One of the least researched issues in historical and legal science, such as crime in one of the main law enforcement agencies of police, which operated on the territory of the Ukrainian SSR, has been covered. Instead of counteracting, some police officers organized crimes and participated in them personally. The involvement of police officers in various criminal and official crimes has been revealed: treason during the Soviet-German war, robbery, bribery, extortion, assistance to criminals, official negligence. Materials collected by the employees of the Ministry of State Security regarding some negative aspects of the police officers activities during 1947 testify to significant abuses and violations of the law. It has been established that a certain part of the policemen were traitors during the war, worked with the occupation authorities and took part in repressions against members of the Resistance movement and ordinary people. This problem was acute at that time, because only 2 years had passed since the end of the war, and the state security authorities continued to work on identifying and detaining these persons, who were also among the police officers. The problem of bribery in the police is the second in number of facts. It was widespread, as in the previous periods, among the employees of passport offices, traffic police, district police officers, who collected “tribute” from traders in the markets, having established a certain system of extortion, prices and appointed “senior” to collect bribes. There were even more odious cases when a whole group of policemen engaged in robbery, taking products and things from local villagers, while trying to disguise themselves as Banderites (copying the work methods of the KGB agents). Drunkenness was also quite common among police officers, which led to abuse, merging with criminal elements, and connivance with lawbreakers. It has been emphasized that that was not the main aspect of the police activity that time. The majority of police officers faithfully fulfilled their duty to protect the law and combat crime. The stated facts are based on the materials of the Branch State Archive of the Security Service of Ukraine, which have not been published before. Most of the given materials concern Kyiv, obviously, the capital’s KGB agents worked better than their colleagues from the periphery. Also, the document quite often does not indicate what measures were applied to the specified violators of the law and what was their further fate.
Through the documentary-based scientific method, the article is devoted to the study of the criminological features of the personality of a participant of a paramilitary or armed unit (ULPAU) not provided by law. In addition, the formation of his criminological portrait (criminal profile) on the basis of socio-psychological and legal classification features is discussed. The value of the determined parameters of the offender's characteristics for the formation of negative social and psychological attitudes has been analyzed and their impact on subsequent criminal activity was considered. A number of conclusions of theoretical and applied character have been formulated, among which the following characteristic features of the criminological portrait (criminal profile) of a participant of the ULPAU: man aged 25-35 years who has Ukrainian citizenship and is Ukrainian by nationality, urban resident, single, childless, has general secondary or vocational education, is unemployed, has not been previously convicted; being a member of the armed unit he guarded the checkpoints and the area of location of the units.
У середині 1941 р. мережа державних архівів Української РСР була такою: 7 центральних, 2 військово-історичних, 23 обласних та 21 філія, 746 районних і 65 міських архівів. Протягом липня – вересня 1941 р. з 37 державних архівів 19 областей було евакуйовано 6500 фондів, які налічували 1,5 млн справ, що, в цілому, складало 60 вагонів документального матеріалу. Упродовж 1942 року співробітниками архівів НКВС була виконана значна та різноманітна за напрямами робота. З окупованої німецькими військами території була евакуйована більшість самих співробітників. Штат центральних державних архівів УРСР на 1942 р. був затверджений у складі 24 працівників. З них: 7 осіб керівного складу, 11 наукових співробітників і 5 архівно-технічних. Налагоджена була також робота на нових місцях, куди вивезли архіви: знайдені приміщення, їх частково відремонтували, упорядковувалися фонди архівів. Значна частина робочого часу архівістів приділялася «оперативно-чекістській» роботі: перегляду та аналізу історичного матеріалу, починаючи з доби Української революції 1917–1921 рр. Вишукувалися усі, хто був причетний до національно-державного будівництва в цей час, зокрема, до діяльності Української Центральної Ради, Української Держави гетьмана П. Скоропадського, Директорії УНР, ЗУНР. Також вивчалися архівні матеріали, що стосувалися 1920-х років: діяльності троцькістської та «правоухильницької» опозицій, критиків недоліків у діяльності радянської влади, особисто Сталіна чи когось із членів комуністичного керівництва СРСР та УРСР. У цій діяльності були досягнуті значні результати, – накреслений керівництвом план цих робіт, весь час перевиконувався, про що з гордістю доповідалося керівництву НКВС. Було вивчено 28 тис. одних лише газет, укладено картки на більш, ніж 80 тис. осіб, які кваліфікувалися як «контрреволюційні елементи». Таким чином, нібито рутинна та малопомітна архівна робота сприяла створенню доказової бази для масових репресій, адже мова йшла про десятки тисяч людей.
