According to strategic planning documents, sustainable development of the Russian Federation, life of quality and health care can be provided only through preservation of natural systems and the environment as a whole. Compliance with environmental requirements, special treatment and land use conditions is of special significance for the most productive use of farms and farming lands, which ensures maximum satisfaction of economic interests of both landowners and land users. Based on the study of l statistical measures characterizing the use of agricultural land in the municipalities of the Moscow region, the article considers the economic and environmental efficiency of land use. Information base of the study is made up of statistical data and analytical materials of federal and regional executive authorities of the Russian Federation. Analysis of differentsized indicators characterizing land use in five areas of activity has allowed grouping municipalities of the Moscow region and identifying the areas with high, medium and low degree of land use efficiency. The research results include a number of recommendations for planning and organization of agricultural land rational use in municipalities, providing for the solution of socioeconomic problems, ensuring environmentally-oriented economic growth and preservation of the environment. The article discusses protection methods for coastal areas of large Russian reservoirs from flooding. The object is the Saratov water reservoir which has a significant destructive effect on the adjacent territories. The methods of land monitoring and land management are applied to protect real estate objects from flooding. Recommendations for improving territorial planning schemes of municipalities adjacent to reservoirs are suggested.
The degradation of ecosystems on sizable land and water area necessitates the protection and restoration of ecosystems, their efficient use, cessation and prevention of the degradation processes, and biodiversity preservation. Those activities are integral for The Concept of Sustainable Development currently accepted and used by the global community. One of the universally accepted mechanisms of ecological problem solving is the establishment and development of protected area (PA) systems. The complex, multifaceted and transboundary nature of ecological problems necessitates international cooperation. As a result of this cooperation, transboundary protected areas (TPAs) are formed according to international treaties. Research methods: abstract-logical, monographic, statistical, cartographic. The data base for the research consists of statistical and analytical materials of federal and regional executive bodies and the guides and reports written by scientific organizations in the field of environment preservation and land use planning. Results: analytical scrutiny of evidence and legal documents reveals the necessity of improvement of legislative and procedural guidelines for TPA formation.
The intensification of the Russian economy determines the need for forecasting and planning agricultural production at the level of specific agricultural organizations and producers. In the context of an annually changing market, the most important factor in the innovative development of the agricultural sector is the system of land use planning measures. It creates the most favorable organizational and territorial prerequisites for agricultural production. The most optimal method of land use planning design is the multivariant method, which involves analyzing several options and selecting the best according to technical and economic indicators. It determines the need for improving the methodology for substantiating multivariate land use planning projects based on automated technologies. The above mentioned circumstances determined the goal of research, which is improving the Kolos software package. The approach involves clarifying the used regulatory and guidance information and updating the composition and relationships of software modules. An automated assessment of normative and actual indicators allows analyzing up to 10 options for organizing a crop rotation system and arranging their territory, choosing the optimal one and guaranteeing the rational use of each hectare of land that provides solutions to production, environmental and social problems. The considered software package ensures the high quality of land use planning decisions when planning and organizing the rational use of the country’s land resources. This allows reducing the cost of design and use planning work, increasing their reliability and accessibility for agricultural organizations in all regions of the Russian Federation.
