O objetivo deste trabalho foi investigar se as características contábeis da IFRIC 12 e ICPC 01 podem influenciar de forma significativa na formação de tarifas do setor de energia elétrica no Brasil. Justifica-se a escolha desse setor por sua relevância econômica, importância para o desenvolvimento do país e, principalmente, pelo fato de existir uma contabilidade regulatória específica. Com uma abordagem estritamente qualitativa – justificada pela incipiência do estágio atual de pesquisa nesta área – foi realizado um estudo teórico, com enfoque em informações qualitativas, por meio de pesquisa bibliográfica, documental e de caráter exploratório. Os resultados apresentados demonstram que o modelo de tarifação pode sofrer alterações em função das normas, o que torna uma tarefa difícil e complexa a sua aplicação efetiva no ambiente regulado pela Agência Nacional de Energia Elétrica – ANEEL. A pesquisa também sinaliza que a principal característica que fundamenta a criação da contabilidade regulatória promovida pela ANEEL é a impossibilidade de contabilização, pelas normas internacionais, dos chamados ativos e passivos regulatórios, atestando que o setor de energia elétrica do Brasil é um dos setores que terão suas demonstrações financeiras mais afetadas pela convergência das normas contábeis para o padrão internacional.
O presente trabalho objetiva efetuar uma reflexão sobre os atuais desafios encontrados pelos profissionais da contabilidade do Brasil para evidenciar uma Demonstração Contábil que retrate a realidade das empresas e apresentar uma proposta para ampliar a capacidade informativa das Demonstrações Contábeis. No mundo atual faz-se necessário que a informação Contábil possua qualidade e credibilidade. Entretanto, a crescente complexidade das atividades empresariais e determinadas restrições tributárias nos fazem deparar com críticas fundamentadas quanto à necessidade de seu aprimoramento. Paralela à analise das dificuldades existentes, é colocada a extrema dificuldade de mudanças substanciais na atual normatização contábil. Visando propiciar um aperfeiçoamento mais imediato da contabilidade é proposta a apresentação, de forma voluntária, de uma nova informação contábil denominada "Demonstração do Patrimônio Líquido Efetivo". Essa parte do Patrimônio Líquido Societário efetua ajustes visando evidenciar um valor mais realista dos ativos e dos passivos. A análise da relação custo × benefício dessa nova Demonstração é efetuada concluindo-se que essa informação adicional poderá constituir-se em uma grande evolução, aprimorando o atual produto gerado pela contabilidade brasileira com um custo reduzido. A sua aplicação poderá ser um fator diferencial para uma empresa que divulga as Demonstrações Contábeis para os usuários externos e poderá ser também de grande utilidade para ampliar a capacidade informativa de todos os usuários internos.
This paper aims to debate the current challenges Brazilian accountants face when trying to disclose, through the financial statements, what is really happening in their companies. Furthermore, a proposal is presented that aims to improve the informational capacity of accounting in terms of quality. A world where accounting information does not inspire confidence and credibility is rather unthinkable. Meanwhile, the growing complexity of business activities and some tax restrictions makes us face criticism grounded in the urgent need for improvements in accounting information. At the same time, we must deal with extreme difficulties for making substantial changes in current Accounting regulations. With a view to a rapid improvement in accounting information, we propose that companies voluntarily present a new statement called "Effective Stockholder Equity Statement". It starts from corporate law values and adjusts assets and liabilities to present the value of stockholder's equity in a more realistic way. The cost-benefit relation of this new statement is analyzed, leading to the conclusion that it can bring about an important evolution, improving the product presented by Brazilian accounting at a reduced cost. Its application may be a differential factor for companies that disclose financial statements to external users, and can also be highly useful to expand the information capacity of all internal users
A adoção das normas internacionais de contabilidade no Brasil alterou não apenas a forma dos lançamentos e classificações contábeis, mas, principalmente, o poder de julgamento dos profissionais nas decisões de reconhecimento, mensuração e evidenciação. Dentre as normas adotadas, está o CPC 25 – Provisões, Passivos Contingentes e Ativos Contingentes –, correspondente ao IAS 37 – Provisions, Contingent Liabilities and Contingent Assets –, cujo objetivo é estabelecer os critérios de reconhecimento e bases de mensuração apropriados a provisões e a passivos e ativos contingentes. O presente estudo tem como objetivo verificar os julgamentos dos Processos Administrativos Sancionadores (PAS) pela Comissão de Valores Mobiliários (CVM) de ativos contingentes que não foram originados na esfera judicial. Para tal se adotou um estudo exploratório de abordagem qualitativa e análise documental. Os resultados sugerem que para a CVM não há qualquer distinção no reconhecimento quanto à origem dos ativos contingentes, se são ou não originados em processos judiciais. Também não foram encontrados indicativos de que os ativos contingentes tenham sido julgados em razão de sua origem, mas pela forma como a administração da entidade justificou tal reconhecimento. O estudo conclui que não há qualquer diferenciação pela CVM na análise dos ativos contingentes oriundos ou não de processos judiciais.
