In Deutschland werden gegenwärtig verschiedene stadtpolitische Re-Regulierungen beobachtet: neue Wohnungsbauprogramme, Instrumente zur Mietpreisbegrenzung oder Ansätze zur Restriktion von Investitionen in Gentrifizierungsgebieten. Nun wird diskutiert, ob solche ‚sozialen‘ Re-Regulierungen einen Bruch mit urbaner Neoliberalisierung anzeigen. Der Aufsatz geht dieser Frage am Beispiel Hamburgs nach. Hier haben Forscher_innen kontroverse Positionen vertreten, ob ‚progressive‘ Strategien hin zu einer ‚Stadt für alle‘ zu beobachten sind. Der Aufsatz stellt zunächst die stadtpolitischen Re-Regulierungen vor und rekonstruiert anschließend die darin produktiven normativ-strategischen Rationalitäten politisch-administrativer Akteur_innen. Die zusammenführende Analyse zeigt, dass sich in Hamburg sozial-integrierte und unternehmerische Strategien zu einem ‚Urbanismus der Ungleichheit‘ verdichten. Die ‚Stadt für alle‘ soll durch Strategien der Verbürgerlichung realisiert werden, die Ungleichheiten verstärken.
Im Sommer 2019 wird Adel B. im Essener Stadtteil Altendorf bei einem Polizeieinsatz erschossen. Zuvor hatte er angekündigt, sich selbst töten zu wollen. In der Presse wird er als „Deutscher mit algerischen Wurzeln“ beschrieben. Sein Wohnort Altendorf gilt als problematisches und gefährliches Viertel und wird entsprechend polizeilich bearbeitet. Polizei und Stadtpolitik in Essen bagatellisieren die Erschießung als Einzelfall, polizeiinterne Ermittlungen gegen einen Polizisten erkennen Nothilfe. Angehörige, Nachbar*innen und Aktivist*innen dagegen organisieren Proteste und fordern „Gerechtigkeit für Adel“. Wir argumentieren, dass sich in der Erschießung des Bewohners eines ‚Problemquartiers‘, eines Mannes mit zugeschriebenem Migrationshintergrund, der sich in einer psychischen Notsituation befand, verschiedene polizeiliche Selektivitäten auf fatale Weise verbinden. Basierend auf eigenen qualitativen Forschungen in Altendorf rekonstruieren wir, wie sich hier alltägliche und institutionalisierte Rassismen zu einem spezifischen sozialen Klima verdichten. Wir beleuchten, wie in dieser lokalen Konstellation rassistische Polizeipraktiken verleugnet werden. Gleichzeitig plädieren wir dafür, dass kritische Stadtforschung an der Dokumentation, Sichtbarmachung und Kritik rassistischer Polizeigewalt aktiv mitarbeiten sollte, um die öffentliche Anerkennung der Existenz institutionalisierter polizeilicher Rassismen zu stärken und dadurch daran mitzuwirken, die Artikulationsräume für Betroffene zu verbreitern.
Zusammenfassung Vor dem Hintergrund der Beobachtung, dass Soziale Arbeit im Kontext neoliberaler Stadtpolitik als Akteurin in Konflikte eingebunden ist, in denen Aneignungs- und Nutzungsweisen öffentlicher städtischer Räume verhandelt werden, stellen wir in diesem Beitrag Ergebnisse eines explorativen Forschungsprojekts vor, in dem wir untersucht haben, wie Fachkräfte aufsuchender Sozialarbeit von stadtpolitischen Akteur*innen in die Bearbeitung solcher Konflikte eingebunden werden und wie sie sich selbst darin positionieren. Ausgangspunkt war die Annahme, dass Akteur*innen stadtbezogener Sozialer Arbeit in Aneignungskonflikten, in die ihre Adressat*innen involviert sind, über einen kontextspezifischen Handlungsspielraum verfügen, in dem Ziele definiert, Interventionsanlässe gewählt, handlungsleitende Problematisierungen hervorgebracht bzw. angeeignet und entsprechende Handlungsstrategien eingesetzt werden. In der empirischen Analyse konkreter Konfliktereignisse und -konstellationen in drei deutschen Großstädten wird ein Spektrum unterschiedlicher sozialarbeiterischer Vorgehensweisen sichtbar, das von parteilicher Intervention und Konfliktorientierung bis zur Übernahme externer Problematisierungen und der aktiven Beteiligung an einer dislocation problematisierter Personen reicht. Diese unterschiedlichen Positionierungen müssen allerdings nicht nur hinsichtlich der jeweiligen normativen (Selbst‑)Verpflichtungen (zwischen Parteilichkeit und Allparteilichkeit, Orts- und Klient*innenbezug, Konflikt- und Problemorientierung) analysiert werden, sondern insbesondere in ihren jeweils spezifischen stadträumlichen und stadtpolitischen Konstellationen.
