Pangkalpinang City has an area of ±104.405 Km 2 , with a population of 221,988 people. Based on data, Pangkalpinang City produces 150 tons of household waste/day. The land for the landfill (Final Disposal Site) in Pangkalpinang City is only about 2Ha (Two Hectares) and about 20% left, which will only last for 2 more years. In other words, there has been a waste overload that if not handled seriously will cause Pangkalpinang City to sink in garbage in the next few years. Therefore, an active breakthrough by the government is needed to create regulations that regulate the pattern of household waste management that is more appropriate and efficient, because the existing rules can be considered as inefficient in solving the problem of household waste overload. This writing and research uses a normative methodology with a statutory dan conceptual approach, which will be explained inductively, to provide knowledge and simulation of science related to the problem of household waste overload in Pangkalpinang City.
