The success of the country's economic policy depends on successful combination of the global world trends and national / regional peculiarities of economic development. The implementation of the principles of glocalization to the regional innovation policy is able to overcome the limited local approach and negative global manifestations, thus creating a unique, globally competitive innovative product. In the innovation sphere, processes of glocalization manifest themselves in the complementarity of local factors of innovative development, in particular, the unique innovation environment, human and social capital, with global factors of innovative development. The aim of this work is to explore scientific approaches to ecologization of innovation development, which will determine the direction, peculiarities and nature of the processes of glocalization, and will be their modern accelerator. The research methodology is systematization of approaches to the direction of innovation processes for the development, creation and implementation of innovations in the form of new products, technology, method, form of production organization, etc., which directly or indirectly contributes to reducing the environmentally destructive effects of production and consumption on the environment and solving environmental problems. Results of the research. The final result of ecologization of innovation activity in the region is a positive socio-ecological and economic effect, which ensures balanced sustainable development of the region and the state as a whole. Thus, the modern accelerator of the glocalization of economic processes is the ecologization of innovation development, in the nature of which there are incentives for self-development, reproduction, generation of innovative ideas, production of new technologies, goods and services, ensuring the balancing of the socio-ecological and economic potential of the region and the country as a whole, which determines the direction, peculiarities and nature of the processes of glocalization.
Topicality. The issue of the environmentalization management diagnostics in the energy sector becomes increasingly topical due to the necessity to define the achievement or vice versa - leveling the management goal which is the reorientation of the energy sector in conformity to the new environmentally oriented goals conditioned by the internal environmental issues, international demands and national interests of the country. Environmentalization of the energy sector became very topical both from the point of view of the national interests in connection with the existing challenges in front of the country, environmental condition, vectors of the ecological strategic development and socio-economic interests. The man-caused load on the environment results in different types of the social, ecological, economic damage, reduction of the enterprises’ efficiency and potential of their competitiveness under the conditions of the world environmentally oriented challenges. Environmentalization management diagnostics in the energy sector is the possibility to see the condition of the environmental transformation process and improvement of the energy sector which will show the results of adopted management steps or determine their weaknesses for further adaptation of the management process to the existing challenges and searching for the methods of satisfaction of the social, ecological, economic interests of the country which defined the topicality of this research. Aim and tasks. The article is aimed at grounding the methodological approach to the environmentalization management diagnostics in the energy sector. Research results. Methodological approach to the environmentalization management diagnostics in the energy sector is based on the concept of the management process formalization, mainly, on the accentuation of the tough interaction of the management subjects involved in the achievement of the goal of the national interests satisfaction with regard to the environmentalization of the energy sector, management objects adapted to the management decisions passed and the related institutional ground necessary to achieve the management goals. Conclusion. The environmentalization management diagnostics in the energy sector shall reflect the interaction between the separate parts of the management process: Coherence of economic and environmental politics concerning the environmentalization of the energy sector with management of the processes of technical and technological insurance, coherence of the social, ecological, economic processes and coherence of the activity of management subjects of the lower level with the management goals of the higher. Topicality. Given the energy dependence of the country, existing energy, environmental and social threats to sound development due to increased tariffs for heat and electricity and rise in prices for products and services of all economic sectors, it is necessary to determine the strategic directions of risk management in the fuel and energy sector. The choice of a management option, based on the features of preventing and reduction of risk to a possibly low level in the fuel and energy sector, becomes particularly relevant.Aim and tasks. The goal of the article is to substantiate the mechanisms for managing the environmentally sound development of the fuel and energy sector, to identify areas of the settlement and ways to minimize currently existing risks and measures aimed at preventing threats and risks in the fuel and energy sector of the economy.Research results. The article substantiates and proposes mechanisms for managing the environmentally sound development of the fuel and energy sector. There are considered areas of the settlement and ways to minimize currently existing risks and measures aimed at preventing threats and risks in the fuel and energy sector of the economy.There are represented systematic understanding of the logical connection between existing risks and their consequences depending on the source of threats and are defined monitoring phases of threats which should be the basis for making management decisions.Analyzing the research of foreign and our scientists, we came to the conclusion that the use of alternative energy in the fuel and energy sector strengthens energetic and environmental safety and defied a number of necessary modern steps that will contribute to environmentally sound development of Ukraine.Based on an analysis of the current state of usage of the energy resources and energy development in Ukraine, the need to increase the share of primary energy production from alternative energy sources, which can solve critical problems in the regions of Ukraine, was proved.The study of international investment practice in the environmentally sound development of the country, the means and trends of stimulation allowed to propose organizational and managerial measures to ensure the efficiency of the mechanisms. It was proved that in order to obtain the most positive economic-environmental effect within the national energy it is necessary to give preference to projects with the highest investment efficiency to get positive economic, environmental, social and resource effects.The necessity of applying an integrated approach to the formation of a system of mechanisms for providing an effective environmentally sound development of the fuel and energy sector, which synthesizes systemic, managerial, integrated, innovative approaches and allows to comprehensively explore the processes of management and use of alternative energy sources is substantiated. There is proposed the complex of mechanisms of national, regional, municipal ecologically oriented regulation of environmentally sound development of the fuel and energy sector.Conclusions. It was established that the management of environmentally sound development of the fuel and energy sector is a complex of processes that ensure the transformation of existing problems into a new state through the application of certain controlled actions. The theoretical, methodological and conceptual basis for the establishment of a system for managing the environmentally-oriented development of the fuel and energy sector, the implementation of strategy and strategic management mechanisms that ensure long-term development on the basis of ecologization constitute the subject and prospects for further scientific research in this direction.
Topicality. The transformation of the existing system of environmental management and creation of new organizational and economic forms of management becomes of particular relevance at the present stage of the development of civilization. The state system of environmental management primarily implements the objectives of environmental policy, taking into account the socio-ecological and economic interests of society and maintaining the environmental balance on the territory of the country. Implementation in the national legislation of the rules and directives of the EU environmental legislation, their adaptation to environmental policy in accordance with internal environmental realities is a modern international requirements of the EU and involves a reorientation of organization of the economic actors and the search for new forms and methods for ensuring the functional management of the processes of ecologization of the country's economy.Aim and tasks. The aim of the article is a theoretical analysis of the basic principles of functional transformation of the system of environmental management of economy and the substantiation of its priorities for the development.Research results. Analyzing the research of foreign and domestic scientists, we came to the conclusion that the transformation of the environmental management system is one of the requirements of the international system of environmental management standardization, which requires its functional expansion and systemic, methodological deepening.The functional transformation of the environmental management system has to follow international requirements and have appropriate principles of harmonization, sound legislative framework and high efficiency of environmental management and control tools.The necessity of using the process of management not as a fragmentary, spontaneous process, but as a system of purposeful, scientifically substantiated mechanisms of regularization the totality of socio-ecological and economic relations is substantiated.In this case, the main role in the mechanisms should belong to the economic forms and methods of "primary production", adapted to the process of development of new patterns and trends.The very process of economic management provides for an objective need to forecast the possible consequences of the influence of the chosen regulatory mechanisms on the resource-environmental situation, and scientific substantiation must be confirmed by the degree of achievement of the targets.Conclusion. The need for functional expansion of environmental management and the development of scientific and methodological support for environmental management of the economy is the basis for ensuring the functional transformation of the modern management system in Ukraine. Approaches to assess the effectiveness of the components of the system of environmental management of the sectoral economy that will ensure the long-term socio-ecological and economic development of the country constitute the subject and prospects for further research in this direction.
