The necessity to increase soil fertility by identifying their critical condition, which is associated with developing erosion processes, increasing acidity and decreasing humus, has been proven in the article. The requirement of introducing crop rotations and their legal regulation in Ukraine has been determined. The practice connected with the questions of supporting soil quality and crop rotations in different countries, members of the EU has been presented. The assessment of modern farming systems (intensive, organic, no-till, strip-till, precise, bio-enzyme, biogenic) taking into account economic, ecological, technological-energy, and social factors aimed at determining their impact on the natural soil fertility has been conducted. The expediency of improving soil quality in terms of its evaluation has been revealed. The necessity of introducing economic incentives or penalties to landowners or land users for agro-ecological condition of farmlands basing on the methods of land money value has been substantiated.
The theoretical and methodological foundations of investment support for innovation-oriented development of the agrarian production were worked out and substantiated in the article. The systematization of theoretical approaches was conducted and the peculiarities of innovation development investment support of the agrarian production in modern conditions were determined. The factors affecting the process of investment support of the agrarian production innovation development were determined. The substantiation of the factors that form the innovative activity of the agrarian production and the process of its investment provision were conducted. The principles of investment support of the agrarian production innovation-oriented development were supplemented, to which the principle of balanced development was added. The essence of this principle is the parallel implementation of investment and innovative activities. Considering this principle makes it possible to pursue investment policy in the agrarian sector in terms of activating investment advantages and continuous mastering of new knowledge and innovations, taking into account branch and regional peculiarities. The concept was developed as to creating the economic mechanism of regulating the investment support of the agrarian production innovation development which depends on the chosen purposes of the branch development and influence of external and internal environmental factors on investment, and the conditions of its innovative potential development, revealing the main factors, favoring or preventing from activating the investment activities in the agrarian sector and act on the object of management. Implementation of the economic regulation mechanism allows to provide the procedure of the organizing efficiency management and to form methodological tools, measuring it depending on the type of developing investment and innovative processes in the agrarian sphere.
У статті розглянуто характеристику стратегічного підходу до управління персоналом підприємства. Проаналізовано дефініції поняття "стратегічне управління персоналом". Здійснено оцінку факторів, що впливають на формування системи стратегічного управління персоналом підприємства. Доведено необхідність упровадження випереджаючого, тобто стратегічно орієнтованого, управління розвитком працівників. Розкрито вимоги до системи стратегічного управління персоналом. Зазначено, що стратегічний підхід до управління персоналом підприємства передбачає розгляд персоналу як суб'єкта і об'єкта управління. Досліджено основні елементи системи стратегічного управління персоналом підприємства. Встановлено, що система стратегічного управління персоналом підприємства відображає багатофункціональну систему взаємопов'язаних елементів, які утворюють єдине ціле. Доведено, що структуру системи стратегічного управління персоналом утворюють елементи, реалізація яких забезпечує конкурентоспроможність підприємства. Наведено основні напрями формування системи стратегічного управління персоналом підприємства. Визначено систему індикаторів конкурентоспроможності системи стратегічного управління персоналом підприємства та встановлено вимоги до них. Обгрунтовано, що підвищення ефективності діяльності підприємства є основою стратегічного потенціалу, який впливає на його конкурентоспроможність та визначає напрями подальшого розвитку. Запропоновано методику оцінювання конкурентоспроможності системи стратегічного управління персоналом підприємства. Результатом застосування методики є формування стратегічних рекомендацій щодо удосконалення стратегії розвитку системи управління персоналом підприємства, що дадуть змогу підвищити його конкурентоспроможність. Встановлено, що в умовах ринкової економіки керівникам підприємств потрібно використовувати ефективну стратегію управління персоналом, яка буде взаємозв'язана зі стратегією розвитку підприємства. The paper shows the features of the application of the case method in the study of the discipline of IT project management for students majoring in the field of Information Technology. This work analyzes some of the difficulties associated with the limited use of case studies in the field of IT. An original solution to the problem of combining flexible technologies for the development of the project itself on the basis of a case study and methods of studying and applying special software for IT project management presented by authors. The conceptual scheme of the main stages of work with a case, interrelations and content from an initial acquaintance, discussion in groups and acceptance of intermediate decisions, to planning of operations, calendar planning of works and resources were shown. However, the role of special software for visualization of separate stages of project execution management in the MS Project environment at all stages of the life cycle was explained. The combination of individual analytical work of the students, acquisition of teem job skills, the study of MS Project tools, IT project management methods at different stages allows to achieve the planned learning outcomes and develop interdisciplinary competencies.
Abstract:This article reviews the current state of informational-advisory support of the agrarian sector of Ukrainian economy, key moments and features of the organization of advisory services in Poltava region. The basic problems and the ways of their solving, prospects and plans of advisory services in the implementation of measures to promote employment of the rural population are found out.
