Bangka Belitung Islands is a province that was born in the era of regional autonomy. This province is demanded to be able to manage finances well to achieve regional independence. This paper aims to analyze the degree of independence, degree of dependency, and degree of fiscal decentralization of the Bangka Belitung Islands Province. The data used is the realization data of the Bangka Belitung Islands Province Regional Budget for the 2016-2018 fiscal year. This study uses a quantitative descriptive analysis method based on local government financial ratios in the form of independence ratios, dependency ratios, and fiscal decentralization ratios. The results showed that from the aspect of independence, the financial capability of the Bangka Belitung Islands Province was in the low category (46.09-49.83 percent) with a consultative relationship pattern. Based on the degree of regional dependency in the very high category (61.05-68.41 percent), whereas in terms of the degree of fiscal decentralization, the financial capability of the Bangka Belitung Islands Province is in the moderate-sufficient category (29.47-33.26 percent)
Bangka Belitung is being transformed into a tourism destination area, relying on nature tourism. But unfortunately, the development of nature tourism does not include the development of ecotourism, even though these two things are interrelated. Nature tourism which is a mainstay of the tourism sector provides a very wide opportunity to strengthen ecotourism as part of the environmental movement in Bangka Belitung. This research aims to find out how the fulfillment of the ecotourism principles of tourism natural areas in Bangka Belitung Islands Province, Indonesia, and identifying unique things related to the application of these principles. Through quantitative research methods with a survey approach that is strengthened by field observations, this research found that assessed from 5 interval categories of the ecotourism principles fulfillment, 58% of the tourism areas in Bangka Belitung were included in the category of fulfilled of the ecotourism principles and 42% were in the strongly fulfilled category of the ecotourism principles. The research also found that although the application of each principle was met, there were unique and interesting notes on each principle.
Permanent employees and contract employees plays an important role in the company. Therefore, every company must keep and maintain all the employees in order to be able to contribute as expected by the company. Good employees are not only able to do their duties and responsibilities, but willingly able to demonstrate an attitude beyond their duties and responsibilities as a form of sympathy to colleagues and companies. Attitude shown by employees voluntarily, without coercion and not related to salary or reward system, better known as organizational citizenship behavior (OCB). In the face of increasingly fierce competition, especially the banking sector, which is closely related to the ability of employees serving customers, OCB attitude that employees are needed to win the competition. But not easy to create the attitude of OCB employees. Many factors affect the attitude of OCB, such as work status and level of employee satisfaction. The purpose of this article to examine whether work status (permanent and contract) have a different level of satisfaction? Is there any difference OCB attitude shown by employees permanent and contract? Whether employee satisfaction has significant positive effect on the attitudes of employees OCB? Especially social satisfaction, extrinsic satisfaction (ES), and intrinsic satisfaction (IS). By using the 49 employees (30 permanent and 19 contract), Islamic Bank of Bangka, using descriptive quantitative analysis, the results showed that there was no difference in satisfaction and OCB attitudes among permanents employees and contract. Regression results indicate that social satisfaction and ES has a positive relationship to the attitude of OCB employees but not significant because P > 0.05 (respectively 0.075 and 0.07). IS showed a negative and significant relationship to the OCB (P < 0.05 level). However the results of ANOVA test, the all of employees satisfaction (social satisfaction, ES, IS) has a positive and significant relationship to the OCB, P < 0.05 level (0.029).
Image, impression, and tourist information sources are three important things to be explored in tourism development. Bangka Belitung which in the last few years has been trying to promote the economic sector based on post-tin and plantation tourism dealing with preparedness in management. This study wants to find out how tourists perceive Bangka Belitung, related to the tourist destinations, general views of tourists, and what issues are important to be considered by stakeholders. The study was designed to measure the perceptions of tourists from outside the area in looking at Bangka Belitung on the tourist side based on a quantitative design with a survey model. This research found that visitor arrivals to Bangka Belitung are basically planned as holiday trips from the beginning, not incidental trips. Another thing that was found is that the initial negative impression that emerged in general was environmental damage and the impression of a quiet area. The study also found that information sources for tourists in general are still conventionally based, namely relying on information from friends or family, not yet using a social media or technology base. It was also found the fact that culinary and historical visits have not become an important magnet in the planning of tourists’ trips. In the end, this study found the tendency to visit tourist destinations based on natural beauty, but it is somewhat different from Bangka, tourists in Belitung tend to visit more varied places as an implication of the popular Laskar Pelangi Film. The study concluded that at least the issues that were important as weaknesses were still felt by visitors, including limited transportation, facilities at tourist sites visited that were still minimal, local government support that was considered not optimal, and environmental damage that was considered to be potential for disrupting tourism.
Tourism and ecology are two important issues in regional development planning in Bangka Belitung. As an archipelago that has a productive tin mining area, environmental damage is an important issue. Not only because of the impact of damages due to mining, but the dimensions of tourism which are important sectors in this area are also affected. In recent years, local governments in the Bangka Belitung region are focusing on working on the issue of tourism by relying on the ecotourism sector as an important alternative to post-mining. This study explores how political policies are arranged in regional planning documents. The research method used was descriptive qualitative by examining the regional medium-term development planning documents in 6 districts, 1 city, and 1 provincial government in Bangka Belitung. This study found 4 things. First, that none of the regional governments listed the vision of tourism and only 1 region that included an ecological vision. Secondly, the study found that there was only one government that made the issue of tourism in the development mission and only 3 regions mentioned the ecological mission, the rest only mentioned implicitly. Third, each region places tourism and ecological issues as two different programs, not considered an issue that must be managed synergistically. Fourth, almost all regional planning documents mention tourism and ecology as regional strategic issues, but they are not balanced with a strong vision, mission, and work program as a translation. Fifth, only 4 out of 8 regions have made the issue of developing ecotourism a regional strategic issue even though it has not been followed by a strong design development in development planning. In the end, this study concluded that tourism and ecology had not been placed optimally in planning documents politically.