O Conservadorismo Condicional foi definido, historicamente, como um dos princípios da Contabilidade. Porém, o registro de Instrumentos Financeiros (IF) pelo Valor Justo não é considerado conservador. Objetiva-se neste trabalho investigar quais são os efeitos dos IF no conservadorismo das Informações Contábeis de bancos brasileiros, os quais são instituições com altos valores de IF. Foram coletadas informações no site do Banco Central do Brasil, no período de 2009 a 2019. As observações foram segregadas de acordo com a análise de decis, de acordo com os valores de IF. Foram analisados os grupos com valores mais baixos e mais altos de IF, utilizando variáveis dummy e interações com as variáveis do modelo de Cunha et al. (2016). Os resultados indicaram que os bancos com valores mais baixos de IF apresentam conservadorismo e aqueles com valores mais altos de IF não apresentam conservadorismo nas informações contábeis.
Nos anos de 2001 e 2002, a existência de elevações transitórias no valor do dólar frente ao real, posteriormente revertidas, acarretaram a geração de Demonstrações Contábeis distorcidas para empresas brasileiras que possuíam ativos ou passivos com cláusula de variação cambial, gerando uma grande volatilidade nos resultados apresentados. O presente trabalho apresenta uma proposta de adoção de um conceito denominado de "Dólar Justo", calculado com base na ciência econômica através da Teoria da Paridade Cambial , utilizando a base de cálculo desenvolvido pelo Banco Mundial. Esse tratamento possibilitaria a contabilização das variações monetárias dos ativos e passivos de longo prazo com cláusula de variação cambial, de forma linear, evitando a apuração de lucros e prejuízos temporários. O parâmetro para avaliação patrimonial não considera como referencial único a taxa corrente do dólar, mas um valor relacionado ao montante que será em perspectiva utilizado, na data de realização dos elementos patrimoniais. A metodologia de cálculo e a forma de obtenção dos valores é demonstrada e exemplificada. São abordadas diversas alternativas para evidenciação e contabilização da diferença entre o valor do dólar efetivo na data do Balanço e o denominado "Dólar-Justo". O objetivo do artigo é ampliar o debate sobre os efeitos para a contabilidade decorrentes da adoção do câmbio flutuante sugerindo uma alternativa de mudança . Essa deverá ser bem avaliada quanto a viabilidade prática de mudança pois propicia um aumento da qualidade das Demonstrações Contábeis mas irá ensejar uma alteração na atual estrutura conceitual básica da contabilidade.
In 2001 and 2002, the existence of transitory elevations in the value of the dollar as opposed to the real, which were reverted later on, caused the creation of distorted Financial Statements for Brazilian companies that owned assets or liabilities with an exchange variance clause, generating a high level of volatility in the presented results. This study presents a proposal for the adoption of a concept called "Fair Dollar", calculated on an economic base by means of the Exchange Parity Theory, using the calculation base that was developed by the World Bank.This treatment would allow for the accounting treatment of monetary variations in long-term assets and liabilities with an exchange variance clause in a linear way, avoiding the determination of temporary gains and losses. The parameter for equity valuation does not consider the current dollar rate as the only reference base, but a value linked up with the amount that will be used in perspective, at the realization date of the equity elements. The methodology for calculating and obtaining the values is demonstrated and exemplified. Various alternatives are approached for the disclosure and accounting treatment of the difference between the actual value of the dollar at the date of the Balance Sheet and the so-called "Fair Dollar".
