительное количество проектов, ГЧП в социальной сфере развивается стихийно, соглашения носят локальный характер.Вопрос становится еще более актуальным, учитывая, что согласно [4, 5] в 2019 году ожидается значительное недофинансирование проектов в социальной сфере -200 млрд руб.Очевидно, что передача даже части полномочий по предоставлению населению исключительно общественных благ невозможна, в то время как социальные блага, близкие к стандартным рыночным товарам -образование, здравоохранение, обеспечение доступа к спортивныи объектам и т. д., становятся объектами соответствующего солашения о ГЧП.Стоит отметить, что концессия в РФ занимает первое место из форм реализации проектов ГЧП.
