North Sumatera, one of it, is Malay has a lot of potential for local wisdom to be appointed as study material that can be applied in learning materials. Local wisdom that departs from cultural roots, namely traditional ornaments can be adapted as a strong characteristic in shaping the character of fashion learning. This study aims to analyse the need for the development of decorative teaching modules based on local wisdom for students of fashion education. This type of research is descriptive qualitative. The objects of research include: (1) Core Competency Profiles of Decorative Variety Design learning materials (2) Characteristics of Malay ornaments used for the development of the idea process into decorative designs that will be the main substance of the teaching model. Data were obtained using interviews and questionnaires. The results of the study showed that; 1) there are main indicators that are used as an outline in the preparation of teaching materials about Malay ornaments, (2) the characteristics of ornaments that have the concept of Malay culture are included in the study of decorative design materials which substantially have relevance between the competence of the chosen topic and the content of local wisdom.
Abstract-Qualified education is one which is able to reflect the globalization movement dinamically. Clothing Education and globalization should provide an implication to the economy accelaration which needs creative effort to drive either local or international market through learning which should contain local genius. One of the local genius departing from cultural artifacts as a solid object is the usage of traditional textile from the Bataknese, North Sumatra, namely Ulos. Based on literature studies, Ulos as traditional textile can be adapted for design ideas which finally could be transformed as a number of creative contemporary objects. The development starts from motifs on Ulos which is cultivated as printing textile or redefining about character of the base material with the traditional weaving technology as well as weaving machine. Through exploration of local content departs from the cultural richness which inspires in producing a number of creative textile which finally transferred as fashion design learning.
Bloom Taxonomy is manipulated as a practical way to perform the learning and evaluating. The existing tiers of the revised Bloom Taxonomy by Krathwol are a changing of noun to a verb form. The tiers are applied into the fashion design test questions to gage the frame of thinking in the low and high category (high order thinking skill) in fashion design learning. Based on this category we may find out the tier of students thinking skill to analyze and to interpret the fashion design learning. Questions are compiled using the category emphasizes on high thinking at C4, C5 and C6. This effort is employed to get the learning goals in order to balance the aspect of cognitive and psychomotor.

Creativity implies world new introductory but not for performing an existing design. Fashion design is claimed to represent new elements or genuin solution for problems for globalized competetive. The presence of deconstrucism is a contemporary culture which stipulates novelty and contemporary. Deconstrucism is a fashion style which displays strong fashion character which contains statement and high originality. Deconstructivism represents different attitude in work, represents fashion which has strong concept and character as a differentiator of other fashion that displays revolutionary fashion as every work has colementnfrontative collection. Through library research, ideas exploration and fashion design creation find creative construction to gain essential aspect in the creative process to prepare visual which contains 'novelty' in it. The Aspect and chategory discussed are manners that is prosecuted in fashion work deconstrucism.
