AbstractDigital simulations are increasingly used to educate about the causes and effects of poverty, and inspire action to alleviate it. Drawing on research about attributions of poverty, subjective well-being, and relative income, this experimental study assesses the effects of an online poverty simulation (entitled Spent) on participants' beliefs, attitudes, and actions. Results show that, compared with a control group, Spent players donated marginally more money to a charity serving the poor and expressed higher support for policies benefitting the poor, but were less likely to take immediate political action by signing an online petition to support a higher minimum wage. Spent players also expressed greater subjective well-being than the control group, but this was not associated with increased policy support or donations. Spent players who experienced greater presence (perceived realism of the simulation) had higher levels of empathy, which contributed to attributing poverty to structural causes and support for anti-poverty policies. We draw conclusions for theory about the psychological experience of playing online poverty simulations, and for how they could be designed to stimulate charity and support for anti-poverty policies.
Existing systems for online civic engagement and public consultation need a better architecture if they are to realize the aspirations of deliberative democracy. To improve the design of such systems, we develop an empirical model of online civic engagement that connects common game mechanics to four key democratic processes and outcomes—inclusion, deliberative engagement, sound and influential public input, and long-term civic impacts. We then link game mechanics and deliberation with theories of motivation to show how these mechanics can leverage people’s drives to fulfill basic needs, forge social connections, and gain status. To illustrate our model in more concrete terms, we show how game mechanics could motivate both participants and policymakers in an online participatory budgeting system. We conclude by describing a multi-stage experimental approach to testing this model within an existing system of online participatory budgeting.
The deliberative quality of a minipublic often depends on its ability to inform the opinions of a larger public. The Citizens’ Initiative Review (CIR) aims to do so by producing a Citizens’ Statement, which we conceptualize as a deliberative form of mass media. Like any mass media, this Statement can only influence public opinion to the extent that citizens consider it unbiased and credible. Hostile media perceptions often prevent favorable evaluations of media content, but no prior work has considered whether these perceptions could undermine the output of deliberative minipublics. To examine that possibility, we analyze online survey data on Oregon voters’ assessments of two 2014 Citizens’ Statements. Results showed that voters’ evaluations of the Statements were unaffected by hostile media perceptions. Assessments were more favorable when voters had confidence in their knowledge of the CIR’s design, process, and participants. Evaluations also were more favorable for those voters with greater faith in deliberation’s capacity to render considered judgments. We elaborate on these findings in our discussion section and consider their theoretical and practical implications for implementing minipublics and bolstering their deliberative quality.
