The coronavirus pandemic has become a challenge for national health care systems, a global problem that has accelerated the processes of reforming medical education in many countries. The purpose of the article is to analyze the modernization of theoretical and practical aspects of the development of higher medical education in Ukraine. The research uses general scientific (analysis, synthesis, deduction and induction) and specialized methods (prognostic, axiological). The results trace the transformation of the state regulation of higher medical education, the use of research methods in education, the use of modern teaching methods aimed at making the medical education sector in Ukraine more efficient. It has been proven that transformations in higher medical education were hampered due to a lack of funding. During 2015–2017, the first changes occurred: the "KROK" testing system, based on American samples was implemented. The latest teaching methods, updated in recent years, are also actively implemented in teaching practice. In the conclusions, it is noted that in the future, employers should play a more active role in the formation of educational programs, as is customary in the leading countries of the world. In Ukraine, due to the aggression of Russian troops and the destruction caused by them, the further commercialization of medical education may become an important trend for further development.
Introduction. The issue of strategic management in the health care field is very acute for Ukraine, as to date, the heads of health care institutions do not use the tools and methods of strategic management to organize activities in such institutions. Thus, all this highlights the need to study the methods of strategic management in the health care field and find out the optimal mechanisms for their implementation. The purpose of the article is to analyze the methods of strategic management in the health care field for the develop-ment of the national industry. Results. In the course of research, the materials of our own researches, and also separate scientific publications of na-tional and foreign authors concerning methods and tools of strategic management are used. Such scientific methods as mor-phological analysis, analysis and synthesis, empirical approach are used. Theoretical analysis of existing methods and tools of strategic management is carried out. Emphasis is placed on the fact that the methods of strategic management in the field of health care are based on the laws and patterns of intra-industry management, which also take into account the scientific and technical level of development in the medical field. The role of a systematic approach in strategic health management is explained. Conclusions. According to the results of the study, it is proved that the unstable situation in the international envi-ronment and the impact of certain global factors, which include the COVID-19 pandemic; competition, significant develop-ment of medical equipment and technologies, determine the historical transformation of traditional management methods in the field of health care. Applying a systematic approach to strategic management of the industry expands the possibilities of planning long-term health care policy and determines a multi-purpose and comprehensive approach to intra-industry or-ganizational and functional segments of the national health sector. Increasing the competitiveness of health care institutions is an urgent issue for health care in the new funding environment. The purpose of this work is to analyze the existing tools for competitiveness management in the healthcare sector. The problems of competitiveness management development are investigated. State regulation, political dynamics, changing socio-demographic characteristics and constant technological development cause significant changes in the healthcare sector, but despite this, state restrictions, conservatism of Ukrainian healthcare and lack of management specialists are the main problems of Ukrainian healthcare. This necessitates the use of the principles of competitiveness management of modern health care institutions. The main methodological approach used in the work is a review of literature sources. The analysis of scientific literature revealed the absence of unified methodological approaches to measuring competitiveness, and many of the proposed methods do not take into account the specifics of the health care system, as well as the areas of activity of the medical organization. The existing models of competitiveness management tools differ from each other, and their use is conditioned by many factors. The role and impact of competition in the healthcare sector is considered separately. The theoretical basis of the study is a systematic approach to understanding the relationship between different levels of health care. Important conceptual issues of measuring competition in healthcare, including S.W.O.T. analysis, competitive advantages, human resources assessment, benchmarking, etc. are considered. The results of this study form the methodological and practical basis for improving the competitiveness management system of health care institutions in Ukraine, which operate in difficult socio-economic conditions.
Мета дослідження -порівняльна оцінка інноваційних технологій навчального процесу у студентів та лікарів-інтернів. Матеріали та методи дослідження. Дослідження базується на вивченні досвіду кафедри акушерства і гінекології № 1 Одесь-кого національного медичного університету щодо забезпечення теоретичної та практичної підготовки студентів і лікарів-інтернів.Результати й обговорення. Інноваційні методики навчання лікарів-інтернів активізують навчально-пізнавальну діяльність і розширюють їх творчі здібності, що сприяє забезпеченню ефективної додаткової кадрової політики в системі охорони здоров'я. До традиційного способу передачі знань відносять лекції, семінари, практичні заняття. Проте інноваційні підходи до їх про-ведення дозволяють вирішувати завдання не лише засвоєння студентами знань і формування професійних умінь, а й розвитку творчих та комунікативних здібностей. Тому на кафедрі активно застосовуються методики нетрадиційного викладу лекційного матеріалу та активно використовується власна імітаційна методика навчання, створена на основі методик рольової гри і стан-дартизованого пацієнта. Також кафедра акушерства і гінекології № 1 співпрацює з кафедрою симуляційної медицини, на якій студенти старших курсів і лікарі-інтерни проходять навчання клінічних умінь, основане на застосуванні симуляційних технологій.Висновки. Інноваційні методики навчання лікарів-інтернів активізують навчально-пізнавальну діяльність і розширюють їх творчі здібності, що сприяє забезпеченню ефективної державної політики в системі охорони здоров'я. Досвід співпраці з симуляційним центром і отримані результати діяльності свідчать про його високий потенціал як у розвитку клінічної компе-тентності студентів та лікарів-інтернів, так і в забезпеченні безпеки пацієнтів.Ключові слова: cимуляційне навчання; рольові ігри; інноваційні методики навчання.The aim of the study -comparative evaluation of innovative technologies in the educational process of students and postgraduate students.Materials and Methods. Innovative methods of teaching of postgraduate students intensify educational and cognitive activity and expand their creativity, which contributes to more effective human resources policy in health care. The traditional way to transfer knowledge includes lectures, seminars and workshops. However, innovative approaches to their implementation to solve problems not only mastering the knowledge and professional skills formation, but also the development of creative and communicative abilities. Introduction. The main goal of the effective medical management is to provide patients with medical services quality at all stages of providing medical care. The process of strategic management of health care is based on the tasks of improving the quality of medical services. The purpose of the article is to form the theoretical foundations of strategic management of medical services quality in modern business conditions. Results. The analysis of normative information support of scientific, theoretical and practical components of strategic management of medical services quality is carried out, the results of which will allow to study more deeply the problem of improving the quality of medical services for a particular patient and health care in general. The regulatory and legal support of strategic management of medical services quality was investigated. Certain elements of the quality management system of medical services in the modeled strategic management act as variables and are filled with a lot of information that characterizes the process of providing and effectiveness of medical services. Thus, the use of tools, measures and statistical methods to measure and predict the quality of health services will provide a system of strategic management in the field of health. Effective strategic management of health services quality requires timely, objective, unbiased and sound information about changes that occur in the process of providing health services. It confirms the feasibility of using the tool of strategic management in health care - monitoring the quality of health services. The main fundamental approaches to the targeted effectiveness of the socio-economic system in the field of health care are studied. The process of assessing the quality of medical services is analyzed. Conclusions. According to the results of the study, it is proved that the analysis of the quality of medical services should take into account their compliance with the currently established national standards, expectations and needs of consumers. The basis of strategic quality management of medical services is the process of continuous improvement of the quality of medical services.
