El objetivo de este artículo es describir el funcionamiento del sistema de capacitación en Chile en las ultimas dos décadas, profundizando en las vías de acceso, características sociodemográficas y condiciones de acceso. Utilizando los datos de la Encuesta de Caracterización Socioeconómica (Casen), se presenta el funcionamiento y dinámica de capacitación desde la óptica de la política pública. Se concluye presentando tres medidas que debieran ser consideradas para la optimización del funcionamiento del sistema de capacitación, como lo es la mejora en los sistemas de información respecto de la inversión en capital humano, la articulación de los servicios del Estado que ofrecen oportunidades de formación y el aumento de la injerencia de los trabajadores en la toma de decisiones de capacitación.
Las problemáticas actuales que enfrentan los trabajadores en la búsqueda de la adaptación a los cambios en la estructura de producción de las organizaciones, poseen gran relevancia para el funcionamiento de la economía del conocimiento. Una de las herramientas que los Estados han desarrollado para hacer frente a esta situación es la generación de agendas de aprendizaje continuo. Este artículo busca ahondar respecto de las motivaciones, percepciones y visiones acerca de la capacitación en los trabajadores y su rol en la toma de decisiones de acceso a educación post formal, a través de análisis de la Encuesta de Caracterización Socioeconómica Nacional (CASEN) en sus versiones 2000 y 2006, donde se extrajo información respecto a las razones para acceder a capacitación. Junto con ello, se realizaron 22 entrevistas a sujetos entre los 25 y 51 años. Se concluye que existe una visión multifacética de la capacitación donde el proceso de la toma de decisiones respecto del acceso a un curso depende de la funcionalidad que se le otorgue a la capacitación.
Abstract: The current problems faced by workers in search of adaptation to changes in the production structure of organizations, have great importance for the functioning of the knowledge economy. One of the tools that states have developed to address this situation is to generate continuous learning agendas. This article seeks to deepen respect to the motivations, perceptions and views regarding the training of workers and their role in decision -making access to formal education post. Through analysis of the National Survey of Socioeconomic Characterization (CASEN) versions 2000 and 2006, where information is extracted about the reasons to access training.
