In the past few years, adaptation to climate change has emerged as a dominant new theme in development politics, to an extent that it can almost be considered as a new development paradigm. Yet, this new paradigm and its effects are not unproblematic, as the empirical research in three East African countries presented in this article indicates. The article argues that the current transformation of environmental governance reflects not only climate change as such, but also – and perhaps even more so – the discourse of a changing climate and its effect on development politics. The empirical evidence shows that African farmers, politicians and government officials often respond to the new ‘adaptation paradigm’ more readily than to directly felt phenomena caused by a changing climate. We therefore argue that the ontology of the concept of adaptation to climate change needs to be readjusted. Epistemologically, our concern is to trace the discourse of adaptation to climate change across multiple sites, i.e. how it ‘travels’ between global epistemic communities and adaptation projects in developing countries. Drawing on actor‐network theory and its concept of translation, we provide an alternative view of adaptation to climate change by highlighting the contested and multi‐sited narratives and practices that bring adaptation into being.
High hopes are pinned on tourism and its catalytic potential to foster growth in remote rural areas. In the Zambezi region of northeastern Namibia, tourism plays a key role in the design of community-based natural resource management (CBNRM) programmes for nature conservation. Local communities form conservancies, small village-based entities of bottom-up nature conservation activities. These conservancies are granted rights for the use of natural resources, which are then transferred to tourism investors and trophy-hunting companies. Thus, conservancies partly determine tourism's developmental outcomes on a local level. By applying a global production network (GPN) approach, the objective is, first, to assess how much of the turnover generated in the Zambezi region remains in the region and, second, to examine the extent to which conservancies, as newly formed local institutions, enable communities to capture value from tourism. A mixed-methods approach is applied, using a business survey, qualitative interview data and financial reports which allow a calculation of value capture. Roughly 20% of the value generated by the tourism industry in the Zambezi region is captured locally. In addition, conservancies play a key role in the GPN, acting as hinges between the local and the global: conservancies are involved in the production of the resource, mediate in strategic coupling processes and use regulatory and bargaining power to capture value. Conservancies therefore have the potential to increase local gains from tourism. On the one hand, these results underline the importance of local institutions for value capture in GPN analysis. On the other hand, as local linkages are limited and the level of local ownership is low, policies are needed that ensure the participation of local residents beyond direct transfer payments from private enterprises to communities.
Abstract. It is widely accepted that successful grazing management strategies in semiarid ecosystems need to be adapted to the highly temporal and spatially heterogeneous forage production. Nevertheless, a full understanding of the key factors and processes for sustainable adaptive management has yet to be reached. The investigation of existing, successful range management systems by simulation models may help to derive general understanding and basic principles.The semi-nomadic Himba in northern Namibia applied a sophisticated management system until the mid-1990s which combined season-dependent pasture use (resulting in rainy-season pastures and dry-season pastures), preservation of reserves for drought and sanctions for rule breaking. A stochastic ecological simulation model has been developed here which represents the main aspects of this management system. With this model we analyze (1) which components of the traditional Himba strategy are essential for sustainability and (2) what happens to the state of the rangeland system under socioeconomic changes.This study shows that temporally and spatially heterogeneous pasture use yields higher productivity and quality of a pasture area than the pressure of homogeneous permanent grazing. Two aspects are of importance: (1) intra-annual heterogeneous use (resting of the dry-season pastures during the rainy season) and (2) interannual heterogeneous use (spatial extension of grazing in years of drought). This management system leads to an effective build-up and use of a buffer in the system: the reserve biomass (the non-photosynthetic reserve organs of the plants), an indicator for grazing and management history.Analyzing purchase as one form of socioeconomic change, we demonstrate that easier market access to purchase livestock may lead to a decline in vegetation quality. However, cattle production increases as long as rest periods on parts of the pasture during the rainy season are granted.Methodologically, we emphasize that simulation models offer an excellent framework for analyzing and depicting basic principles in sustainable range management derived from local knowledge. They provide the opportunity of testing whether these basic principles are also valid under different ecological and socioeconomic settings.
