DOI: http://dx.doi.org/10.5007/2175-7984.2016v15nesp1p49Nas duas últimas décadas, estabeleceu-se uma evidente dicotomia entre as políticas de caráterprodutivo e aquelas destinadas à assistência social das unidades agrícolas familiares no Brasil.Este artigo tem por objetivo analisar esse processo de dualização das principais políticas públicas destinadas à agricultura familiar, elaborando um panorama quantitativo dos seus resultados. Do ponto de vista metodológico, a análise se apoia sobre o número de agricultores beneficiados pelas políticas de reforma agrária, crédito rural, mercados institucionais de alimentos, previdência social rural e transferência de renda. Os principais resultados deste estudo indicam que o apoio econômico para as atividades produtivas da agricultura familiar brasileira tem se concentrado nas camadas intermediárias e consolidadas inseridas nos mercados. Em paralelo, a maior parte dos agricultores familiares é relegada ao assistencialismo social, não integrando as agendas de trabalho das principais organizações profissionais agrícolas.
Este artigo objetiva analisar a importância do Programa Nacional de Alimentação Escolar (PNAE) como instrumento de garantia de segurança alimentar e nutricional e de resiliência social também no rural, sobretudo no atual contexto de pandemia da Covid-19 na Amazônia brasileira. Para atender a este objetivo, as escolhas metodológicas abarcam pesquisas bibliográfica e documental, além de reuniões remotas com atores sociais envolvidos com a operacionalização do PNAE em contexto de pandemia, no estado do Pará. O texto inicia por discutir sucintamente o conceito de políticas públicas, principalmente direcionadas ao Desenvolvimento Rural, e o papel histórico do PNAE no contexto brasileiro, até chegar nas alterações da legislação que guia o Programa, em cenários de pandemia. Posteriormente são descritas as experiências de municípios no Estado do Pará, relacionadas à execução de ações do PNAE durante o período da pandemia. Esse percurso ressalta a importância e potencialidade de expansão das compras públicas de alimentos produzidos localmente e, sobretudo, a necessidade de traçar estratégias de desenvolvimento, que possibilitem a famílias em vulnerabilidade socioeconômica o acesso à alimentação de qualidade, por um lado, e a consolidação de mercados construídos socialmente, com e pela agricultura familiar amazônica.
Este artigo tem por objetivo identificar os recursos e ativos territoriais específicos da Serra Catarinense que possam constituir uma oferta compósita no processo de formação de uma Cesta de Bens e Serviços Territoriais (CBST). Para tanto, parte-se da realidade do território da Serra Catarinense, em especial no que se refere a um levantamento preliminar desses tipos de recursos e ativos territoriais, capazes de catalisar ações de desenvolvimento que desviam do modelo produtivista hegemônico. A abordagem em questão coloca em destaque a importância nos processos de desenvolvimento territorial da articulação entre distintas iniciativas de valorização de produtos e serviços específicos. Por meio de pesquisas bibliográfica e documental, bem como do trabalho de campo na Serra Catarinense, esta investigação aponta que a abordagem de CBST se apresenta como um aporte teórico-metodológico inovador para a compreensão das novas definições e ressignificações de ações de desenvolvimento em espaços rurais no Brasil. No contexto empírico analisado, para além das iniciativas de criação de Indicações Geográficas (IG) para o queijo artesanal serrano, maçã, vinhos de altitude e o mel de melato, o turismo rural evidencia as potencialidades do território no desenvolvimento de iniciativas que consolidem uma CBST.

RESUMO:O desenvolvimento acelerado dos mercados de produtos orgânicos tem provocado um processo denominado de convencionalização da agricultura orgânica. Este processo vem influenciando, diretamente, na manutenção dos princípios agroecológicos, bem como no acesso a esses mercados por agricultores socioeconomicamente vulneráveis. À luz de perspectivas teóricas, que embasam as temáticas da agroecologia e dos circuitos curtos de comercialização, o artigo reflete acerca da influência do avanço dos mercados orgânicos nos princípios agroecológicos da autonomia dos agricultores e da valorização da agrobiodiversidade nas unidades produtivas. As reflexões são resultado de um estudo de múltiplos casos, no qual foram realizadas entrevistas com responsáveis por diferentes canais de comercialização e agricultores da região da Grande Florianópolis/SC. As análises indicam que os processos de comercialização, quando organizados por coletivos de agricultores e -em certos casos -mesmo contando com o aumento no número de intermediários, reforçam os princípios agroecológicos.Palavras-chave: comercialização de alimentos orgânicos; autonomia; agricultura familiar; Short Food Supply Chain (SFSC); redes agroalimentares alternativas. ABSTRACT:The fast development of markets for organic products has led to a process called conventionalization of organic agriculture. This process has been directly influencing the maintenance of agroecological principles, as well as access to these markets by socioeconomically vulnerable farmers. RESUMOEste artigo propõe discutir como está sendo apropriada, legitimada e instrumentalizada a noção de Desenvolvimento Sustentável no atual mundo "globalizado", bem como das críticas que esse construto vem sofrendo. Para tanto se utilizou de categorias de análise que foram construídas a partir de referências teóricas críticas. A hipótese de trabalho mostra que o Desenvolvimento Sustentável não foca os elementos principais da degradação do ambiente e que as opções dos países periféricos não estão revertendo o quadro de destruição da natureza. Para tratar o tema fez-se a revisão de literatura científica publicada sobre a questão ambiental, em geral, e sobre a sustentabilidade, em particular. A conclusão traz como pista que as verdadeiras ações sustentáveis dependerão essencialmente do nível e da qualidade da consciência pública, de sua percepção da realidade e dos problemas vividos e de sua capacidade de organização para impulsionar mudanças nesse sentido. ABSTRACTThis article discusses how the notion of sustainable development in today's globalized world is being appropriated, legitimized and exploited, as well as the criticism that this construct is suffering. We have used categories of analysis which were constructed from critical theoretical references. The work hypothesis shows that sustainable development does not focus on the main elements of environmental degradation and that the options of the peripheral countries are not reversing the picture of nature destruction. To address this issue a review of published scientific literature on the environmental issue in general and sustainability in particular has been done. The conclusion points to the clue that real sustainable actions depend critically on the level and quality of public consciousness, on their perception of reality and experienced problems, and on their organizational skills to promote changes in this direction.
