RESUMO: O estudo analisa a política de expansão da educação superior brasileira no período [2003][2004][2005][2006][2007][2008][2009][2010][2011][2012][2013][2014], tendo como ênfase a análise do Programa Universidade para Todos (ProUni) e do Programa de Financiamento Estudantil (FIES) como financiadores do setor privado. Utilizou-se como recurso metodológico a pesquisa quanti-qualitativa, com consulta a fontes documentais e aos websites da Receita Federal do Brasil e do Senado Federal, para o levantamento de dados financeiros, e do Censo da Educação Superior, para obtenção daqueles referentes a matrículas e instituições de educação superior. O estudo evidenciou que uma política de expansão ocorreu tanto para o setor público quanto para o privado, e que este último recebeu substanciais incentivos governamentais, especialmente pelas vias do ProUni e do FIES, o que tem contribuído para a obtenção de lucro e a oferta de uma educação superior que dissocia o ensino de graduação da pesquisa e da extensão. EXPANSION POLICY FOR HIGHER EDUCATION IN BRAZIL -PROUNI AND FIES AS
Este estudo tem como objetivo discutir o processo de autonomia e financiamento das Instituições Federais de Ensino Superior (IFES) nos últimos anos, sobretudo no período 1995-2006, abrangendo todo o governo de Fernando Henrique Cardoso e o primeiro mandato do governo de Luiz Inácio Lula da Silva. São analisadas as origens do financiamento das IFES, o caminho percorrido pelas propostas para se definir a autonomia das instituições, os limites impostos pela desigualdade social à expansão do setor privado, as fontes de financiamento da educação superior, os desafios existentes neste campo, e examina, ainda, possíveis ações a serem implementadas neste importante conjunto de instituições que desempenha um papel fundamental para a correção das desigualdades regionais brasileiras.
RESUMO O estudo apresenta uma análise de um conjunto de dilemas e de desafios da educação superior brasileira relacionados às seguintes temáticas: privatização; taxas líquidas e brutas de escolarização; limites socioeconômicos à expansão tanto pública quanto privada; relação candidato/vaga; vagas não preenchidas; financiamento no contexto do novo Plano Nacional de Educação (PNE) e comparações com diversos países-membros da Organização para a Cooperação e Desenvolvimento Econômico (OCDE) e do BRICS (Brasil, Rússia, Índia, China e África do Sul). Os resultados das análises mostram que, em geral, são grandes os desafios do Brasil quando comparados seus indicadores com os países da OCDE. Pode-se concluir que só será possível atingir os parâmetros da OCDE quando ocorrerem, simultaneamente, três efeitos: estabilidade da população com a diminuição de crianças e jovens em idade educacional; crescimento do país e de seu produto interno bruto (PIB) no contexto do capitalismo mundial; e diminuição das desigualdades sociais existentes.
O professor Anísio Teixeira, na década de 1960, preocupado com o financiamento da educação, apresentou uma proposta de como definir e implantar um fundo que garantisse recursos permanentes para o ensino primário. Em seus aspectos metodológicos, o Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (Fundef), criado pelo Governo, assemelha-se à proposta apresentada por Anísio Teixeira. Existem, entretanto, diferenças importantes e fundamentais, pelo fato do professor Anísio definir o volume total de recursos a partir do estabelecimento do salário dos docentes. Nesse estudo apresentam-se as semelhanças e diferenças entre os dois fundos e realiza-se uma simulação do que se poderia chamar "Um novo Fundef", baseado nas idéias de Anísio Teixeira. Como resultado, obtém-se valores perfeitamente viáveis para serem financiados por uma economia com a dimensão da economia brasileira, assim como ocorreu no estudo apresentado por Anísio Teixeira no livro Educação é um direito.
