Often referred as Government to Citizen (G2C) egovernment services, many governments around the world are developing and utilizing ICT technologies to provide information and services to their citizens. In Saudi Arabia (KSA) egovernment projects have been identified as one of the top government priority areas. However, the adoption of egovernment is facing many challenges and barriers including technological, cultural, organizational which must be considered and treated carefully. This paper explores the key factors of user adoption of e-government services through empirical evidence gathered by survey of 460 Saudi citizens including IT department employees from different public sectors. Based on the analysis of data collected the researchers were able to identify some of the important barriers and challenges from these different perspectives. As a result, this study has generated a list of possible recommendations for the public sector and policymakers to move towards successful adoption of e-government services in Saudi Arabia.
Abstract:As internet growth provides new communication pathways and transaction models, many countries are positioning to take advantage of the possibilities for effective and efficient provision of government services to their populations. E-government is a form of information system and requires not only appropriate infrastructure to deliver it but also a level of e-readiness within government and the population. The objective of this paper is to review the available literature about e-government implementation stages, its challenges and benefits. This paper gathers and consolidates several relevant issues regarding e-government such as the definitions of e-government and e-readiness, classification of implementation stages, advantages of e-government implementation and particularly focuses on the challenges of e-government implementation. Analysing a brief study of Saudi Arabia's developing e-government programme indicates that most of the issues raised in the literature are relevant. It is expected that this review will form a conceptual basis for a new wave of research into effective e-government acceptance and adoption.
Many governments around the world aim seriously to make their services available online and deliver it to their citizens in professional and secure manner. E-government services aims to improve and facilitate the communication between government and citizens by increasing the usage of Information and Communications Technology (ICT) in government operations. It will provide all government services in electronic form to all citizens in a timely, easy, high quality and effective manner with great productivity and time savings. However, user acceptance is one of the essential keys for adoption and success of e-government application and services. Many studies emphasize that trust is one of the important factors in the adoption studies of e-government. This paper examines the effect of trust as independent variable of the unified theory of acceptance and use of technology (UTAUT) model on user’s acceptance and use of e-government services in the Kingdom of Saudi Arabia (KSA). Based on the amended (UTAUT) model we study the impact of trust on the adoption of e-government services form citizens’ perception.
This paper presents findings from a study of factors affecting the rate of diffusion and adoption of online retailing in Saudi Arabia. In general, Saudi retailers have not responded actively to the global growth of online retailing. Accordingly, this research was conducted to find the key factors involved in this phenomenon. A major finding presented here, is that both buyers and sellers emphasize the need for government involvement to support and promote development of online commerce. Particularly, it indicates the need for strategic government initiatives to provide regulation, legislation, education, and trusted infrastructure for secure payment and delivery. Saudi Arabia presents a unique cultural, technological and political context for the development of e-commerce. We highlight the particular motivators and potential benefits of Saudi government involvement in e-commerce development. A new model for formulating roles and strategic government initiatives to support the successful diffusion of online retailing in KSA is presented and discussed. This will be of interest to any following the development of e-commerce and the information economy in the Arab nations.
The acceptance of Internet and computers in everyday life is a fact that defines information and communications technology ICT rising in this world of twenty-first century. New tools and technologies are very effective for educational organizations and individuals. The transformation of traditional system to digital system has made the life easier, on the other hand as catalyst of catastrophe also increased. Every technology has two faces; the technology can be adopted for the welfare of the community or it can be used for destroying the reputation of the community. These new tools and technologies can be used in good or bad way depending on the user's perspective. In order to guard a system against the negative vulnerable/illegal effect, there is a need to analysis the catastrophic tendencies of computing for the system that are currently being used. The main objective of this research is to study the code of ethics of teaching and learning for an elearning system employed at various universities of Saudi Arabia. The study is done by using two questionnaire surveys.The results of this research shows that services offered by elearning System need to be advanced and also seeks teachers and students to be aware about ethics and its future consequences.
Abstract-High quality education could be achieved through an e-learning system as it increases the educational information accessibility, service availability and accuracy when compared to a conventional face-to-face teaching-learning approach. However, user acceptance is one of the key essentials for adoption and success of e-learning system. Many studies revealed that use of D2L application is one of the best tool in the adoption of teaching and learning methodologies and the effectiveness of this application has gained a demand within the last few years. This paper investigates the feasibility of applying UTAUT model on Desire2Learn (D2L) e-learning system in KSA. The main objective of this study is to evaluate the efficiency of D2L (elearning) system based on students acceptance. Questionaire method was employed to accomplish this study. Based on the (UTAUT) model the impact of trust on the adoption of e-learning systems' services from students' perception was studied. Feedback was collected from 213 students to carry out the study. The results of this study indicates that the services offered by D2L System has significant weightage on teaching-learning process in Saudi Arabia from the student perspective.Keywords-e-learning; Desire2Learn (D2L); Unified Theory of Acceptance and Use of Technology (UTAUT)
Employee engagement has attracted widespread interest over the past twenty years from the practitioner network and researchers. It is claimed that organizations that focus on growing an engagement culture will result in increasing employee productiveness, the fulfilment of the organizational objectives, and competent employee retention. However, the fundamental issues revolving around the meaning and key antecedents of employee engagement nevertheless require similar research interest [2]. The Saudi Banks are an important component of Saudi Arabia’s financial system. In light of the emerging high volume of business activities, Saudi Banks are keen to inspire worker participation and employee engagement. This behaviour will allow banks to achieve sustainable business development. In response to these issues, the present research offers the possibility to advance the knowledge of organizational culture’s influence on employee engagement. The present research adopts a qualitative approach, and the method used is a grounded theory. The data collection process adopted an issue focused approach. Interviews were conducted with banks managers and their subordinates (male- female). The findings of the present study indicate that the factors that make the greatest contribution to employee engagement were employee satisfaction, achievement recognition, and jobs that were in line with the employees’ competent. Furthermore, the results revealed that the Saudi national culture, which is rooted in Islamic belief, has an influence on employee engagement in Saudi banks. This influence manifested itself as Non-interests bearing transactions, and the female segregation rule. The outcomes of the present research contributes to the existing theory of employee engagement by providing empirical evidence regarding the engagement meaning construct and its distinctiveness from similar, alternative, well-established attitudinal constructs. Furthermore, the present research offers a framework consisting of the themes that emerged from the analysis of the present study, and the proposed interventions to maintain an employee engagement culture. Furthermore, a discussion of the analysis’ limitations and recommendations for future researches will be presented, and a conclusion will be drawn.
